In cases where a use is not. listed, the Planning and .Zoning Commission has the. authority to set a requirement, either on a site-by-site basis, or for the entire use classification. The proposed development is to be located on the existing golf driving range .adjacent to Aldersgate Church just south of Switch Station Road. The applicant intends to redevelop the driving range to reorient the use and to add the associated parking. The applicant is requesting that the requirement for. the driving range be set at one space per ee station, which is in line with the guidelines set by that. industry.. There will be a total of 65 tee stations, and the applicant intends to build 65 spaces plus three handicap spaces. The other uses on site, a putting green, chipping area, and 2500' square foot pro shop would be considered accessory uses :under the applicant's scenario. Hopefully I can answer the questions you raised with this Letter. The .previous driving range was typical of most ranges in the United States. It had thirty-five tee stations, a small pro shag with little merchandise, and a parking lot made of gravel with no organized parking. I can only guess that twenty-five to thirty cars could have parked there at one time. The Lane Star Golf Acadamy has proposed a driving range with: sixty-five tee stations, using the same building for merchandising, and a parking lot with sixty-five spaces plus three handicap spaces. Also, the parking lot will meet the city codes such as construction material, curbing, fire lanes, ete. A parking lot of this nature is a major capital expenditure for us and is found in only a small percentage of ranges in the U.S. Our pro. shop is 1200 square feet and will be used for merchandising, the sale of range buckets, and our office.. We have na plans to put in a snack bar, but we do plan to sell cold beverages and have a vending machine on site.. We have designed our business to be operated by two employees during operating hours. Those employees will park in the parking lot. We do not expect over crowding to be a problem since we have doubled the size of the previous range.. Our studies show that the size of our proposed range will be more than adequate for city the size of College Station. Box 9960 1101 Texas Avenue College Station, Texas 77842 Dear Sir or Madam I am writing this corresptandencetyith hopes to clarify the issues raised an the last Site Plan Review of the Lone Star -College Station Galf Academy. Issue #1- Arotective Netting. Some of the existing netting will remain to protect balls from leaving the property from the short game area. 'The short game area is for chipping and pitching only and will be protected by the existing netting slang Switch Station Road. We do net plan to put netting along all of Switch Station Road for several reasons: First, we feel that the design. of the range will prevent balls fram reaching that area, The range is designed to have sufficient mounding to keep balls on the property.. Second, there will also be a line of trees that will also screen balls and also direct golfers attention to the center of the property. Third, we have studied and know as PGA Professionals that a vast majority of golfers "slice" the ball to the right. As a result most shots will end up on the East/Southeast side. of the property. It is net in our best interest to have balls leaving the property. In the event that this problem would occur, we have insurance to protectus in case of legal actions, and we would be open for discussion about netting impravemeztts. Issue #2 -The "Native Area" The "Native Area" is an area of mounding that is covered by comrnan grass to this geographical area. Its purpose is to help keep balls on the property and give definition to the target area. It will be maintained with the rest of the property. Issue #3 - Irrigation We do understand that all landscape areas do need to be irrigated. We will have all areas irrigated except for the native grass area.. In this area the trees that we plant far screening bails will be the only thing that will receive uxigation. Issue #4 -Fire Protection for Existing Building We do realize that ifthe road to Bert Herman's property ever closes the City of College Station would .require us to provide an access to our building for fire protection, lfthis road closed, we will move our building to where it could be accessed through the fire hydrant in our parking lot. However, in speaking with Mr. Herman, we believe that there will be no problem accessing the current fire hydrant for many years. Issue #S -ParBeing Lat The parking lot will meet all required specifications by the City of College Station.. Although not shown on the latest site plan, there will be a b" high curb bordering the parking lot and islands in the parking lot. In addition, the dumpster will be easily accessible and on 12' x 12' pad: We plan to provide landscaping as well as an 8' wood fence around the dumpster so it is not visible from the Bypass.
