Item: Public Hearing and Consideration of Rezoxung a .85 acre lot; Lot 1, Block 1, Tinsley
Square, currently "The Clay Oven" restaurant from WPC Wolf Pen Creek to C-1 General
Commercial._(case file # 99-108).: and rezoning a .34 acre tract immediately south of the First
United Methodist Church tract from WPC to C-l.(99-109)

Item Summary: The Tinsley Square lot fronts Texas. Avenue just north of the large Pooh's Park
tractthat was rezoned 3 years ago. This lot was not one that was to have rezoning initiated by the
City,: but the applicant wishes to incorporate this lot into the larger overall development that is
being. planned for the corner of Texas and Holleman.. The Hilton tract sits on Texas Avenue just
north and adjacent to the corner property.
Item Background: Last October the Council rezoned Lot 1, Blk 4 along Holleman from WPC to
C-1 General Commercial. At that time. P&Z had recommended that the City initiate rezoning of
the remainder of the individual lots along Holleman west of the future extension of George Bush
from WPC to commercial. This February Council rezoned two more lots along Holleman to a
commercial classification in line with that recommendation. In March Council will consider
rezoning the: First United Methodist Church tract along Texas, another of the lots P&Z
recommended rezoning.
Staff Recommendations: Staffrecommends approval.
Commission Action Options: The Commission. acts as a recommending body on the question of
rezoning, which will be ultimately decided by City Council. The Commission options are to
recommend approval of rezoning as submitted, recommend approval with physical conditions that
will mitigate negative impacts;. recommend a less intense zoning classification, recommend denial,
table indefinitely,'or defer actionto a specified°date.
Infrastructure And Facilities
This site has adequate, public infrastructure to support this rezoning request. Drainage will be
addressed at the time of site plan review. According to FEMA floodplain maps, these lots are not
located within the 100-year floodplain
