Additional calculations of developed, protected, etc. areas for CableTime. Also
I've included the letter I referenced concerning the 20' buffer zone.
Concerning placement of the sign, I find no reference to the distance to the street
and whether we can build the sign in the LAUE/BS and/or buffer zone. It doesn't
make sense that the sign would be required behind the buffer zone, because it
would. be 60' off. the street and not much good to anyone. Therefore, we're proceeding
under the assumption that the location will conform the the CS Zoning Ordinance
info on sign placement. The sign design etc. will be in accordance with the Business
Center Covenants & Restrictions.
Do you have the master plan for the business center in your office, (or Elrey's)? We
need to look at it for the intended placement of walks etc. in this area. Thanks.

Re: Questions regarding preliminary site plans for Cabletime
Dear Mr. Bums,
The Business Center Advisory Board met on Wednesday January 14th to discuss the
questions that were raised at a development staff meeting with your firm on Monday,
January 12th regarding the preliminary site plan for Cabletime, The Board felt that the
intent of the covenants was adherence to the 20 foot "buffer zone" defined in Section
12.20 along all street frontages. The Board felt that improvements to the site including all
those elements listed in Section 12.20 should not encroach the. building setbacks as
imposed by the Zoning Ordinance along the rear or side lines of the property.
This correspondence will serve as a granting of variance with respect to the matters
referenced above.

The following are the standards for Plan- Development established by Business Center
C~ov~e ants and Restrictions, Ordinance, or Policy.
4T l . Buildin se aration is a minimum of 15 feet. Minimum Lot :Area shall be one acre
except as p ovided on Page 8 of the Covenants and Restrictions. Minimum Front Lot
width at property line shall be one hundred feet except as provided on Page 8 of the
~„ -Covenants and Restrictions.
Lp` 2. Building etbacks are as follows:
'! Minimum Front Building Setback from street R.O.W. as shown on final plat;
Minimum Side and Rear. Building Setback shall be as required in the Zoning Ordinance
for the proposed use of the site/lot.
j~Pazking lots and the associated 20' buffer zone as defined in Section 12.20 of the
Covenant and Restrictions aze prohibited within the Building. Setback with the
exceptions of lots which have building setbacks in excess of 40 feet. Granting or
permissionto encroach into these setbacks that are greater than 40 feet shall be at the
discretion of the Board.
~ 3. Minimum pazking space is 9' X 20', or on a perimeter row, 9' x 18' with a 2' overhang.
l~" 4.'~Minimum drive width is 23' with head-in pazking or 20' without pazking.
~' S. Raised landscaped islands, (6" raised curb) of a minimum of 180. sq. ft. are located at both
ends of every parking row. Additionally, 180 sq. ft. of landscaping for every l5 interior
parking spaces must be provided.
6. Streetscape" compliance is required which involves special plantings along streets
specified in the City's Streetscape Plan.
A 6" raised curb is required around all edges of all parts of all paved areas without
exception. (To include islands, planting areas, access ways, dumpster locations, utility
pads,. etc.) Curb detail to be approved by City Bngineer. No exceptions 'will be made for
areas designated as "reserved for future parking".
Wheelstops may be required on' interior rows longer than 10 spaces or in special
situations...
Q 9. Sidewalks are required at time of development if property has frontage on a street shown
on the sidewalk Master Plan :or if the Project Review Committee determines the
necessity. (Refer to Section 10.2 of the Zoning Ordinance and Section 12.70 of Covenant
and Restrictions).
®" 10. Service, loading, and delivery areas shall not be visible o~n .public streets, private
drives, public and/or visitor pazking lots, walks, and. the common open space. Visual
screening is` required. See Page 12, Sections 12.83 and 12.84 of the Covenants and
Restrictions.
11. Healthy, native-trees over 6" in .caliper should be retained whenever possible. Ali new
canopy trees shall be a minimum of 2.75" caliper.. All new non-canopy trees shall be a
minimum of '1.5" caliper. See Section 1 L.3 of Ordinance #1638 for recommended
species.
12. Proposed streets, drives, and curb cuts. For each proposed curb cut (including driveways,
streets, alleys, etc.) locate existing curb cuts on the same and opposite side of the street to
determine separation distances between existing and proposed curb cuts. Indicate
driveway throat length as measured in the Driveway Ordinance. (See Ordinance 1961 for
driveway location and design requirements.)
L~]" 13. Landscape plan as required in Section 11 of the Zoning .Ordinance (See Ordinance #
1638.) The landscaping plan can be shown on a separate sheet if too much information is
on the original site plan. Attempt to reduce or eliminate plantings in easements. Include
information on the plan such as:

must be established if any structure of any type is more than 150 feet from a public street
or highway.

of a fire hydrant as measured along a public street or highway.
^ 14. Fire hydrants. must be located on the .same side of a major street as a project, and shall be
in a location approved by the City Engineer.
^ 15. Fire .hydrants :must be operable .and accepted by the City and drives must have an all
weather urface before a building permit cari be issued.
^ 16. All plans must include irrigation systems for landscaping. Irrigation meters are separate
from the :regular water systems for buildings and must be sized accordingly and. include
backflow prevention protection.
^ 17. All parking facilities, service anddelivery areas,. and refuse facilities shall be screened
from view as indicated (see Sections 12.80, 12.81, 12.82, 12.83, and 12.84: for screening

i would suggest that natalie tell him that for a concept review (i take it this means not a full site plan
review.....) we need to know "conceptually" what they are doing with their stormwater... are they
detaining/not detaining/ is there a spot left #or it on the site plan/ will it be in their parking lot/ they have to
have given it some thought and know what their initial plan is to deal with it. i dont care if it is shown on
the plan or written in a brief letter at this point. when the site plan comes in for review is when they will
need to have all the drainage calculations/etc. done..... hope that helps.

Just had a call from Mike at the Arki-tex Studio about the plan submitted for the "concept design review"
of this project, He asked if the reference to "site plan information such as....drainage..."means just
arrows or a more complete grading and drainage plan.. I don't know the answer, so I haven't replied yet.
I've sent this to Nat because she will be the project manager on this one! Paul & V, feel free to offer
your input on this, too. It's difficult forme to know what the creators of this document had in mind when
the requirements were written, so maybe we can get clarification as we go along with each project!

RE: Cabletime development in the Business Center at College Station...
Attached is a redlined copy. of the concept design review plan -for the new Cabletime building.
There was enough. information provided, that staff was able to do a complete site plan review.
The Business Center Board also reviewed-ahe site plan and approved it with ahe redlined staff
comments and with the condition that the following items be submitted for further review and
approval by the Board:
-- Sign details for the proposed freestanding sign and any attached signage to the building.
-- Exterior colors and textures of the building.
The Board has given staff the authority to review the remaining items .listed in Section 4.50 of the
Final Design Review requirements. Please submit 4 copies of the revised site development plan
along with the two items mentioned above for final site plan approval. (If .the construction
documents are ready, you may choose to,submit 4 sets of complete construction documents with
the revised site plans attached for review.) Also, return the attached redlines with the revised
plans so that staff can compare the two. If there is an item on the redlined drawings that you are
not able to address, .submit a letter explaining the details.

the water line for the fire sprinkler system at Cabletime. They are in rather a hurry to get this done and
want to begin on it next week. He has offered to get sealed "as built" construction does after he installs it

Thanks, Mark. That's what I needed to know to be able to give Steve a definite answer. Steve Rians is
out of the office today,. but J talked with the engineer in the office -read him your reply and told him we
will not be able to let him do the work until we get those plans into review and approve.

hydrant is installed and accepted by the City. Coordinate details of this requirement with Building

Project: Cabletime Expansion Site Plan
1. Footprint of proposed building differs from the expansion plan that was originally
approved. This change. will require approval. of the Business Center Board.
2. A note will need to be added to the plan stating that the colors and materials of the
new building will. match existing. Anything different would need to be approved by
the Board.
3. Will there be any exterior light fixtures?
