Mayor Mcllhaney called the workshop meeting to order at 3:00 p.m. with all members present
except Mayor Pro Tem Mariott.
Agenda Item No 1-Discussion of consent agenda items listed for regular council meeting.
Councilmembers removed Consent Agenda Items No. 13.9, 13.10, 13.15 and 13.16 to ask staff
questions. These items related to concession services at parks, tax payments to County, and
Change order for Northgate sewer trunkline rehabilitation project. Staff provided explanations
of their recommendation.
Agenda Item No. 2 -TEEX Safety Accreditation Award to Public Utilities
Staff members from the Public Utilities Department received a special recognition from the
Texas Engineering Extension Service and the Mayor and City Council for their efforts and
dedication in obtaining the TEEX Accreditation Award for six years of providing a safe work
environment.

C-2 on the east side of Highway 6 between Highways 60 and 30. The existing two tracts consist
of the Varsity Ford car dealership and a largely vacant 8.14 acre tract to the north. The tract lies
in the 100-year floodplain. The current reclamation project consists of filling the flood fringe,
without disturbing the creek channel. The request is in compliance with the Land Use Plan.
Staff and Planning and Zoning Commission recommended approval.
Staff Engineer Jeff Tondre answered questions about the floodplain on this property.
Mayor McIlhaney opened the public hearing.
Greg Taggart of Municipal Development Group, representing the applicant stated that the
intended use is for Varsity Ford to extend their storage parking area with no buildings.
Mayor McIlhaney closed the public hearing.
Councilman Garner made a motion to deny the rezoning request. Motion seconded by
Councilman Maloney. Discussion was held about the need to complete the land use plan for this
area before decisions are made at this time. Motion failed by a vote of 1-4.

Councilman Maloney made a motion to approve Ordinance No. 2429 rezoning High Ridge
Subdivision approximately 3.378 acres located near SH 6 south and University Drive from R-1
Single Family Residential to C-2 Commercial Industrial. Motion seconded by Councilman
Hazen which carried unanimously, 4-1.

Auenda Item No 4 2 -Public hearing, discussion and nossible action on rezoning request
and associated preliminary plat for 101.32 acres located in the north Quadrant of the
intersection of Greens Prairie Road and Woodlake Drive from A-0 Agricultural Open to A-
ORRural Residential. (99-132
City Planner Jane Kee presented the staff report and stated that this tract was annexed into the
City in 1995. She described the subject tracts. Staff and Planning and Zoning Commission
recommended approval.
Mayor McIlhaney opened the public hearing.
Mike McClure, 9262 Brookwater Circle, represented the property owner as the project engineer.

Councilman Silvia made a motion to approve Ordinance No. 2430 rezoning 101.322 acres,
located in the north quadrant of the intersection of Greens Prairie Road and Woodlake Drive
from A-O Agricultural Open to A-OR Rural Residential. The motion also included approval of
the preliminary plat. Motion seconded by Councilman Garner, which carried unanimously, 5-0.
Agenda Item No 14 3 -Public hearing discussion and possible action on an amendment to
Chapter 1, "Zoning" of the Code of Ordinances adding a new Section 23 "Moratorium on
Certain Applications".
Jim Callaway explained the ordinance requirements. The ordinance establishes a six month
moratorium on applications for zone changes, conditional use permits, variances, and special
exceptions on property currently zoned single family residential.
The two areas covered by this ordinance are: Area 1 bounded by Texas Avenue, Holleman
Drive, Glade Avenue, Southwest Parkway, Wellborn Road and George Bush Drive; and Area 2
bounded by Texas Avenue, University Drive, Tarrow Street, Lincoln Avenue, University Drive,
the Earl Rudder Freeway and Harvey Road.
Staff and Planning and Zoning Commission recommended approval. The moratorium shall
expire on August 15, 2000.
Mayor McIlhaney opened the public hearing.
Benito Flores-Meath of 901 Val Verde supported the ordinance. He asked council to look at
other ordinances that pertain to the number of unrelated individuals living in single family
residential districts.
Mayor McIlhaney closed the public hearing.
Councilman Maloney moved approval of Ordinance No. 2431 amending Chapter 12, "Zoning"
adding a new Section 23, "Moratorium on Certain Applications". Motion seconded by
Councilman Silvia, which carried unanimously 5-0.
Agenda Item No 14 4 -Public hearing, discussion and possible action on an amendment to
Ordinance 1638., the Zoning Ordinance of the City of College Station, amending Section 8.4
relating to the number of principal structures on a lot or building plot and establishing
Section 8.21, Neighborhood Preservation Overlay.
Jim Callaway explained the ordinance amendments which provides for the construction of
multiple principal structures on a lot. It also provides for an 8,500 square foot minimum lot size
for new lots. Staff and Planning and Zoning Commission recommended approval.
Mayor McIlhaney opened the public hearing. No one spoke. She closed the public hearing.

Item: Public Hearing and Consideration of a Rezoning and associated
preliminary plat for 101.32 acres located in the north quadrant of the intersection
of Greens Prairie Road and Woodlake Drive from A-O Agricultural Open to A-OR
Rural Residential. (HTE#99-202, Case File # 99-132)
Applicant: Fain McDougal for Sweetwater Land Development
Item Summary: This property was annexed into the City in 1995. The property
owner's intention is to continue the same type of housing development that exists
across Greens Prairie Road in the current Sweetwater development. The Land
Use Plan shows this area for rural residential development (lots sizes greater
than '/2 acre). A preliminary plat shows lots averaging 1'/2 acres in size.
The current A-O zoning is a holding zone that was placed on the property when it
was annexed. The owner now wishes to receive a permanent zoning that will
allow development. The A-OR zone is generally intended for minimum 100-acre
tracts on the periphery of the city limits, although there are areas within the city
limits where rural residential development exists. Lot sizes are required to be a
minimum of one acre and different infrastructure standards are allowed.
It is required that a development plan be presented with the rezoning request.
This plan covers approximately 300 acres with a preliminary plat of the 101 acres
being considered for rezoning. The Commission and Council must ascertain that
the plans meeting the following criteria:
1. The proposed subdivision will be in harmony with the character of the
surrounding land uses.
2. The proposed subdivision conforms to the policies and goals of the
comprehensive plan for development of the city and shall not be contrary
to the thoroughfare or infrastructure master plans.
3. The proposed subdivision will be consistent with the intent and purpose of
this district.
4. Adjacent property will not be adversely affected.
Southwest of the development is Wellborn Oaks Subdivision, and southeast are
the Woodlake and Sweetwater Subdivisions. All three adjacent existing
subdivisions are located within the city's ETJ and are rural in nature. The
Crowley Tract is located to the northeast. The Master Development Plan for the
Crowley Tract shows low-density single family development. The area to the
northwest consists of large tracts with sizes ranging from 10 to 158 acres, with
scattered single-family housing.
Parkland will be dedicated with the final plat. The Parks staff has indicated that
they will recommend to the Parks Board that dedication be in cash, because of
the small number of lots shown for the initial phase (22 are shown on the
preliminary plat).
Staff Recommendations: Staff recommends approval of the rezoning.
Advisory Board Recommendations: The P&Z recommends approval of the
zoning by a 4-1 vote. The P&Z also recommended approval of the master plan
and preliminary plat associated with this A-OR request.
Council Action Options: The Council options are to approve the rezoning as
submitted, approve with physical conditions that will mitigate negative impacts,
approve a less intense zoning classification, deny, table indefinitely, or defer
action to a specified date.

attached hereto and made a part of this ordinance for all purposes.
PART 2: That if any provisions of any section of this ordinance shall be held to be
void or unconstitutional, such holding shall in no way effect the validity of the
remaining provisions or sections of this ordinance, which shall remain in full
force and effect.
PART 3: That any person, firm or corporation violating any of the provisions of this
chapter shall be deemed guilty of a misdemeanor, and upon conviction
thereof shall be punishable by a fine of not less than Twenty-five dollars
($25.00) nor more than Two Thousand Dollars ($2000.00). Each day such
violation shall continue or be permitted to continue, shall be deemed a
separate offense. Said Ordinance, being a penal ordinance, becomes
effective ten (10) from the date of it's passage by the City Council, as
provided by Section 35 of the Charter of the City of College Station.

Ordinance #1638, is hereby amended as follows:
The following property is rezoned from A-O Agricultural Open to A-OR

Exhibit "B" and shown graphically in Exhibit "C".

Graduate Engineer Tondre presented the staff report and stated that the subject 101.32 acres being
rezoned was annexed .into the City in 1995. The property owner's intention is to continue the same
type of housing development that exists across Greens Prairie Road in the current Sweetwater

Mr. Tondre explained that the Master Development Plan (Agenda Item No. 9) is for 303.966 acres
northeast of the intersection of Greens Prairie Road and Woodlake Drive. The minor east-west
collector is being shown to connect from the Crowley Development to Greens Prairie Road. The
extension of a 16-inch water and a sewer line is being shown along this collector street. Due to the
topography, approximately only half of the 303 acres will be able to be served with a gravity sewer
system. The remaining portion is currently proposed to be served by on-site septic systems. The
Preliminary Plat for the 36.271 acres for Phase One of Sweetwater Forest is intended to continue the
same type of housing development that exists across Greens Prairie Road in the current Sweetwater
development. Staff recommended approval of the Master Development Plan and Preliminary Plat of
Phase One with the conditions:
• The Re-zoning of the 101 acres is approved by City Council.
• City water service is extended to the subdivision, or an alternative approved by the City of College
Station is approved (including fire service).
• A master sewer plan is approved "to assure that all lots, at some future date, can be connected to
the future sewer collection system."
• The stormwater detention facilities are contained within Phase 1.
• Parkland dedication methods are acceptable to the Parks Board.

Mr. Mike McClure, 9262 Brookwater Circle, was present representing the owner as the project
engineer. He explained that he concurred with the connection of the sewer line. They are in the
process of working with Wellborn Water for an agreement. He pointed out that this area is beyond the
City's Master Plan for sewer service. He said that the plan is to get this aze on line for the lift station.
He said that on the plat there is an established place for the sewer line to be installed, but there it is not
going to happen initially.
Mr. Glenn Pierson, 16805 Calumet Trail, expressed his concern with the impact on the existing lake, in
the aspect to drainage. He would like the plan to confirm that there would be no impact on the lake.
Mr. Robert Zawalski, 3596 Greens Prairie Road, pointed out that drainage is a problem and felt this
development would only increase the problem.
Chairman Rife closed the public heazing.
Commissioner Mooney made a motion to recommend approval of the rezoning request. Commissioner
Horlen seconded the motion.
Commissioner Kaiser was concerned with the impact on long term septic problems.
Assistant City Attorney Nemcik said that the A-OR zoning district allows septic systems, therefore the
minimum requirements were met.
Chairman Rife called for the vote, and the motion, to recommend approval of the rezoning passed 4-1;
Commissioner Kaiser voted in opposition to the motion.
AGENDA ITEM NO. 9: Consideration of a Master Development Plan for 303.966 acres,
Sweetwater Forest, located in the north quadrant of the intersection of Greens Prairie Road and
Woodlake Drive; and Consideration of the Preliminary Plat of 36.271 acres, Sweetwater Forest
Phase 1, for 22 rural residential lots. (99-319)
The presentation and discussion for this item was combined with the previous item.
Commissioner Horlen moved to approve the Master Development Plan with staff recommendations.
Commissioner Floyd seconded the motion.
Commissioner Floyd was concerned that the Master Plan did not show any access points. Mr. Tondre
said that there was a note on the plan that prohibits access onto Greens Prairie Road from any lot.
There would be one main road from Greens Prairie Road for the 221ots.
Commissioner Mooney asked for a requirement to tie onto the City's sewer service when available.
Mr. Tondre said that the City requires "tie-ins" if the line is within 150 feet of the property line, or
within 250 feet of the structure (home), He added that the Health department renews septic permits
every five years.
Commissioner Floyd was concerned with the protection of the lake.
