(99-12) Applicant: KERR SURVEYING for the Alexandria Group Item Summary: This is a final plat for 3.6 acres located on Holleman Drive just west of the Enclave Apartments. The tract is being platted for development as 6-plexes. It is currently zoned R-5 for such development. An additional 15' of right-of-way for Holleman Drive is being dedicated with this plat to comply with the thoroughfare plan. Staff reviewed this plat on March 23, 1999 and had minor comments, with one exception. The sanitary sewer capacity in the area is not sufficient for this intense development. Over the past month, staff has worked with the applicant to resolve this concern. Public Works Engineering is working on a sanitary sewer capital project that will correct this situation and allow this development to occur. The development will be phased in two phases with 4 - 6-plea units being developed in Phase 1 to open in Fall 1999. The remainder will be developed in Phase 2 after the upgrade. Parkland dedication will be a monetary dedication for this site. The applicant may opt to pay all parkland dedication fees now rather than wait for Phase 2 to be constructed, as dedication fees will increase this summer. If they only pay for Phase 1 now, Phase 2 will be subject to the increased fee at time of permitting. Item Background: This is a final plat of Reserve Tract "A", previously shown on the Preliminary Plat of the O.C. Cooper Place Subdivision, which was approved in 1996. Budgetary & Financial Summary: The City of College Station will be upgrading a sanitary sewer trunk line in the area to allow for this development. Staff Recommendations: Staff recommends approval of the plat as submitted. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: Water is available through a 6" waterline along Bright Circle and a 12" water line along Holleman Drive. Water will be extended into the site for fire protection at the time of site development. Sewer: Sewer is available through an 8" sewerline along Holleman Drive. The area is experiencing capacity problems, however, the City will be starting a sewer upgrade project this year to alleviate this problem. Building permits for four buildings (24 units) can be issued at this time. Permits will be issued for the remaining units after the upgrade is complete. Streets: This lot has frontage on Bright Circle and Holleman Drive. An additional 15' of right-of--way along Holleman Drive is being dedicated with this plat. Access will be via both streets in accordance with our driveway access ordinance. Off-site Easements: N/A Drainage: Drainage will be handled at the time of site plan. The final plat consists of a 2.4-acre Lot 1R and a 6.07-acre Lot 2. (99-217) AGENDA ITEM NO. 2.11: Approved a Final Plat for Holleman Village Addition, 17.074 acres located at 2001 Holleman Drive West, between FM 2818 and Jones-Butler Road, (99-218) AGENDA ITEM NO. 3: Public hearing and consideration of a use only permit in a C-N Neighborhood Commercial district for aself--serve car wash on Lot 2, Block A, Culpepper Plaza. (99-711) Seruor Planner McCully presented the staff report and explained that the subject site is zoned C-N Neighborhood Commercial, which requires the Commission's approval. In order to approve the use and site plan of a C-N proposal, the Commission must firid that the purpose of the district would be met. The Zoning Ordinance states the purpose of the C-N district as follows: "This district provides small commercial sites for residential convenience goods and service businesses. No use shall be allowed which would adversely affect the health; safety, welfare, or residential character of the neighborhood The use shall be a law traffic generator and shall not create any noise, light, or odors abnormal to the neighborhood No outside storage or display of goods or materials shall be allowed " The applicant was proposing to construct aself--serve car wash on the site. The use will be located across the street from a shopping center, a vacant bank drive-thru, and a church facility. The site immediately abuts existing single family to the north. At a minimum, the applicant would be required to construct a 6' screening fence. The Commission may consider additional buffering along the common lot line, in order to further mitigate potential impacts. There may be some concern regarding potential noise and lighting impacts to the adjoining neighborhood. The applicant has stated that the equipment that would be installed is designed to minimize noise and that indirect lighting standards would be used. Staff recommended approval with the noise and lighting abatement as conditions. The Commissioners were concerned that the car wash would target more the surrounding neighborhood, which would defeat the C-N definition. Chairman Massey opened the public hearing.
