Cornerstone Commercial Section Two (98-323): No problem.
Johnny Carino's Italian Resaurant (98-439); i do not see a container location on this site. However, I do
see something on the southease corner of the building that may be container location, but I'm not sure.
If it is, it has gates which are not required.. Please let me know on this one.
Kona's Steak House (98-438): This container pad is not 12 x 12 and should be moved to the southeast
so l can have astraight-in approach. Also, it shows to have gates which are not required. Get with me if
you have any questions. Please let me know on this one also.
Hotel/Conference Center (98-437): No problem. Great looking site. Has a -roll-off compactor.
Sonic Drive-In Restaurant (98-430): No problem.
Carter Lake Section Five (98-231): No problem.
Carter Lake Section Six (98-232): No problem.

Jeff, thanks for following up on this for me. I do have a concern about your requirement regarding the
existing cutverts because the only requirement stated in the "prc" report is "submit an engineer's sealed
letter addressing increased water run-off and drainage patterns (top-of-curb elevations) leaving the
parking lot." .Also "size :the culvert and provide details" was another requirement. Capacity of existing
culverts was never even mentioned in any of the meetings. Does this analysis of the adequacy of the
existing culverts. fall into the "provide details" part of the requirement? I'm rather concerned about this
because l don't think even a hint of this was mentioned to the fellow doing this project in any of the
meetings we had with him. 'I would hate to surprise him with something. that was never adequately

if she didn't, I feel like we're hitting these people with something they'never expected and it might .appear

I'm getting ready to stamp these plans o.k. to go and need to know a couple of things: (1)is the drainage
letter submitted enough? and (2)do you need. any .kind of plans for your riles yet? and (3)have you
received the drainage development` permit, etc, so when he comes in for his permit we can give him
everything at once? Please let me know so l can let the contractor know what he stilF needs to do.

i really don't mind going.. ahead with it cause 1) we can. process a plat simultaneously and. it will probably
be a minor plat and 2) the site plan is complete enough to show me what they want to do (there's very
little site work actually being proposed). if he can add any additional checklist items before. next.
Wednesday, then we could consider it meeting the 26th submittal deadline. we can take a look at it toady
with all of the other stuff that came in.

the platting requirement and the fact that nothing on the site plan they submitted meets our requirements

yes - i talked to him earlier today. they want to pull in that temporary building and have it until they build
their new church out there. i've told him i thought we could handle the "temporary" situation by placing a
time period on the conditional use permit. that way perhaps the pnz won't require additional parking
(they have 2 nonconforming spaces and they'd only generate the need for about 2 to 3 spaces anyway) i
told him we probably won't recommend approval of any new gravel unless it's only for the 1 year but they
are anticipating about a 3 year timing.
so there's really not too much to show on the site plan cause they are going to use an existing slab,
existing parking spaces, and it's all temporary anyway.

I received. a "sort of site plan for a temporary office building for this church to be located on land south
of Victor Drozd's land on the SH6 southbound frontage road. (Just north of the fire station)
I have called the applicant back and told him that the land hasn't been. final .platted (Victor included it on
his preliminary plat fast year} and that the site plan submitted isn't acceptable since it doesn't include all
the information required by zoning ordinance. 1 talked to-Butch Smith about this and he said thatthe
church's planner, Gerald Marinik submitted: the plans.
I don't recall talking to .anyone about this project. I did talk to their project manager, Jesse Watson, about
some project, but I, don't think it was this) one. t think. it had to do with the church next to David
Scarmardo's property on Rock Prairie Road.
Anyway, I've offered to set up a predevelopment meeting. on this and he will be calling me back if he
wants one. In .the meantime, I'm not processing this .because we'd just turn it back. Besides, they
missed yesterday's deadline! Does. anyone know anything about this project?

The following are typical standards for Plan Development established by Ordinance or Policy:
~1. Building separation is a minimum of 15 feet.
~~2. Building setbacks are outlined in Ordinance 1638, Zoning Ordinance, Table A (Sec. 7, P. 30).
~. Minimum parking space is 9' X 20', or on a perimeter row, 9' x 18' with a 2' overhang.
/~~J4. Minimum drive width is 23' with head-in parking or 20' without parking.
(^ J 5. Raised landscaped islands, (6" raised curb) of a minimum of 180 s . ft. are located at both ends of every

~C]/ b. Streetscape compliance is required which involves special plantings along streets specified in the City°s
J Streetscape Plan.
^ A 6°' raised curb is required around all. edges of all parts of all paved areas without exception. (To
include islands, planting. areas, access ways, dumpster locations, utility pads, etc.) .Curb detail to be
approved by City Engineer. No exceptions will be.made for areas designated as "reserved for future
parking"
,~8. Wheelstops maybe required on interior rows longer than 10 spaces or in special situations.
.Sidewalks are required at time of development if property has frontage on a street shown on the
sidewalk Master Plan or if the Project Review Committee determines the necessity. (Refer to Section
10.2 of the Zoning Ordinance).
"CF 10. Locations of dumpsters shall be such that dumpsters are not visible from streets. Gates are discouraged
,/ and visual screening from R.O.W. is required.
~ 11. Healthy, native trees over 6" in caliper should be retained whenever possible.
vim 12. Fire lanes of a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
.established if any structure of any type is more than 1 S0 feet from a public street or highway.
~3. Any structure in any zoning district other than R-1, R-lA, or R-2 must be within 300 feet of a fire
--- hydrant as measured along a public street or along an approved fire lane as the hose is laid off the truck.
+/^ 14. Fire hydrants must be located on the sameside of a major street as a project, and shall be in a location
approved by the City Engineer.
^ 1 S. Fire hydrants must be operable and accepted by the City and drives must have an all weather surface
before combustibles can be brought on any site.
16. A twenty four foot setback from R.O.W. to curb of parking lot is required. Parking may be allowed in
,~ this area. up to a maximum of 7 contiguous spaces.
( ^117. All plans must include irrigation systems for landscaping. Irrigation meters are separate from the regular water
~'-~ systems for buildings and must be sized accordingly and include backflow prevention protection.
