Item: Consideration for approval of $1 T2,795 in Facade Improvement Program--(FIP) funds and
a execution of related Facade Improvement Rehabilitation Agreement for eligible improvements to
~ 303 Boyett.
Item. Summar-} : On August 25, 1998, the FIP Advisory Committee recommended this
commercial project for approval of $112,795 of FIP funding for facade improvements. The
project was bid outby the City's Purchasing Department (Bid #98-81}and contracts-'were
prepared by the Legal. Department (see Exhibits E and F). JaCody, Inc. submitted. the. low bid of
$256,700.. The scope-of--work was prepared by the Arkitex Studio and approved,by staff and the
FIP Committee. The owner i required to provide match funding of $46,912 to receive. the
recommended amount of funds. According to Council approved programguidelines, adeferred
forgivable loan for the FIP funded amount is made to the applicant for a term of five years.

Item Background: This property is currently a vacant and neglected, single-family structure at
the corner of Boyett and Church Streets.. The owner plans to improve the interior and exterior
and to bring the structure into code compliance for the purpose of establishing a restaurant. FIP
funds are only eligible for improvements to the exterior, some adjacent paving treatments, and
interior handicapped accessible improvements. While the owner. is required to contribute a
minimum of $46,912 in match funding, the contract amount for improvements will result in
$143,905 of match funds beingprovided by the owner. The total project cost of interior and
exterior`improvements is $256,700. The owner is required to either escrow the match-funding
amount with the City, onto prepay'construction draws until the match-funding requirement is
met. The City will then reimburse the owner for: paid invoices of eligible improvement work.

7.24 DISTRICT NG - NORTHGATE
A. PURPOSE:. The Northgate Area is one of the oldest urban areas within the City of
College. Station. The Northgate Redevelopment .Plan which is .incorporated herein by
reference, describes .the Northgate area as having played an important role in serving
both the City~of College Station and Texas A&M University and as a unique "campus
neighborhood containing locale businesses, churches and off-campus housing in close
.proximity to the University. Existing development in the Northgate area has aged and
deteriorated and. as a.result, needs revitalization and redevelopment. Therefore, this
zoning district and zoning regulations have been designed to aid In revitalization and
redevelo~ppment that is compatible ,with and will serve to preserve the character of the
Northgate area. This zoning district and concomitant regulations are only applicable in
this area.
The Northgate District, consists of three Sub-Districts (1) NG-1 Historic Northgate, (2)
NG-2 Commercial Northgate, and (3) NG-3 Residential Northgate.

The following standards apply to the entire Northgate District.
B. DEFINITIONS: For. the following purpose of this district, certain words as used herein !
are defined as follows:.
1. REDEVELOPMENT -the revision or replacement of an existing land use or existing
~ site through the acquisition or consolidation ,and the clearance and rebuilding of this
area according to a comprehensi~~eplan.'
2. SITE DEVELOPMENT -any excavation, landfill or land disturbance, including new
construction, reconstruction, relocation, or change of use. j
3. REHABILITATION -the process of returning. a structure to a state of utility, through
repair. or alteration, ,which make. possible an efficient contemporary use while
preserving those. portions and features of the property which are significant to its
historic, architectural, and cultural value.
4. FACADE WORK.: - the removal, or` replacement, substitution or chargge of any
material ar architectural element on the exterior. face of a building, which includes
but is note limited to painting, material change, awning or canopy replacement,
signage, or other permanent visible facade treatment...
5. NEW CONSTRUCTION -the. creation, relocation, or enlargement of any structure.
C. REVIEW PROCESS: The following review process is hereby. established, for this zoning
district:...` -
1. All proposals involving- site development or redevelopment in the Northgate District
' shall reeqqu~ire a review by a. review. subcommittee of the Northgate Revitalization
Board (NRB . The NRB review subcommittee shall consist of four members that are
designated byy the NRB Chairperson, in' con unction with the Project.. Review
Committee (PRC), as established under Section l~ of this Zoning Ordinance.
2. .Applicants shall file an appplication accompanied by a site and landscape plan to the
City Planner no ess than fen (10) .days prior to the NRB/PRC meeting at which the
proposal is to be reviewed. Application forms may be obtained from the Office of
the City Planner.
3. After a completed application has been submitted. that meets all ap lication
' requirements the Planning Office .shall notify the applicant of the time date, and
I place of the ~RB/PRC meeting. Minutes shall be kept for all NRB/PRCz meetings.
The NRB/PRC shall file'a coppyy of the meeting. minutes together. with a copy of the
final pplan a proved by the NRl3/PRC, certified by the City Planner for compliance

D. SPECIAL RESTRICTIONS: Recent parking. and. traffic studies conducted for the
Northgate Redevelopment Plan reveal that there is a significant deficiency.in the numbers
of available parking spaces and ..that existing parkin and traffic facilities are sub-
~ standard. Because each particular use has relatively :different parking and traffic impacts,
~ when reviewing a project the NRB may .require additional .parking and traffic impact
studies, a 'review of existing ,occupancy and other reasonable appropriate data to
determine the impact of the project. Additional parking or landscaping maybe required
where studies reveal 'that it is necessary to relieve or mitigate this impact.
E. SUB-DISTRICT REGULATIONS
1. SUB-DISTRICT. NG-1 HISTORIC NORTHGATE
a. .PURPOSE: This subdistrict is intended for areas in Northgate containing
historically significant. structures. which are included in the North ate Historic.
Resources Survey, as well as structures that are eligible fore. inc~usion in the
National Register. for Historic Places.. This subdistrict also'.. applies to areas
containing. a diversity, of pedestrian-oriented retail and entertainment businesses
that are in close proximity to on-campus dormitories. This zoningg district shall
incorrpporate regulations m accordance with the Northgate Redevelopment Plan
which are designed' to aid structural `rehabilitation and pedestrian-oriented infil~
development in a manner compatible with the character of the Northgate area..
b. PERMITTED USES:
The following uses are permitted:

areas identified in the Northgate. Redevelopment Plan as suitable for mixed-use
redevelopment in close proximity to Texas A&M University. This zoning

redevelopment in a manner compatible with the general character of the
- Northgate area.

SUBJECT: Proposed Satchel's Restaurant; proposed restaurant to be,located on lots Z1 and
22, .block 12 of the Boyett Subdivision, .303 Boyett. Street.. The applicant is
proposing to expand the existing duplex building and convert the use into a
restaurant in the Northgate zoning district. (98-414)
A Northgate. Revitalization Board subcommittee meeting was held Wednesday, June 24, 1998 to
discuss the above mentioned site plan for Satchel's restaurant. The Board approved the site plan
with several conditions.
CONDITIONS OF APPROVAL:
Assistant City Engineer Morgan moved to approve. the following:
Accept the. off-street parking lot off of Church Street with the setback. and throat. length as
proposed. The parking: lot must also be adequately screened from Church Street as
required in the Zoning Ordinance.
_ Eliminate: the head-in row of parking along Boyett Street.-
The improvements to the existing parking lot to the west of this. site along Church Street
will be tied. to this restaurant development. The applicant must. complete the

improvements previously approved by the NRB Subcommittee in .April of 1997. The
proposed bollards along the parking lot must match the shape and color of the .bollards
installed along the promenade area.

City Planner. Kee seconded the motion .which. passed unopposed (5 - 0). Ms. Garner moved to
approve the. site plan with the parking conditions listed above. and the following:.
Modify the Church Street side of the existing storage building to look more like. the
proposed restaurant facade. The remaining three sides of the storage building should also
be painted to match. the restaurant..
_ Provide a drainage report addressing the additional impervious cover being. added to the
site. (Include topography,_final grading plan and other pertinent drainage information.}
The applicant has the option of using the roll-off trash compactorlocated between Church
e and Patricia Streets in the parking lot that. has been designated for use by all businesses in
the Northgate Business District. Any on-site dumpster locations must be coordinated with
City staff and the NRB Subcommittee.
Locate-and dimension the opposite and adjacent drives along Church &Boyett Streets.
Screen the proposed parking along Church Street and submit the screening details to staff

PUBLIC SERVICES:
_ Relocate the dumpster to the rear of the. building. The container must be
screened on three sides from all .public rights-of-way. All weather access should
