Just had a call from Stewart Kling about the possibility of
setting up a monthly meeting with him and Robert Payne to
"discuss what they want to do during the next month, and what the
City will require for them to do it". Right now they are
interested in what they need in order to pour piers and build .
some parking lot - after the storm sewer system is in place. V,
I guess this is what you call "fast tracking", because we've
already told them if they will submit plans, we will review them
as fast as is possible and get them back to them and once they
have approved. plans, they can begin. Then Paul told them at .the
meeting last week that `storm, sewer construction activities can
begin on-site without submission of the design, but no hook-up
will be allowed until the plans are approved. I'm not sure what
else they want, but I DO know they'd like a meeting on .Friday or
Monday. I'm inclined to set it up for a predevelopment meeting
on Monday and include Sabine, Paul, Tony, Lance and me. Does
this sound like a plan to all concerned?.. Also, I'll include Jim
just to get the ball rolling and perhaps help set the parameters
in this first build-as-you-go project. Elrey, do you want to
come,. too?

& Restrictions:
11.30 - Parking lots and associated 20' buffer zone as defined in

prohibited within the. building setback ...
12.20 - Developed area - is defined as an area bounded by a line
20 feet.
beyond the outside boundary of the following .... Developed area

Re: Unauthorized work on Universal Computer Systems site
Dear Mr. Peinado:
This letter i to inform you that site work on the Universal Computer Systems site has exceeded the
scope of the temporary development permit issued on this project on December 22, 1997. Upon a
site inspection on March 6, 1998 it was noted that a considerable amount of grading ~rork and
filling of the site had already been done. The development permit under which you are operating
clearly states it is for site clearing and grubbing only. Construction must cease until we have
approved grading and erosion control plans as well as an approved drainage reporto

~nclosed axe the landscape plans for the UCS project in College station, Texas. After discussing the
seYeexaing intent with Nanette last weele, I went to the site to verify that my landscape plan would
adequately screen the parizing lot from Quality Cixele. The. existing trees and undexstory that is left leas
been trimmed to eye level, so I added additional Photinia along the perimeter parleing.
I leave also put together a plan showing the tree survey information provided to me by Fling engineering.
During my site visit I verified the remaining trees from the original proposed plan (that was shown to the
city earlier this year according to Ben Boggs, R.I~. Payne Architects). C.F. Jordan has maintained most
of the existing trees that were shown on Kung's tree survey.. They have maintained them through
barricading.
My irrigation designer is completing the irrigation preliminary plans this weelz. He proposes to use rotor
heads in the large turf areas but will not place heads in the middle of existing tree groupings. He will
spray into these areas but not fully cover them with irrigation water. The owner is having C.F. Jordan
explore the possibility of drillirig a water well on-site fox irrigation water only. If there is not enough
water or a good quality water, then we will rase the existing 2" water meter that was set for irrigation.

The following are the standards 'for Plan Development established by Business Center
Covenants and Restrictions, Ordinance, `or Policy.
L~1. Building separation is a minimum of 15 feet. Minimum Lot Area shall be one acre.
except as provided on Page 8 of the Covenants and Restrictions. Minimum Front Lot
width at property line shall be one hundred feet except as provided on Page 8 of the
Covenants and Restrictions.
^ 2. Building setbacks aze as follows:
- Minimum Front'Building Setback'from street R.O.W. as shown on final plat;
- Minimum Side and Rear Building Setback shall be as required in the Zoning Ordinance
for the proposed'use of the site/lot.
- Pazking lots and the associated 20' buffer zone as defined in Section 12.20 of the
Covenant and Restrictions are prohibited within the Building Setback with the
exceptions of lots.-which have building setbacks in excess of 40 feet. Granting or
perrrussion to encroach into these setbacks that aze greater than 40 feet shall be at the
/ discretion of the Board.

get them back to them and once they have approved plans, they can begin. Then Paul told them at the
meeting last week that storm sewer construction activities can begin on-site without submission of the
design, but no hook-up will be allowed until the .plans are approved. I'm not sure what else they want, but
I DO know. they'd like a meeting on Friday. or Monday. I'm inclined to set it up for a predevelopment
meeting on Monday and include Sabine, Paul, .Tony, Lance and me. Does this sound like a plan to all
concerned? Also, I'll include Jim just to get the ball rolling and perhaps help set the parameters in this
first build-as-you-go project. Elrey, do you want to come, too?

I'm ok with a shell only permit because as far as engineering is concerned the- piers have already set the
finished floor elevation so a shell only doesnt commit to anything else that affects the drainage on the
site. stacy and i just agreed that kling wanted me to see a drainage report. before they lime the parking

I just talked to Robert Payne because I had faxed him a copy of the letter V & Sabine signed regarding
what we agreed to on .this mess, .and he said that he and Lance had talked about perhaps being able to
get a "shell only" permit instead of a "foundation permit" as was agreed to for today. Lance would prefer
the shell only because of the. way our computer program works (every permit that is issued gets a new
permit number). 1 sent up a flag to Robert because I'm not sure that Veronica will feel comfortable
issuing the shelf permit without more drainage information. Robert wondered if a condition could be
.placed on the permit which addressed timing of additional drainage information, with the conditions being
that only piers can be poured and walls "cast" (and no'other work allowed) until the drainage information
is received and approved. Can this happen this way? He's hoping he can get that shell permit by Friday
and hopes he can submit the structural elements to Lance to review for that by tomorrow.
V'~Ihile I had him on the phone,. I asked him. what happened that we did not get to see or schedule any
review of the "concept design" as is spelled out in the. covenants and restrictions for the Business Park.
He said that he had. to submit renderings, sample materials, site plans,. etc. for Council and that he is
operating under the. understanding that when the agreement was reached and approved by Council, that
covered the review and approval of the concept design. Further, when I asked him about the submittal
for the Final Design Review, he said exterior elevactions, materials, colors, textures and shapes of
buildings and structureswere inclwded in the concept design review and approval by Council, and he can
re-submit them if we need for him to, but tte hadn't really. planned to do- it. Also, he said that in the end
we will get everything on the checklist, but it won't be in a package like we're .used to.
Jim, please check with Elrey on this and see if that's what he meant to happen. I don't want to be
wishy-washy about what we require, but I don't know what the developer has required in this particular
case. CableTime has turned to a package for the "concept design review" today, so 1 am really.
confused; because (1) .we're doing. a :concept design. review, and (2)it appears to include some of the
requirements pelted out in the covenants & restrictions!
Jim, if you {as a Board member) could: get something in writing for the -file which. spells out what -staff
needs to be looking for and being concerned with, it might help this project go a lot smoother. Thanks.

RE: Checking barricades .for UCS building & Parking Lot in Bus. Ctr.
Met with Emily and Gary of Texcon on site in a.m. Walked .site with both. Found
excellent barricading of trees that they are trying to-save. Indicated that I was looking at
barricades at to if the were enough to receive point, BUT that we did not yet know how
many points they needed and how they were-going to achieve them. They understood that
was indeed the .case.
Site prep looked good.. I saw hand clearing under trees. Did note several large, flagged
trees that were not barricaded. They indicated that they would indeed finish the
barricading. Overall they have done an excellent job of site prep for tree preservation.
My only reservation is the 3 5' front reserve, in that it is not barricaded. But site control
looks tight enough that the manager should be able to control access over that reserve:
area.
Paul K. indicated that if the. barricades looked good to go ahead and let sign the expanded
permit to allow grubbing of the building and parking lot area. I did that and get them a
copy and brought back the original o Paul.

1) Revise Parking Analysis. Required. parking for warehouse space is I space .per 1000 SF not
space per 3000 SF. The requirement is based on the zoning ordinance which is more restrictive
than the deed restrictions..

Architect will show the detail for the security gates in his plans. The gate is to be a 4' high

The cooling towers have yet to be selected by the mechanical engineer. The architect

Yes. We need a minimum of 6" between the wastewater line and potable waterline.
Providing the potable waterline is above the wastewater line and one segment of the
potable waterline is centered over the wastewater line and the wastewater line is pressure
rated. The wastewater line is PVC, a key note was added to tell contractor to comply
with TNRCC standards.

Notes 12 and 13 have been added. There are not two water meters. One meter is an

was added that plan/profile plans would be submitted later and the waterline is to be
.constructed by the plan/profile construction plans.

My understanding based on a conversation with the architect on 05/18/98 is the firm who
is hired to drill the well will fill out and submit the appropriate applications for a permit to

The only improvements to the other half of the site include the detention pond, channel,

Subject: Universal Computer Systems
Just .got back from my bi-weekly C.F.Jordan meeting. Carlan .Cooper attended this one. When they
talked about landscaping I told them. that Nanette had already talked with Sally Godfrey and is now
waiting for Sally to submit a conceptual landscaping plan. Robert said he was getting that conceptual
plan today and would go over it with Carlan before getting with the City for review.
Then they referred town item in the minutes that reflect "Robert to attempt to get a varience from COCS
on landscaping requirements because they are much more stringent than in other areas of the city." I
had asked Robert. to explain. what they want, and he had said earlier that he thinks it's really a matter of
clarification, rather than .perhaps a variance.
Well, he kinds/sorts said the same thing today, but I think what he's really saying without saying is they
are asking for a variance to the deed. restrictions -not ordinance requirements.
Carlan said after Robert's kindalsorta explanation that he just wants everyone in the business park to live
by the same standards, and if, after he spendsthousands of dollars on landscaping, someone else
doesn't have to do the same thing., there will be a lawsuit!
They also pointed out that the exterior wall. is a little lighter in color than originally was shown (but they
didn't say shown on what), but Carlan likes the-little lighter color. Jim, how closely should I be checking
into a statement like this? Mostly I just listen and take notes on items which we're directly affected by
and come back and talk to the specific people involved. Then if it appears as an item in the minutes, at
the next meeting I have a reply... Well, that's where we are now, I believe.
This is more of a "heads-up" note ratherthan one which needs action.

Yes. We need a minimum of 6" between the wastewater line and potable waterline.
Providing the potable waterline is above the wastewater line and one segment of the
potable waterline is centered over the wastewater line and the wastewater line is pressure
~I rated. The wastewater line is PVC, a key note was added to tell contractor to comply

Notes 12 and 13 have been added. There are not two water meters. One meter is an
irrigation meter incase the proposed irrigation well is not feasible.

9) Will. you get a permit from .health dept. or TNRCC to drill well? Provide city with copy. It
cannot connect to city Water System.
My understanding based on a conversation with the architect on 05/18/98 is the firm who
is hired to drill the well will fill out and submit the appropriate applications for a permit to
drill the well. When this is done we will provide the city with a copy of the permit.
~10) Show other half of site plan. See sheet x? (like you did with grading plan)
The only improvements to the other half of the site include the- detention pond, channel,
flume and outlet works. I have renamed the grading sheet with the detention pond
Site/Grading Plan and included."See Sheet C4" on sheet C1.
11) Where are pipe bollards used. Ballard spelled correctly?
The pipe bollards are used around the Stand Alone FDC on the south side of the building.
to protect the FDC from being hit by traffic coming in and out of service drive. No,
ballard is spelled bollard.
d 12) We need 20' clear lane for a fire lane! What about a knox box connection? This is the first
time this was labeled.
20' clear lane has been accommodated. Knox box should. be coordinated with owner.

Revised to meet city of college station standard drop connection.
