(Planning Case 98-74~- Item Summary: The subject property was constructed as a park in the early 1980's. It is located south of Rock Prairie. Road between the Junior High School and the medical center with vacant A- O to the south. The Land Use Plan shows the. future use of the A-0 tract as medium density- single family. The Teen Center is to be located on the southern end of the site 40' from the southern property line and roughly 400' from Rock Prarie Road. The building is roughly 4000 square feet in area. Any additional parking generated by the addition can be absorbed by the existing parking ots, which provide. 545 total spaces. The applicant is requesting approval of the-site plan and sign as well as the use, and has submitted sign details and. a conceptual plan for review. There is enough information on the conceptual plan that the Commission may opt to approve the plan and leave technical requirements, such as dimensions and grading, to the Staff for final.. approval. Policy Issue Statement: Civic Pride: Citizens benefit from well=planned, .attractive residential and commercial areas, and from preserving historic areas. The Land Use Plan reflects this part ofthe City as a redevelopment area and it is further detailed in the Northgate Redevelopment Plan. Item Background: Over the past several years, the Council has heard several comments from citizens regarding the need for recreational .activities for older children. Staff has been directed by the City Council to provide a Teen Center as the # 11 Strategic Issue in 1997. Budgetary & Financial Summary: Funds have been made available fora Teen Center project for the 1997-98 Fiscal Year. Staff Recommendations: Section 14 of the Zoning Ordinance authorizes the existence of conditional uses. The Commission may permit a conditional use subject to appropriate conditions and safeguards, when after public notice and hearing the Conunission finds that: .(Staff comments are in italics) 1. "The proposed use meets all the minimum .standards established in the ordinance for the type of use proposed." The site meets all current parking and landscaping standards. 2. "That the. proposed use meets the purpose and intent of he ordinance and is in harmony with the development policies and goals and objectives as'embodied in the Comprehensive Plan for Development of the City." The Land Use Plan reflects the area as parkland and the proposed use is compatible with the Plan and existing uses. 3. "That .the .proposed use .will not be .detrimental to the health, welfare, and. safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to o:\group\deve_serlsHipt\98-703.doc neighboring property." The public hearing is an opportunity for the Commission to .measure the potential impact on surrounding .land uses. "The Commission may impose additional reasonable restrictions or conditions to carry out the spirit and intent of the ordinance and to mitigate adverse effects of the proposed use. These requirements may .include, but are not limited to, increased open space, loading and parking requirements, additional landscaping, and additional improvements such as curbing, sidewalks and screening." In the past, :the Commission has required additional site improvements such. as fences or vegetative. buffers to screen adjacent residential areas from a new .conditional use. or an expansion. Unless the public hearing brings to light any new information indicating potential negative impacts, 'Staff recommends approval of the use, site plan, and sign. Related Advisory Board Recommendations: The general concept of a Teen Center has been approved by the Parks Board, Teen Advisory Board, and City Council. The proposed location has been recommended by the Teen Advisory Board and by the Parks Board. City Attorney Recommendation/Comments: No concerns expressed. Sidewalks: Sidewalks are existing on Rock Prairie Road. Drainage: There will be additional impervious cover. added to the park site. A Drainage Report will be required before site work can begin. Flood Plain: According to FEMA Flood Hazard Maps, this property is not located within the limits of the 100-yearflood plain as determined by FEMA. Oversize request: Not applicable. Parkland Dedication: Parkland is not required. The caller owns the lot on the northeast corner of Bahia and Rock Prairie Road. She stated that her preference would be a location that is removed- from single family :areas, such as Wolf Pen Creek.
