TEEN CENTER PROPOSED USE AND HOURS Tepn Center Hours Regular Teen Activities 3:OO p.m, - 10:00 p.m„ Monday. -Thursday 1:00 p.m. -Midnight, Friday -Saturday Occasional Use for Non-teen Activities 8:00 a.m. - 3:00 p.m„ Monday -Friday 8:OO a.m. - 1:OO p,m„ Saturday 8:00 a.m. - 10:00 p.m., Sunday The bulk of usage will come from the Junior High, therefore, traffic will primarily be pedestrian and by bicycle. Auto traffic will increase for pick-up of teens from 5:00 - 7:00 p.m., with lighter traffic between 7:00 - 10:00 p.m. 'Weekends will experience a .more spread out traffic pattern except during special events. Anticipated use includes recreational uses, social activities, dances and parties for teens. ParPar---k~ Southwood Athletic Park has a total of 545 parking spaces with 132 available adjacent to the Teen Center. The Teen Center is expected to cater. primarily to Junior. High-age teens that do not. drive. Most participants will walk to the center or will be dropped off. Events such as .parties or special events will most often, .but not always, occur when Southwood Pool will be closed. The pool is the major source of parking needs for the east end of the park. During .the .heaviest pool use only .about 75% of the parking lot is utilized. Staff parking requirements will be no more than one to five spaces. 2. Dumnsters.~ All trash from the Teen. Center will be deposited in the dumpster adjacent to the maintenance building in the .park. This area is screened. No offensive areas will be installed with the center. 3. Traffic lmnacts: Southwood Athletic Park is located on Rock Prairie Road. Normal. traffic volume is estimated to be 50 to 100. cars per day... as drop- off/pick-up traffic, along with vehicles that stay at the site. Special events such as parties or dances may generate as many as 150 participants with associated traffic. These numbers should not significantly effect traffic on Rock Prairie Road. 4. Protection of Neighborhoods: The proposed location of the Teen Center will be approximately 500 feet from the nearest .home. The use of the facility will be constantly supervised. and is to be recreational in nature. The property to the south of the teen center is vacant and zoned AO. The proposed use of the Teen Center differs little from. other uses in the park and should not affect the adjoining neighborhood. 0/29/98 11:10.
