(98-402) The development review staff reviewed the above. mentioned parking lot plan. on Monday, February 16, 1998 and made the following comments. The following is a list of ordinance requirements identified by staff. This. list does not relieve the applicant of total compliance with all current ordinance requirements. Ordinance Requirements: Site Plan Related.• _ With respect to general note #6, show the limits of the cross parking and access easements and note the ..applicable volume and page number. {Is the shared driveway on lot 14-A included in this easement? If so, show and note on the site plan.) Label the -shared driveway location as a fire lane to provide adequate fire protection to the site. (This fire lane. will probably be extended ntolot 14-A at the time of development.) _ Curbing is required around the perimeter of all paved surfaces. (Install a temporary curb along the edge of the access. drive. This temporary curb can be removed and replaced with pavement or permanent curbing upon the development of Lot 14-A.) _ The temporary curb side service will be within the shared access drive and not along University Drive. (They must be located within a public right-of-way or utility easement:) _ Show or note the distances between existing .adjacent and opposite driveways/streets along University Drive measured from the centerline of the proposed shared driveway. Remove the proposed 4' sidewalk .along the University Drive frontage. The Texas Department of Transportation (TxDOT) will install a sidewalk in the. right-of-way during the University Drive widening project. Show the current zoning of adjacent properties. _ -Show existing public utility easements that are immediately adjacent to the subject property. (Is the sanitary 'sewer manhole to the east of this property located within an easement?) _ A TxDOT permit is required for the proposed shared driveway and the storm sewer in the Lniversity Drive right-of--way. Coordinate this permit application and processing through Graduate.Engineer Paul Kaspar at (409) 764-3570. _ Show a screening. fence between the subject property and the developed fourplexes to the east.. (The minimum allowed by ordinance is a 6' wooden. privacy fence.) _ The handicap ramp between the two handicap parking spaces must be a minimum of 5' wide. (The parking. spaces can be reduced to 8' m width witha 5' ramp.) Landscaping Plan Related.• _ Modify general note # l 1 to state that a permanent irrigation system will be installed to coven all landscaped areas. (The irrigation system must be pernutted and installed prior to issuance of a Certificate of Occupancy for the project.) _ Add a general note that states any adjacent .property or rights-of-way disturbed during construction shall be returnedto its original condition. Note that the. proposed groupings of 6 crepe myrtle's must be loose groupings with individual plants being no closer than 4' - 5' of each other in any .direction.. Streetscape plantings cannot be placed within the detention pond. _ The proposed detention pond- and parking must be screened from University. Drive with a minimum 3' tall continuous screening of berms,. plantings, . masonry wall or some combination.. (The. 3' height will be measured from the pavement elevation of the first row of parking.) Modify the "Commercial Drive Urban Roadway" detail to include #4 bars on 18" C-C. There have been erosion problems with similar curb cuts as shown along parking spaces 6 - 9. Is there another way to achieve the same effect while minimizing erosion? _ Regarding the shared. driveway, TxDOT will want to minimize runoff to University Drive Comments/Concerns: _ Coordinate University Drive widening plans.. with TxDOT The future widening or possible right-of: way acquisition could. impact .the site including. the proposed detention pond. .Also coordinate the location of raised medians along University Drive with TxDOT. Provide. the following .information for electrical service: Electrical load data (total kW). _ Electric service main size.. Location ofoutsde disconnect. Underground service is required far this development. The owner is responsible for the installation of conduit per City design and requirements on the subject property. Sidewalks are required at time of development if property has frontage on a street shown on the sidewalk Master Plan or if the Project Review Committee determines the necessity. (Refer to Section 10.2 of the Zoning Ordinance). ~^ 10. Locations of dumpsters shall be such that dumpsters are not visible from streets. Gates are discouraged and visual screening from R.O.W. is required. ,- . ~ 11. Healthy, native trees over 6" in caliper should be retained whenever possible. ^ 12. Fire lanes of a minimum of 20 feet in width with. a minimum height clearance of 14 feet must be established if any structure of any type is more. than 150 feet from a public street or highway. ^ 13. Any structure in any zoning district other than R-l, R-lA, or R-2 must be within 300 feet of a fire hydrant as measured along a public street or along an approved fire lane as the hose is laid off the truck. ^ 14. Fire hydrants must be located on the same side of a major street as a project, and shall be in a location approved by the City Engineer. ^ 15. Fire hydrants must be operable and accepted by the City and drives must have an all weather surface before combustibles can be brought on any site. ^ 16. A twenty four foot setback from R.O.W. to curb of parking lot is required. Parking may be allowed. in .this area up to a maximum of 7 contiguous spaces. ^ 17. All plans must include irrigation systems for landscaping. Irrigation meters are separate from the regular water systems for buildings and must be sized accordingly and include backflow prevention protection.
