Item: Public Hearing and Consideration of a rezoning request for 93.5 acres located on the north
side of Barron Road, just west of the Springbrook Subdivision.. from A-O Agricultural Open to R 1
Single Family (98-118) and Consideration of a Master Preliminary Plat of the same property
known as the Alexandria Subdivision (98-331).
Applicant: Mike McClure, Engineer for Ed Freehling, owner
Item Summary: The Land Use Plan shows the area as medium density single. family with a
density range of 3 to 6 dwelling. units per acre. The plan is for 260 single family lots to be
developed over 5 .phases :and. 16 acres of greenway dedicated to the city. The gross. density will be
2.8 dwelling units per acre and the net density {excluding rights-cif-way and the greenway area)
will be 4.2 dwelling units per acre. `' The development will extend Alexandria as 'a residential
collector across Barron. Road north ' to a future east/west collector. Newport Lane, another
residential collector will. extend from Barron Road north to the future east/west collector along the
western boundary of this subdivision. Cardinale Lane, a residential street,. will be extended from the
Springbrook Subdivision :west into this subdivision '.ending in a cul-de-sac. There will be an
additional 10 feet of right-of-way dedicated along Barron Road for future .improvements.
Sixteen acres of green~vay will be dedicated to the City. Parkland. dedication credit will be given
.for. a previous 12 acre dedication for, Shenandoah Phases 6=10 south across Barron Road. .This
greenway is part of the :South Fork of Lick Creek and connects to the.: greenway in Springbrook
which is owned and maintained by the HOA as a natural area. The upper end of this greenway,
west of this Alexandria dedication, runs through the new CSISD site and into thee'Westfield
Subdivision. This particular creek section has been ranked as, the number one .priority in a
preliminary. ranking done by the Greenways Implementation Task Force. This group was
appointed to develop a master plan for Greenways in College Station.
Staff Recodimendations: Staff recommends approval with the following conditions.
• Include the Leschper tract as part of this plat. Apparently there has been a subdivision of the
Leschper tract to accommodate the. extension of Alexandria. Therefore, it should be included
in the platting process with the. rest of the Alexandria Subdivision.
• Do not rezone the area. outside of the first 5 phases until a preliminary plat is prepared showing
how these reserve areas will be designed and access the collector roadways.
• Dedicate the easement for the sanitary sewer extension located on the northeast property corner
at the time of final platting of phase one and require :construction at the time of phase five if the
line has not been built. by that time. {Refer to Infrastructure comments re: Sewer).
• Modify some street names to be consistent with 911 emergency response requests.

INFRASTRUCTURE AND FACILITIES:
Water: Will be provided via the extension of an 18" line along Barron Road.
Sewer: There is an existing 15" line coming .from the Springbrook .Subdivision.
The extension of this line will serve the CSISD site. and the Westfield Subdivision as well
as others in the. Graham Road area. Under normal development policies, the extension
of major infrastructure items must be completed to and through a proposed development
at the time of final platting to serve the ultimate area. Given this policy, the extension of
this sewer line would 'occur with the developmenfi of the "reserve for future development
area" located at the. northeastern. part of the development. This same sewerline is in the
process of being designed by the Westfield Subdivision.. In the event that the Westfield
Subdivision does not come to fiuition and since the location of the sewerline is in a
reserved for future ..development area, staff 'would recommend that this Alexandria
development construct the sewerline with Phase Five if it has not been constructed by
that time.
Streets: Refer to item summary fordiscussion of proposed circulation. Additionally,
all cul-de-sac streets should. be "Court" streets rather than "Lanes". Other street names
may need adjustmentfor emergency service.
Off-site Easements: Not applicable.
Sidewalks: Will be provided on both sides of all collectors and one side of all'. residential
streets
Drainage: According to .the developer's engineer the base flood limits ,shown match the
City's Storm Water Management Plan. The watershed has been modeled to confirm the
accuracy of the .plan. A formal. drainage report will be .submitted prior to final plat
which will include an analysis of the stormwater detention facility at Alexandria and the
South Fork of Lick Creek.
Flood Plain: Beyond the limits of the "federally regulated floodplain. Th ,engineer's
drainage report establishing the 100 year floodplain will be submitted to FEMA.
Oversize request: None requested.
Parkland Dedication:. Dedication credit given for previous dedications in Shenandoah
Phases 6-10.
Impact Fees: Not applicable

Commission Action Options: The Commission acts as a recommending body on the question of
rezoning, .which will be ultimately decided by City Council.: The Commission options are to
recommend approval of rezoning as submitted, recommend approval with physical conditions that
will mitigate negative :impacts,. recommend a less intense zoning classification;.. recommend .denial,
table indefinitely, or deferaction to a specified date.
The Commission acts. as a recommending :body on the question of the master preliminary plat
pending an ordinance change directed by Council to give sole authority for plat approval to the
Commission. The options regarding the plat are approval as submitted, approval with conditions,
or denial. Defer action ortable only at applicant's request.
