Item: Public hearing and consideration of a conditional use permit for the site plan of a proposed
addition of a fellowship hall for the existing Pleasant Grove Baptist Church located at 1216 Detroit
Street in the McCulloch Subdivision. (98-704)
Item Summary: The existing church facility has been located in this neighborhood for a number
of years.. Due to its age, several nonconformties exist, including parking and landscaping. Due to
the fact that the fellowship hall addition will not increase -the sanctuary seating capacity, no
additional parking spaces are required. The second phase shown on the site plan includes a new
parking lot which the :church wants to complete in the future.
Item Background: The Commission approved a use only permit on August 6, 1998.
Budgetary & Financial Summary: N/A
Staff Recommendations: Section 14 of the. Zoning Ordinance authorizes the existence of
conditional uses. The Commission may permit a conditional use subject to appropriate conditions
and safeguards, when after public notice and hearing the Commission finds. that: (Staff comments
are in italics)
1. "The proposed use meets all the minimum standards established in the ordinance for the
type of use proposed." The site plan divides the development into. two phases. The. first phase
includes the new fellowship hall. The second phase includes a new parking lot which the. church
wants to complete in the future. The additional parking is not required for the fellowship hall.
Some.. of the new landscaping also falls within the second phase. The developer is proposing
shrubs or a 6' privacy fence for screening from the residential homes. The shrubs may be
prefered by church members and/or neihborhood residents.
2. "That the proposed use meets the purpose and intent of the ordinance and is in harmony
with the development policies and goals and objectives as embodied in the Comprehensive Plan for
Development of the City." The Land Use Plan reflects the .area as residential and churches are
generally considered compatible .uses with residential as long as potential negative impacts are
mitigated.
3. "That the proposed use will not be detrimental to .the health, welfare, and safety of the
surrounding neighborhood or its occupants, nor be substantially or permanently. injurious to
neighboring property," The public hearing is an opportunity. for the Commission to measure the
potential impact on surrounding land uses.

"The Commission may impose additional reasonable restrictions or conditions to carry out the
spirit and intent of the ordinance :and to mitigate adverse effects of .the proposed use. These
requirements may include, but are not limited to, increased open space, loading and parking
requirements, additional landscaping, and additional improvements such as curbing, sidewalks and
screening."
In the past, the Commission has required additional site. improvements such as fences or
vegetative buffers to screen adjacent. residential areas. from a new conditional use or an
expansion. Unless the public hearing brings to light any new information indicating potential
negative impacts, Staff recommends. approval with the following conditions:
1) A fire flow analysis is submitted. to ensure that the 6-inch waterline in Detroit Street
can supply the necessary fire flow for the fellowship hall.
2) A drainage report is submitted addressing the impact of the building prior to it's
construction.

ENGINEERING
Water: This property currently gets water service from a 6 inch water main located
along Detroit Street. Water service for any additional improvements would be served by
the same public line. Afire flow analysis still needs to be submitted to ensure that the 6-
inch waterline in Detroit Street can supply the necessary fire flow for the fellowship hall.
This will need to be submitted prior to issuance of a building permit forthe fellowship
hall.
Sewer: This property is currently served by a 6 inch public sanitary sewer line along
Detroit Street. Any additional improvements would drain to the same public line.
Streets: The property is bounded by Carolina. Street on the west, Nevada Street on the
south and Detroit Street on the east.. Head in parking is existing on Detroit and Nevada
Streets.
Off-.site Easements: N/A
Sidewalks: Not shown on sidewalk master plan.
Drainage: Any additional impervious cover will have to comply with the City of College
Station Drainage Policy and Design Standards. Per the applicants letter, the church
intends to construct these improvements in two phases,. the first being just the fellowship
hall and later, once additional funding is available, the associated parking lot. The
applicant will need to supply a drainage report addressing. the impact of the building
prior to it's construction. At a future date, prior to the parking lot construction, an
addendum to the earlier report can be issued to address the impact of the proposed
parking lot.
Flood Plains The property is not located within the 100 year floodplain.

additional parking spaces are required. Anew landscape plan showing compliance with all current
requirements must be submitted when the site plan returns to the Commission for approval.

Item Background: The Commission heard a similar request in November of 1994 and approved
the addition of a fellowship hall. The. project was. not built and the Conditional Use Pernut expired
after twelve months.
