RE Request for temporary construction entrance to .University Place. Condominium
Dear Mr. Calloway:
This firm represents University Place Housing, L.L.C., the owner of the tract fronting on
Southwest Parkway and backing on Nevada`Street in College Station. As you know, four.
condominium buildings have been erected on the site.
My client is about to begin construction on an additional five condominium buildings to
the rear of the-property. Access to the construction site needs to be determined.
We request a temporary construction entrance into the existing parking lot at the rear of
the property off Nevada Street for the purpose of insuring the safety of the residents of the
four buildings erected on the front of the property. Approximately 175 residents live in
the existing buildings.
We believe that the safety of those residents, and the density. of their occupancy, justifies
our request of the temporary construction entrance. Of course, we will agree to close the
entrance and rebuild the fence when construction is complete.
Your favorab e consideration of his request would be appreciated as we move toward the
start of construction within the next few weeks. I look forward to hearing from you.

Attempt to reduce or eliminate .plantings in easements. Include information on the: plan such as:

b) required point calculations
c) proposed new plantings with points earned

^ 16. The density of dwelling units per acre of the. proposed project.

setbacks.

^ 21. Provide a water and sanitary sewer legend to include water demands (minimum, maximum and average
demands in gallons per minute) and sewer loadings (maximum demands in gallons per day).
^ 22. Show all meter Locations. Meters must be located in easements or RO.W. (City will size meters.)
The following are typical standards for Plan Development established by Ordinance or Policy:
^ 1. Building separation is a minimum of 15 feet.
^ 2. Building setbacks are outlined in Ordinance 1638, Zoning Ordinance, Table A (Sec. 7, P. 30).
3. Minimum parking space is 9' X 20', or on a perimeter row, 9' x 18' with a 2' overhang.
^ 4. Minimum drive width is 23' with head-in parking or 20' without parking.
^ S. Raised landscaped islands, (6" raised curb) of a minimum of 180 sq. ft. are located at both ends of every
parking row. Additionally, 1.80 sq. ft. of landscaping for every 15 interior parking spaces must be
.provided.
^ 6. Streetscape compliance is required which involves special plantings along streets specified in the City's
Streetscape Plan.
^ 7. A 6°' raised. curb is required around all edges of all parts of all paved areas without exception. (To
include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be
approved by City Engineer. No exceptions will be -made for areas designated as "reserved for future
parking"
^ 8. Wheelstops maybe required on interior. rows longer than 10 spaces or in special. situations.
^ 9. Sidewalks are required at time of development if property has frontage. on a street shown on the
sidewalk Master Plan or if the Project Review Committee determines the .necessity. (Refer to Section
10.2 of the Zoning Ordinance).
^ 10. Locations of dumpsters shall be such that dumpsters are not visible from streets. Gates are discouraged
and visual screening from R.O.W. is required.
^ 11.1-iealthy, native trees over 6" in caliper should be retained whenever possible.
^ 12. Fire lanes of a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
.established if any structure of any type is more than 150 feet from a public street or highway.
^ 13. Any .structure in any zoning district other than R-1, R lA, or R-2 must be within 300 feet of a fire
hydrant as measured along a public street or along an approved fire lane as the hose is Laid offthe truck.
® 14. Fire hydrants must be located on the. same side of a major street as a project, and shall be in a location
approved by the City Engineer.
^ 15. Fire hydrants must be ..operable and accepted by the City and .drives must have an all weather surface
before combustibles. can be brought. on any site.
^ 16. A twenty four foot setback from R.O.W. to curb of parking lot is required. Parking may be allowed in
this area up to a maximum of 7 contiguous spaces.
^ 17. All plans must include irrigation systems for landscaping. Irrigation. meters are separate from the regular water
systems for buildings and must be sized accordingly and include backflow prevention protection.

RE: Variance for a temporary construction driveway off of Nevada Street
This item is for the consideration of a temporary construction driveway variance. on
Nevada Street for the. University Place Condominiums,. Phase II, located at 517 ®529
Southwest Parkway.. Nevada is classified as a residential street and Southwest Parkway
is classified as a minor arterial
The applicant, Cu11y Lipsey with Hoelscher Lipsey & Elmore Attorneys at Law
representing University Place Housing, L.L.C., is requesting a temporary construction
entrance into the existing parking lot at the rear. of the property off Nevada Street. The
applicants attached Getter of request states that the purpose of the temporary driveway is
to insure: the safety. of the. residents of the four buildings erected on the front of the
property. Approximately 175 residents live in the existing buildings; and they believe
that the safety of those residents and the density of their occupancy justify the temporary
construction entrance. City staff, at the same time, is equally concerned for the safety of
the residents who live in the adjacent neighborhood.
Staff does not support the rear construction entrance off Nevada Street because it is a
residential street and he construction traffic will traverse through this residential
neighborhood. Nevada and the other. residential streets in the immediate area were built
prior to the City's present street construction standards. The City Engineer has
determined, due to past experiences, that the residential street(s) cannot withstand the
heavy loading of daily :construction traffic. If the variance is granted, it may result in
deterioration of the roadway requiring the city to reconstruct the subgrade and/or
resurfacing. Meanwhile,: Southwest Parkway is a minor arterial and is built to withstand
the loading of the construction vehicles.
The primary purpose for bring this case to the PRC is to determine if the City should
allow the temporary construction entrance off Nevada Street during the University Place
Condominiums Phase II construction project.

Dear Jim:
This firm represents University Place Housing, L.L.C., which is in the process of
seeking a development permit in connection with their proposed construction of a 7.99
acre tract on Southwest Parkway near Wellborn Road. We have previously discussed
this proposed development.
In order to facilitate their development permit, they have agreed not to show any
construction entrances on Nevada Street on their site plan. That leaves them with only
a construction interest on Southwest Parkway_ For the short run, that approach is
acceptable and we .have. no objection. The purpose of my letter is merely to state ~n
writing that our willingness to proceed without a construction entrance on Nevada is
acceptable. for the initial phases of the construction. However,'sirtce my client intends
to' build eight separate buildings, some of which will be sold and possibly occupied
prior to the Construction of the last buildings, we will seek a construction entrance on
Nevada Street for the subsequent phases'of the building plan.
That subsequent application for a temporary construction entrance off Nevada will be
necessary for the safety and orderly development and sale of the first buildings erected.
I trust that this arrangement will meet with city approval. Primarily, we wanted to
clarify that our agreement to proceed at this time without a construction entrance on
Nevada is not our final solution to the issue.

Nevada Street for the subsequent phases. of the building plan.
That subsequent application for a temporary construction entrance off Nevada will be
necessary for the safety and orderly development and sale of the first buildings erected.
I trust that this arrangement will meet with city approval. Primarily, we wanted to
clarify that our agreement to proceed at this time without a construction entrance on
Nevada is not our final solution to the issue.

Attached is the easement information sheet for a public utility easement on the Oakwood Apartments site.
This easement is a requirement'for.the water line loop associated with the University Place Condominiums
currently under construction on Southwest Parkway: near the Welsh Street intersection. As you. can tell. by
Cully's fax ransmittalletter, he's in a-big hurry to get the easement filed since it will hold up the closings.
The only thing that is missing from the submittal is the. copy of a corporate resolution or other proof of
authority to sign on behalf of the corporation, partnership or~omt venture. I spoke with Cully's secretary
yesterday and. she .will get this to us ASAP.. However, they would like for us to go ahead and start
working on the easement..

University Place (a College Station Condominiums
City made a note on cover sheet that the Parkland Dedication fee was $225/unit. This fee needs
to be paid prior to issuing a building permit. (The information concerning the Parkland
Dedication fee was faxed to Roxanne Hinkle at W.P.C. on October 28, 1998.)
SP-1
1) No construction entrance to Nevada.
Response: The owner is wants to have a construction entrance on Nevada and is pursuing
maintaining the construction entrance through legal means. The resolution of this is unknown at
this time.
2) Show. parking analysis by phase in addition to totals.
Response; O.K. See .Site Plan 5P-2 for phased parking analysis, (Note: Alternate Phase 1
alone does not have adequate parking, however, Phase l will be built prior to Alternate
Phase l or in conjunction with alternate Phase 1. Phase 1 has excess .parking to
accommodate Alternate Phase. 1. Phase 1 has excess parking due to the location of the
handicap. parking spaces and the need for a turn around.)
3) All sidewalks adjacent to parking (18') should be 5' wide minimum.

Distribution, (e) Location of Water Lines, (1)(B) requires a minimum separation of 6". (See
attached sheet.). Minimum of 1' separation is acceptable per TNRCC. Will also add to key note 7
that sewer line is to be below water line and one length of sewer line is to be centered on
waterline. Also, caution will be added to other possible conflict noted. (See redlined plans.)
3) cleanout
Response: This is a private line and cleanout locations are left to the engineer providing
the locations meet plumbing code.. Plumbing code states that cleanouts are to be located every
75'. This requirement has been met except one line has a cleanout set at 80'. Cleanouts will not
be added as shown on redlines.
4) Install manholes at locations shown on redlines.
Response: Manholes have been placed at every bend in the sewer line by the reviewer. I
talked this over with Carl Warren and. he said according to plumbing code cleanouts are sufficient
at bends for lines. under 6". The 8" line has been reduced to a b" line to meet code and avoid
manholes. (The 6" line has capacity to serve the entire condominium project.)
5) Is on-site sewer private? If so mark it as such.

prevention devices. Carl Warren had the final say that the double check and valve assembly is
allowable and we do not have use the RPZ.

customer service. Where dead ends are necessary as
a stage in `the.. growth of the system, they shall be
located and arranged .with a view to ultimately
connecting them to provide circulation.
(e) Location of water lines.
(1) When water lines and sanitary sewer lines are
installed, .they shall be installed no closer to
each other than nine feet in all directions and
parallel' lines must be installed in separate
trenches. Where the nine foot separation distance
cannot be achieved, the guidelines in this
subsection shall apply. The guidelines are also
listed in tabular form in the following table. The
.minimum'. separation distances do not apply to
individual customer service lines, although they
are recommended.
(A) Where a sanitary sewer line 'parallels a water
line,.' the sewer line shall be constructed of
cast iron, ductile iron or PVC meeting ASTM
specifications with a pressure rating for both
the pipe 'and joints of 150 psi. The vertical
separation shall be a minimum of two feet
between ,outside diameters and the horizontal
separation shall be a minimum of four feet
between outside diameters. The sewer line
shall be-located below the water. line.
(B) Where a sanitary..sewer lane crosses a water
line and-the sewer line is constructed of cast
.iron, ductile iron or PVC with a. minimum
pressure rating of 150 psi, an absolute
minimum distance of sixinches between outside
diameters shall be maintained. In .addition,
the sewer line shall be located below the
waterline where possible and one length of
the sewer pipe must. be centered on the water

.The following memo is to satisfy the Fire Flow Analysis required for the waterline that is
to be installed on University Place at College Station. This memo includes assumptions made in
the. analysis, a sketch of the waterline and the results from a CYBERNET analysis.. (The
CYBERNET program is by Haestad Methods and uses the same methodology as KYPII'E).
ASSUMPTIONS
It is assumed that .only one building is on fire. at a time. The fire flow demand for each
building was determined, and the building with the highest demand was used for the analysis. It is
also assumed that the building. on fire will not have. any domestic water demands. However, the
remaining.. seven buildings will. have domestic water demands totaling .120 gpm. The required
flow to put out a fire for one building is calculated at 3500 gaUmin plus. 600 gpm for the sprinkler
system demand totaling. 4100 gpm. The sum of the fire flow and domestic water demand, 4220
gpm, is split between the two fire. hydrants on the site.. The measured pressure in the existing 6"
line, along the north property line, is 95 psi and the 8" line, near the south property line, is 90 psi.
After construction of the loop the pressure will equalize at both ends of the loop.. In effort to be
conservative, regarding velocities, we used the 95 psi for pressure at both ends of the loop. The
95 psi is converted to a hydraulic grade for use in analysis... See calculation sheet in following
pages for calculations for water demands, required fire flow and hydraulic grade.
RESULTS
The pressure in the waterline ranges from 89 psi to 93 psi.

in developments. I would like the standard to be that the only acceptable open channels are roadside

FOR CERTIFICATE OF OCCUPANCY
MULTI-FAMILY AND COMMERCIAL PROJECTS
PLANNING & DEVELOPMENT ENGINEERING ITEMS (EXTERIOR)
• All pavement must be in -especially around :perimeter.
All curbing must be installed, .including edges of future phases.
All parking spaces must be striped, including handicap spaces.
Spot check dimensions of space and circulation aisles. (9' x 18' with 2' overhang or 9' x 20'
without overhang; 2-way circulation aisles must be 23' wide; 1-way can be 20' wide.)
• All islands must be curbed, raised, and either planted or bricked :(decorative pavers, stamped colored
concrete o.k.) and located as shown on approved plans.
• The dumpster screening must be installed as shown on approved plans.
• The landscaping must be installed and appear to be similar to approved plan.
• The site must'be clean and free of construction debris, equipment, job shacks, sand, dirt,
etc.
• The development, construction'. and finance signs must be removed.
• The adjacent lots disturbed during construction must be returned to original condition'
{graded, seeded or sodded, debris removed).
• Handicap ramps must be',instaf ed.
• Handicap signs musf be installed.
• Fire lanes must be painted in locations shown on approved plan.
• Detention with groundcover must be installed and located as shown on approved plan. Look to see if
water can get into and out of the pond per the approved plans.
• If grass is -the ground cover to be used for general landscape and detention requirements,
the sod musf be installed or there must be evidence that the area has been seeded or
hydromulched.

Dear Mr. Calloway:
This firm represents University Place-Housing, L.L.C., the owner of the tract fronting on
Southwest Parkway .and backing on Nevada Street in College Station. As you know, four
I% condominium buildings have been erected on the site,
My client is about to begin construction on an additional .five condominium buildings to
the rear of the property. Access to the construction site.needs to be determined.
We request a temporary construction entrance into the existing parking lot at the rear of
the property off Nevada Street for the purpose of insuring the safety of the residents of the
' four buildings erected on he front of the property. Approximately 175 residents live in
the existing buildings.
We believe that the safety of hose residents, and the density of their occupancy, justifies
our re nest of the temporary construction entrance. Of course, we will agree to close the

.entrance and rebuild the fence when construction is complete.
