Kee, City PI er RE: Proposed Revisions to P and Dedication Ordinance J3ATE: October 5,.1998 As part of the Comprehensive Plan process it was recommended that the parkland dedication ordinance be revised relative to the right to refund. The current ordinance allows a developer to request a refund if the money he paid in parkland fees has not been spent within two years. This does not allow enough time for money to accumulate. T'he Parks Dept. and Development Services. Dept. also .felt that the entire ordinance needed review, as it has not been updated since it was written in the late 70's. A subcommittee consisting of staff and Parks Board and P&Z representatives met over the past several months to accomplish this review.. Attached is a completely revised parkland ordinance, a summary sheet outlining the changes proposed and a sheet explaining how the fee is calculated. These revisions will be heard by the Parks Board on October 13th and will come to the Commission Octoberl5th.. NOTICE TO USERS OF CPI DATA !! Consumer Price Index data in this release reflect the results of the 1998 CPI revision. To maintain the accuracy of the CPI, an updating of the index is undertaken approximately every I (} years by the Bureau of Labor Statistics. The most fundamental ..and visible activity m each of these revisions is the introduction of a new set of expenditure weights attached to the categories T993-95 of goods and services comprising the CPi. New weights have been introduced from they Consumer Expenditure Survey .and a .revised :item structure has been instituted. 'I11e most noticeable change for .local area CPIs is a reduction in the number of published CPI components. In addition, the pricing cycle. fore the Dallas.-Fort. Worth CPI has changed fr~am even- numbered to odd-numbered months. Since nearly alt local data: are collected on a bimonthly basis, this change means that most Dallas components wilt NOT have year-ago indexes for calculation purposes. Therefore, l2-month percent _changes will not be available for these series until January 1.999. The exceptions would be far indexes which have always been collected an a monthly basis. These components will show. numbers in the I2-month: percent change column. Also, for the January 1998 release, there will be<only a limited number of items showing bimonthly changes. .The March 1998 Dallas release will. show bimonthly data for all series. The Houston CPI continues on the even-month cycle. We encourage users interested in learning.. more to call our automa#ed fax-on-demand system at 214-767-9G13 and request document number 9105. Also, the Internet web site at httpa/stats.bls.gov/cpihome.htm has articles on the 1998 CPI Revision. The Bureau of Labor. Statistics {BLS) will. maintain the current reference base of 1982-84=I OQ used for most'CPi index series. In addrtion,.the 1967=100 reference base will continue to be the alternate base for. the All Items indexes. (BLS had previously indicated that it would change the reference base from the present'1982-84=1fl0 base to a 1993.-95=1U0 base, and eliminate the alternate reference base of 1967=i00, with release of the January 1999 CPI. Now, however, these reference base changes will not occur.) TECHNICAL NOTES ON EMPLOYMENT AND EARNINGS IN THE SOUTHdVEST Nonagricultural state .data far the current month are preliminary.. Data for all states a~~e adjusted to first quarter 1996 benchmark levels. Nonagricultural estimates include all full- and part-time wage and salary workers on establishment` payrolls. for the pay period which includes the 12th of the month. Average earnings,. which: reflect;not only. changes m basic .hourly or incealtive wage rates. but also such variable factors as premium pay .fore late shift work, are computed on a gross basin. Average. weekly hours aze not scheduled hours but represent the number of houus worked or paid for and are affected by such factors as absenteeism, turnover, and overtime. Data are based on reports prepared by state agencies in cooperation with the Bureau of Labor Statistics (BLS). Southwest totals '..consolidate: data. from Arkansas, Louisiana, .New Mexico, Oklahoma, and Texas and may not add due to rounding. Regional and state labor force data aze based an preliminary estimates and are subject to revision. Due to program timing requirements these data may be used an the allocation process. any future revisions in unemployment estimates will... not constitute a basis far amending pnar .allocations. Estimate: for total employment include,. in addition to wage .and salary workers, self-employed, unpaid family, private household, and agricultural workers. Total employment estimates aze on a "place of residence" basis which adjusts for the impact of commuters, dual jobholders, ~md unpaid absences. Statewide- labor force, total employment, and unemployment estimates ~~re denved from multiple variable regression models which are affected by data from the Current Population Survey, Current Employment Statistics, and Unemployment Insurance. Next CPI release date: March I9 1998 (February,data}. Indexes are available from this office on that date. DATE• January 21, 1998: Since this is such a long agenda tonight I thought I'd write a note to update you on Council action from last week, in case you hadn't heard: Steeplechase was approved asrecommended by P&Z with the R-1B adjacent to the Court streets and the rest R-1: It was a lengthy debate and not a unanimous vote (4-Z) There was. some :controversy as to whether'the 3/4 vote rule should be imposed due to a petition submitted by the :opposition. The City Attorney stated that, based on an existing court case,. this 3/4 rule does -not apply in cases where the land is in a holding zone. A 0-is a holding-zone that is placed on property upon annexation, This was the case for Steeplechase. The residents in opposition had a letter from an attorney that. disagreed with this determination, Alexandria-was approved as recommended by P&Z as R-1 and. with the dead-end at Cardinal Lane so there will be no street connection between Alexandria and Springbrook. There will be pedestrian. and bike access,. however. At one point it almost appeared that Alexandria. might come back to the Commission to consider R-1B. The .parkland dedication> ordinance was approved-and will be effective for any final plat: turned in after June 14th.
