COMMISSIONERS PRESENT: Chairman Rife, Commissioners Warren, Parker, Mooney, Horlen and Floyd COMMISSIONERS ABSENT: Commissioner Kaiser. COUNCIL MEMBERS PRESENT: Council Members Silvia, Maloney and Hazen. STAFF PRESENT: Director of Development Services Callaway, Development Coordinator Ruiz, Staff Assistant Charanza, Staff Planner Anderson, Staff Planner Tunmerson, Planning Intern Siebert, City Planner Kee, Transportation Planner Hard, Senior Planner McCully, Assistant City Engineer Morgan, Graduate Engineer Tondre, and Assistant City Attorney McCluitt. AGENDA ITEM NO. 1: Hear visitors Benito Flores-Meath, 901 Val Verde, approached the Commission and said that he attended the Workshop meeting (at 5:30) and had a better understanding about the priorities for Northgate. He felt that some buildings may need to be reviewed again to assure they are correctly prioritized. The following items approved by common consent AGENDA ITEM N0.2: Consent Agenda. Agenda Item No. 2.3 • Approved the Amended Plat for Spencer's Cove, being a Resubdivision of Lots 3R, 4R, and SR; consisting of 5.092 acres of the original 11.28 acre tract on Iris Lane located on the southwest side of I&GN Road approximately one mile south of Koppe Bridge~Road in the College Station's ETJ. P&Z~nutes July 1, 1999 Page 1 oj12 STAFF REPORT Item: Consideration of an AMENDING PLAT for SPENCER'S COVE being a RESUBDMSION of Lots 3R, 4R, and SR; consisting of 5.092 acres of the original 11.28 acres tract on Iris Lane located on the Southwest side of I&GN Road approximately one mile south of Koppe Bridge Road in the College Station ETJ. (99-222) Applicant: GREG TAGGART with Municipal Development Group representing Sidney W. Theis. Item Summary: The amending plat being considered for Spencer's Cove Subdivision has minor revisions consisting of relocating two lot lines between three lots. Lot 3R is increasing by 0.437 acre, Lot 4R is decreasing by 0.803 acre, and Lot SR is increasing by 0.367 acre. Lots 1, 2, and 6 through 8 are to remain the same. The plat complies with applicable development policies. Item Background: The original final plat for Spencer's Cove Subdivision, a 11.28 acre tract consisting of 81ots, was approved by the Brazos County Commissioners Court on May 23, 1994. The City's Planning and Zoning Commission approved the Spencer's Cove Subdivision original final plat on Apri120, 1995, and the College Station City Council approved this original final plat on May 11, 1995. Budgetary & Financial Summary: N/A Staff Recommendations: Staff recommends approval of the amending final plat as submitted with the following conditions: • Change FINAL PLAT to AMENDING PLAT in the title block. • Remove the building lines. A description of the building lines may be placed in a note as a deed restriction but are not required by City Ordinance. • The section number of The Texas Water Code (21.084) referenced in a note pertaining to the private sewage facility should be changed to 21.004. Related Advisory Board Recommendations: N/A Commission Action Options: The Commission has final authority over the final plat. Streets: Iris Lane is a private roadway built to current Brazos County paving standards. As this is an ETJ subdivision and no existing or future thoroughfares are shown on the City's Thoroughfare Plan for this area. Off-site Easements: N/A Drainage: Compliance with the City Drainage Ordinance does not extend into the ETJ.
