NOTICE OF PUBLIC HEARING
This is to notify you that the City of College Station is considering amending Section 721 Wolf
Pen Creek Development Corridor to delete the development of apartments as a permitted use but
allowing them as a .conditional use; allowing apartments built prior to 1998, defining and
prohibiting large retail development and modifying the role of the Design Review Board.
Over the past year the City .has held numerous public. meetings and hearings concerning the Wolf
Pen Creek Master Plan. The original plan was adopted in 1988 and needed revision due to many
changes that have occurred since .1988. City Council adopted a. revised plan last month and
directed staff to begin preparing revisions to the City's Wolf Pen Creek zoning district that would
allow apartments only as conditional uses in the future rather than uses permitted by right. There
were many more multi-family units built in the' corridor than was originally envisioned in the plan.
The remaining vacant tracts that can be developed are shown on the revised plan for commercial
developments that would .support the hoteUconference center. and pedestrian users. Further
direction was to exclude what is typically referred to as "big box retail" and to allow for the types
of small retail and service establishments that were originally envisioned in the plan. The
amendment also proposes. to modify the role of the Design Review Board (a body which reviews all
projects. in the ..corridor and. makes recommendation to the Planning & Zoning Commission) to
enable it to make some minor decisions on its. own rather than forwarding every decision to the
Planning & Zoning .Commission.
The Planning and Zoning Commission will hold a public hearing on Thursday, August 20, 1998
at 7:00 p.m. to consider the rezoning request. The City Council will also hold a public hearing to
consider the rezoning request and the. Commission's recommendation on Thursday, September
10, 1998 at 7:00 p.m. Both hearings will be held in the City Hall Council Room located at 1101
Texas. Avenue South, College Station, Texas.
All property owners classified with the Wolf Pen Creek District have received notification of this
amendment.

NOTICE OF PUBLIC HEARING

permitted use, allowing apartments built prior to 1998, defining retail development adding
additional design criteria, and modifying the role of the Design Review Board. This amendment
also addresses a housekeeping item by clarifying when a 3/a vote is forced by a petition.
City Council adopted a revised Wolf Pen Creek Master Plan in July of 1998; and directed staff to
begin preparing several revisions to the City's Wolf Pen. Creek zoning district. These revisions
were not passed by Council due to a petition that forced a 3/4 vote at the Council level. In June of
1999, the Planning and Zoning Commission directed staff to' initiate this ordinance amendment
again. This amendment would prohibit apartments as a permitted use after 1998. There were
many more multi-family units built in the corridor than was originally envisioned in the plan.

Theis is to notify you that the City of College Station is considering amending Section 7.21 Wolf
Pen Creek Development Corridor to delete the development of apartments :after 1998 as a

also addresses a housekeeping item by clarifying when a 3/4 vote is forced by a petition.
City Council adopted a revised Wolf Pen Creek Master Plan in July of 1998; and directed staff to
begin preparing several revisions to the City's Wolf Pen Creek zoning district. These revisions
were not passed by Council due to a petition that forced a 3/a vote at the Council level. In June of
1999,:the Planning and Zoning Commission directed staff to initiate this ordinance amendment
again. This amendment would. prohibit apartments as a permitted use after 1998. There .were
many more multi-family units built in the corridor than was originally envisioned. in the plan.
The remaining vacanttracts that can be developed are shown on the revised plan for commercial
developments that would enhance ourism and encourage pedestrian users. The amendment also
proposes to modify the role ofthe Design Review Board (a body. which reviews all projects in
the. corridorand makes recommendation o the Planning & Zoning Commission) to enable it to
make.. some minor decisions on its own rather than forwarding every decision to the: ~lanning..&
Zoning. Commission.
The Planning and Zoning Commission will hold a public hearing on Thursday, October: 21, T999
at'6:00 p.m. to consider the .request. The :City Council will .also hold a public hearing to consider
the request and the Commission's recommendation on Thursday, November l 1, ..1.999. at 7:00
p.m. Both hearings: will be :held in the City Hall Council Room. located at 1101 Texas Avenue
South, College Station, Texas.
All property owners currently zoned Wolf Pen Creek as well as nronerty owners within .200'
have received notification of this amendment.
