The Post Office brings a representative of every 'household to the center daily, thereby anchoring he corner store and other retail.: It is not necessary to staffthe post office, or it maybe staffed in conjunction with an adjacent corner store. Big Bogl2etail Large retail stores,:usually over 35,000. sq-ft, offering wide choice, often at reduced .prices. This type, pioneered by supermarkets, is now emulated by virtually every sector with the exception of clothing and restaurants. Big Box retail is premised upon very large market areas which will draw customers: from dozens of miles away.. The price advantage is derived from efficiency of distribution .through centralization. This efficiencys, in fact, surreptitiously: subsidized by a customer's commute to the shop not unlike, the airline spoke-system. Big Box retail has certain negative consequences. It lengthens travel distance, often for very ordinary purchases, and undermines mallet, local, retail establishments. Big box retail, however, can erve to anchor smaller retailers when seamlessly attached to amain street. Gross Leasable Area G.L.A. The building area for which a retail tenant is to pay lease. With enclosed shopping malls, the. G.L.A. includes the climate-conditioned shared space, leading to costlier leases. The retail of P.N.D. does not have an equivalent burden, although it'is necessary that the. streetscape and parking be jointly managed; See:. Retail.Management Occupied Vacancy A retail establishment which is economically enviable but deceptively subsidized in order to avoid the dismal effect of an empty storefront. Businesses in shopping centers are often occupied vacancies as part of managed retail. Retail Management: The organizational technique by which various retail stores act in concert for their mutual benefit. The absence of such management is the principal cause of the vulnerability and failure of local main street merchants in the face of competition by national shopping centers. Such advice usually includes: proactive leasing, the grouping of stores to catalyze :cross-shopping,. establishing standards of storefront design, signage and: lighting, recommendations for store layout and display, joint periodic and seasonal advertising, standardized business hours, parking management, as well as established procedures for public space maintenance and security... Retail Management, more than any aspect of physical design is responsible for the success of most shopping centers, .and its absence .for the failure of most main streets. Business incubators are the: commercial equivalent of affordable housing. Conventional Suburban Development shopping centers, usually protect fragile start-up businesses. by offering percentage leases. Traditional main street shops seldom. do so, creating a competitive disadvantage. Such leases should be available to P.N.D.: businesses as part. of a retail management policy. Planned neighborhoods provide support for start-up business by generally permitting home occupations and a full range of flexible zoning categories, wherein a residential mortgage can cover both housing and business quarters. (typically over ~~ square feet). It may be a stand alone store or attached to other retail businesses as part of a shopping center. Big Box stores -offer a wide choice- of products often at reduced prices, are premised upon a larger market drawing often from miles away and are not designed or oriented ~' to pedestrian customers. They sell products or goods such as but not limited to furniture, appliances, carpet, office equipment,. and/or automobile parts or accessories. These stores are usually housed in large box shaped buildings that are almost completely windowless and are designed without regard to compatibility with surroundings. Development -Including but not limited to big box retail, superstores, value retailing department store or large retail development typically over 35,000 sf offers wide choice. of products often at reduced prices premised upon very large .market area drawing from miles away. not designed or oriented to pedestrian customers Steve, this refers to the subcommittee work on the ordinance As part of the master plan review process, a subcommittee of the Planning & Zoning Commission and. the: Wolf Pen Creek Design Review Board along with staff from Development Services and Parks discussed whether changes should be made to the. WPC district regulations. It was determined that the ordinance is basically sound. The subcommittee did recommended the following items for consideration: 1. Pre-development meetings should be held where owners, engineers and architects meet with the Design Review Board prior to investing a great of money in site design. 2. Annual site inspections should be made to review compliance with the landscape requirements on a ..given site. and to add language to the maintenance section of the ordinance that provides for better enforcement. 3. It should be determined. how much landscaping can be changed on a site before a complete new landscape plan is required by the City. 4. The drainage section should address more areas than just parking lot drainage. For example,. how roofs drains are designed and placed should be a consideration. 5. The strongest recommendation came in the area of permitted uses. There are three large tracts of land still. vacant in the Wolf Pen Creek area. The subcommittee felt that big box retailers should be, at best, prohibited and at the least, discouraged by .writing restrictions that make it difficult for big box retailers to .build in the Wolf Pen Creek district.. The original. vision for the corridor did not include large retailers. The remaining vacant properties form a core around the Dartmouth/Holleman intersection with one property at the East By-Pass.. With the hotel conference center these properties. should become viable for restaurant and small retail developments. The subcommittee felt. that if big box retailers were not prohibited altogether, that the City should take a proactive marketing approach to encourage restaurants and smah retailers in these critical areas. 6. The subcommittee also felt that there should be discussion regarding whether the City wants to continue to allow multi-family development in this district. Apartments area .permitted use and more have .been built than was. originally anticipated in the plan. There was concern about the three. remaining large tracts being: used for more. multi-family development rather than commercial development.. It was thought that. commercial development would best complement the hoteUconference center as well as the. district and surrounding area. VI. UPCOMING DEVELOPMENT Steve -This first paraG needs to be moved to Y. Development in the Corridor and added in where Univ Commons is referenced There is a second. phase of University Commons being processed currently which will add another 120 multifamily units to this district. This phase will be adjacent to the portion of Phase I along the creek, .and will result in additional land dedication. to the city. Steve -this para. needs fleshing out and added at the end of Yl. Tlpcoming Development In 1997 the. public authorized the. City to negotiate. with a private developer to construct. a hotel and conference center on the southwest corner of the Dartmouth Holleman intersection. This is the type of development that was originally envisioned in the Wolf Pen Creek corridor at this intersection. small word changes below (last. paragraph of Section Y. Development in Corridor A request in 1996 for a rezoning to take a large piece of property located at the very western end of the corridor out of the WPC District has brought to light that there is a perception that the district regulations inhibit development. Whether this is indeed a fact is not clear. Certainly other developments have occurred and have done so by complying with the district regulations. This particular property owner felt that the added level of review required by the' Design Review Board "scared ofd' potential retail developers due to the more subjective nature of the criteria to be reviewed. Yet all other developments have successfully gone through the process provided for in the regulations. Council action was to rezone this .property from. WPC to C-1 General.............:.. ~ \~ l.~ WOLF PEN CREEK MASTER PLAN a 1) Master plan. revision was initiated as part of the ~I action .plan for 1997 City Council strategic issue number 8: Wolf Pen Creek Drainage. Council adopted the revised Wolf Pen Creek Master Plan. An ordinance amendment was presented to P&Z and Council subsequent to that action that was an effort to implement ideas that were adopted as .part of that revised: plan. The amendment was passed by the P&Z but denied by a 5-1 vote at Council. A petition had forced a 3/4 vote at the Council level which would have required at least 6 members to vote in favor. In June of this year the P&Z initiated this rezoning by directing staff to bring forth the amendment again. This. proposed :amendment takes care of several items that were approved by Council as part of the Wolf Pen Creek Master Plan revision process.. Specifically: (1) it provides a definition of big. box. retail development .and prohibits-same, There were several sources used to try o define what big box retail is. Staff turned to a dictionary of development definitions published by the Center for Urban Policy Research that we use almost daily in our office, a dictionary of zoning definitions published by the American Planning Association, a book published by the National Trust for Historic Preservation on Superstore Sprawl the Internet and made local comparisons. For comparison note the following: Office Max - 30,000 S.F. Parts America -10,236 S.F. Barnes & Noble - 2S, 000 S.F. HEB - 23,563 S.F., Sam's 133,400<S.F. Lacks Furniture. 45;D00 S.F. Best Buy- 31,000 S.F. (2) it further clarifies what retail uses are permitted; (3) it lists as permitted only those apartments built before July 1; 1998, "O" STFFRPT" 98812RPT,DOC" (4) it allows residential uses only as part of a mixed use development and only with a conditional use permit, and (5) it gives the Design Rwiew Board rr-ore authority to decide minor changes to existing sites such as when an owner repaints a building or modifies signage. This .change streamlines a part of the review process. These minor changes can still be appealed to the P&Z if an applicant is not satisfied with a DRB decision. A housekeeping item that this amendment takes care-of is to insert verbiage into Section 17.6 EFFECT OF PROTEST TO PROPOSED AMENDMENT to clarify that a 3/4 vote of Council is forced when a petition is signed by owners of a certain area of land affected by a proposed change. Specifically it: (1) provides a definition of big bow retail development and prohibits same, There were several sources. used. to try to define what big box retail is. Staff turned to a dictionary of development definitions published by the Center for Urban Policy Research that we use'almost daily in our office, a dictionary of zoning definitions published by .the American Planning Association, a book published by the National Trust for Historic Preservation on Superstore Sprawl the Internet and made local comparisons.. For comparison note the following: Office Max - 30 000 sf. Parts America -10, 236 s. f. Barnes & Noble. - 25,.000 sf. HEB - 23,563 sf., Sam's 133, 400 sf. Lacks Furniture 45,000 sf. (2) further clarifies what retail uses are permitted, (3) lists as permitted only those apartments built before July 1, .1998, (4) allows residential uses only' as part of a mixed use development and only with a conditional use permit, and (5) gives the Design Review Board more authority to decide minor changes to existing sites .such as when an owner`repaints a building or modifies signage. Jane R. Kee, City Planh€ RE: Wolf Pen Creek Zoning Amendments .and One Housekeeping Item DATE: October 14, 1999 In June of 1998 the City Council adopted the revised Wolf Pen Creek Master Plan. An .ordinance amendment was presented to P&Z and Council subsequent to that. action that was an effort to .implement ideas that were .adopted as part of that revised plan. The amendment was >passed by the P&Z but denied by a 5-1 vote at Council. A petition had forced a 3/a vote at the Council level that required at least 6 members to vote in favor. In June of this .year the. P&Z initiated this rezoning by directing staff to bring forth the amendment again.. The P&Z directed staff to rework the ordinance to better clarify some of the language. This rewrite of the ordinance attempts to do that. This proposed amendment takes care of several items that were approved by Council as part of the Wolf Pen Creek Master Plan revision process. Specifically: (1) It provides definitions of large retail development, small retail development and pedestrian character and provides. additional design criteria to address the aesthetics of the exterior building and parking lot. The Commission felt that this is a more critical issue than the specific uses that might go in any given space. (2) It prohibits any one individual retail .space over 20,000 square feet, (3) It lists as permitted only those. apartments built before July 1, 1998, (4) Tt prohibits any more residential uses in the districts and (5) It gives the Design Review Board more authority to decide minor changes to existing sites such as when an owner repaints a building or modifies signage. This change streamlines a part of the review process. These minor changes can still be appealed to the P&Z if an applicant is not satisfied with a DRB decision. A housekeeping item that this amendment takes care of is to insert verbiage into Section 17.6 EFFECT OF PROTEST TO PROPOSED AMENDMENT to clarify that a 3/4 vote of Council is forced when a petition is signed by owners of a certain area. of land affected by a proposed change.
