Electric Service Request Form (see attached) fili out and return. Temporary Blanket Easement for construction purposes {see attached) fi11 out and return. When construction complete, meets & bounds descriptive easement will be-necessary to release blanket easement. (20 ft. easements). Developer is responsible for 20% of the cost of electrical service. Developer installs ali conduit per city design .and requirements. Developer pours concrete transformer and junction box pads per city specs. Will need a 20 ft. easement for URD feeder route through complex. Would like to work with developer on getting conduit installed during ;construction of .complex.. Information Needed: Main .breaker size for each building, (all electric or gas). Volk, Development Coordinator Tony Mchalsky, ElectricalLne Designer Laverne Akin, G.T.E; Representative SUBJECT: Site Plan - Cottages of Rock Prairie; proposed retirement facility totaling 132 units on 14.075 acres, lot 1, block 14 of Edelweiss Estates Phase Five Subdivision just north of the Wellborn Road and Graham Road intersection. (95-504) A Project Review Committee meeting was held Wednesday, August 9, 1995 to discuss the above mentioned site plan... Assistant City Engineer Morgan moved to approve the proposed. site plan with the following discretionary items, ordinance requirements and comments: CONDITIONS OF APPROVAL: Discretionary Items: _ if the final drainage plan substantially affects the overall site. plan, staff has the discretion to require that the site plan be reviewed again by the Project Review Committee. Streetscape requirements will be applied to both Wellborn Road and Mortier Drive. The following is a list of ordinance requirements .identified by the Project Review Committee. This list does not relieve the applicant of total compliance with all current ordinance requirements. Ordinance Requirements' Include the legal description of the subject property in the title block. _ 'The. landscape plan is not approved at this time. The Streetscape point requirements must be ADDED to the minimum landscape point requirements. Show all existing trees. Provide a depth dimensionfor the.. parking spaces. _/ Show how utilities will hit the proposed buildings. All meters, transformers, etc. must be screened from the public rights-of--way. Show screening details. /~ Provide curb and pavement details. ~- The duinpster location near building two must be angled in the opposite direction so that the Sanitation trucks are able to access it. Show screening details including the required 8' screen. The driveway throat length. must be a minimum. of 40' from the card .reader. to the curb so that two cars are able to stack in the driveway area. Staff will work .with the .fire department to determine: access requirements through. the gate/card system. Staff is currently working with the fire department on the fire hydrant locations. _ Need to work out easement .documents for the outlet works for the .pond located in the southeast corner of the property near Wellborn Road. A public utility easement. must be .dedicated to cover the water line up to the meter. From the meter location to the building, the water line is private and an easement is not required. Comments/Concerns: Underground electrical .service is required. The developer is responsible to provide all. conduit per City design. and requirements including the concrete transformer pad and junction box pad per City specifications. Submit the electrical service request form agreeing to pay 20% of ht cost of electrical service. Staffprefers the use of a temporary blanket easement for construction purposes and upon completion, a final. plat dedicating the necessary easements and releasing the blanket easement. APPEAL PROCESSt An applicant mayappeal the decision of the Project Review Committee to the Planning. and Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and. a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten .copies of the final site .plan as approved by-the. PRC, showing all changes and requirements imposed by the PRC,. and accompanied by a wntten explanation of those items being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take place.: An applicant may appeal. only certain' aspects of site plan review, and in the absence of discretionary .review by the Commission, or review pursuant to a petition, all. other aspects of the site plan shall be final Any notice of appeal shall state with particularity the aspects which are to be appealed.
