Item: Consideration of the use and. parking lot plan for ABC Pest Control building to be located
on Lot 1, Block B, Shenandoah I -the southwest corner of Southern Plantation and Highway 6
Bypass. {98-805)
Item Summary:
The subject site is zoned C-N Neighborhood Commercial, which requires Planning and Zoning
Commission approval. In order to approve the use and site plan of a C N proposal, the
Commission must find that the purpose of the district is met. The Zoning Ordinance states the
purpose of this district as follows:
This district provides small commercial sites for residential convenience goods
and service businesses. No use shall be allowed which would adversely affect
the health, safety, welfare, or residential character of the neighborhood. The
use shall be a low traffic generator and shall not create any noise, light,. or
odors abnormal to the neighborhood. no outside storage or display of goods or
materials shall be allowed.
The .applicant is proposing to construct a 4000 square foot one story office building with a 1000
square foot storage area. The storage. is not permitted in this zoning district except as an accessory
use to a permitted use. The site will be oriented to Highway 6 and take sole access from the front
via a joint access drive with the veterinarian clinic to the south. There will be several business
~ trucks on site during the day, but they are issued to the employees and are used as transportation to

and. from the site. The subject property .abuts a developed single family area to the west. A
screening fence along the rear portion of the site will be required if the single family fence is
' removed. The :property also contains a brick wall that will act as additional buffer between it and
the residential subdivision. There are currently several shrubs in front of the wall Ghat add to the
buffer'effect.

Budgetary & Financial Summary: NA
Staff Recommendations: Staff recommends approval with all staff comments as listed as well as
the condition that all revisions are completed. as listed below.
Related Advisory Board Recommendations: The City Staff met to review the site plan and
made several comments. regarding compliance with development requirements. The revised plan
addresses these comments with the following exceptions:
1. Trucks may not be stored on site overnight unless separate parking spaces are built
for them and their locations are approved by the Commission.
2. Show a dumpster location. that is screened.

3. Calculate additional streetscape points and meet tree separation requirements.
4. Remove alley.
City Attorney Recommendation/Comments: None.
~ Commission Action Options: Approve the parking lot plan and use as submitted or with
conditions or deny the planand/orusewith stated reasons for denial.

Water: Adequate for proposed use.
Sewer: Adequate for proposed use.
Streets: There are no streets proposed with this development. Access-will be taken from
Highway 6 with none off of Southern Plantation.
Off-site. Easements: None required.
Sidewalks: None required.
Drainage: The applicant is proposing to detain the increased runoff from this new
development within the proposed parking area and drain into the State Highway 6 right-
of-way.
Flood Plain:.. The latest Federal Emergency Management Agency (FEMA) Flood
Insurance Rate Maps show that no portion of the subdivision is located within the
Regulatory 100 Year Floodplain.
Oversize request: None.

Impact .Fees: The-site is located in the 97-01 Impact Fee Area and fee payment will be
required at time of building permit.
