Item: Public hearing .and consideration of rezoning. the one. acre First Methodist Church tract
located in the northeast quadrant of Texas and Holleman; from WPC -Wolf Pen Creek to
C-1 General Commercial. (# 99-101)

Item Summary: Last October the Council rezoned Lot 1, Blk 4 from WPC to C-1 General
Commercial. At that time P&Z had recommended that the City initiate rezoning of the remainder
of the individual ots along Holleman west of the future extension of George Bush from WPC to
commercial. This February Council rezoned two more lots along Holleman to a commercial
.classification in line with this above recommendation.
.This is yet: another of those lots .recommended. for rezoning.
Item Backgrounds One of the things staff analyzes in a rezoning case, along with the
Comprehensive Plan, is whether conditions have changed to justify a particular request. In the
recent rezoning cases staffpointed out two significant changes that had occurred since the original
WPC master plan. The first was the rezoning of the larger Pooh's Park property three years ago.
from;WPC to C-L This constituted a significant change in the WPC boundary. It left several
small.. lots along. Holleman as well as some .lots along Texas Avenue, isolated from the remainder of
the. district. 'The second change that occurred`in the area was the addition to the thoroughfare plan
of the extcnsion,of George. Bush Drive East to Holleman. It was. recommended by P&Z that this
future street extension should serve as a definitive boundary, a demarcation line, between the
existing C-1' zoning west of it and the remainder of the Wolf Pen Creek district to the east.
StaffRecommendationss Staff recommends approval.
Commission Action Options: The Commission acts as a recommending body on the question of
rezoning, which. will be ultimately decided by City Council. The Commission options are to
recommend approval of rezoning as submitted, recommend approval with physical conditions that
will mitigate negative impacts, recommend a less intense zoning classification,. recommend denial,
table indefinitely, or defer action to a specified date.
Infrastructure And Facilities:
This- ite has adequate public infrastructure to support this rezoning request. Drainage will be
addressed at the time. of site plan review. According to FEMA floodplain maps, these lots are not
located within the 100-year floodplain.
