Dear Lindsay, First of all, thank you for all of your help in determining the current parking requirements at the Varsity Ford dealership and for helping to correct previous errors an the approved site plan. I've included a summary of the parking requirements for the dealership including the corrections that we agreed to on the original site plan for the dealership approved in 1995 and the site plan for the body shop expansion in 1998. When the original dealership was built, an additional 26 parking spaces were provided than required by the City of College Station. Below is a summary of the building area calculations and parking requirements in 1995. However, the construction of the two body shop buildings removed 98 existing parking spaces which prompted the construction of the fenced: parking area compound containing 15 i spaces. Overall, the dealership has 470 parking spaces, 26 more parking spaces than required by City ordinance. In comparing the parking requirements in the current .Unified Development Ordinance (UDO) and the Zoning Ordinance that was in effect at the time of construction, there ~~re no differences with respect to parking numbers. However, after touring the dealership and researching the previously approved site plans, I've identified several possibilities of claiming credit for more parking 'spaces on the site. We discussed these options •on Wednesday, October 12, 2005: I've outlined the options below and the City staffs response: Additional Parking Credits (U tp o b0 sDRCes~ • In 1995, the parts and service office area of 3,667 was calculated at 1/100 = :37 spaces required. However, the requirement at the time for office space was i/250 or 15 parking spaces. Correcting this error could add up to 22 parking spaces to the site. (The City agreed with correcting this error on the original site plan and lowering the number of required parking,spaces by 22.) • The display ramps on State Highway 6 were not included in the original parkuig calculations. Correcting this error could add 2, possibly 4, parking spaces to the site. Given the depth of the ramps, it may be possible to claim 2 parking spaces per ramp. (The City agreed to count the 2 ramps as 2 total parking spaces.) • In 1999, the approved site'. plan shows one row of a three-tier parking row to be removed. After touring the site, the parking row is still there and was never removed. Correcting this error could add up to 24 parking spaces to the site. (The City agreed with. correcting this error on the body shop expansion site plan and adding 24 parking spaces to the total number of parking spaces provided on site.) 0 Lindsay Boyer City of College Station ©ctober 21, 2005 Page 3 of 3 • No parking was shown in the bullpen area between the two newest body shop buildings. By marking the existing pavement, this could add up to 7 parking spaces to the site. (Since this area is not accessible to the public, the City decided not to allow additional parking spaces in this area.) • There are three parking spaces in the showroom that could be counted toward 'the parking spaces provided. This could add up to 3 parking spaces to the sate. (Since this area is not accessible to the public, the City decided not to allow additional parking spaces in this area.) I have attached new parking tables for both the original site plan and the body shop expansion so that you. may update your files. I have also done additional research on parking requirements throughout the state of Texas for vehicle repair and body shop uses. I look. forward to discussing my findings with you further and possibly amending the City's Unified Development Code. I'm uncertain as to why the plan showed this parking to be remove . ere oes not appear to be a fire lane conflict. No parking was shown in the bullpen area between the two newest body shop buildings. This could add up to 3 parking spaces to the site. ' When driving through the site, approximately 30% of the required parking spaces ~~re vacant. In the parking areas near the Frontage Road, the dealership is parking one car per two spaces so that the lot looks full. Varsity Ford recently purchased a Ford dealership in Marshall, Texas. As a result, they stock less inventory at the College Station site. When the original Varsity Ford dealership was built, they carried much more inventory than dealerships do today. That is why they did not argue the parking requirements at that time. Our request is simple, we would like for the City of College Station to consider giving the existing dealership credit for the 60 parking spaces identified above.
