i David says that the meeting we have with Seaback's rep (ON THE 29TH?) will probably be withdrawn.
CSISD and Seaback are trying to work out acontract for the property. Both want CSISD to be the
applicant for bringing the Master Dev. Plan/PLat through the P&Z and .Council process. Both agree that
they want the straight alignment and say that they have McClure and Blaschke support. David said Gary
spoke with a woman on Renee Lane who said she was a "leader" out there and he thinks there will not be

Neal said that they are prepared to bring this through the process and let it fall out where it may.
Crowley called concerned about having to change his plan as aresult of Seabacks desires.. I told Tim
that I recognized that he had already moved his street and that if'Seaback moved where Victoria came
out on SH 40 to line up with his planthan it would be a good compromise. 1 told him that I also told this to
Neal for him to pass along to Seaback. This would allow Seabck o have one potential commericial
corner on 40 as opposed to two. Crowley said he would come out. in opposition to any-commerial zoning
at this corner.
'~, Crowley said that he will have. his Maste Plan revisions approved. by P&Z and Council before CSISD and
Seaback can get under contract. He wanted to know what he needed to do to get started. SHIRLEY, I

Along with this letter are fifteen (15) small colored copies of the proposed master plan
of the 735 acres at the corner of Hwy. 6 and Greens Prairie Rd., as well as two copies
in a larger .format. A master plan similar to this, but not identical, has been previously
approved by the Parks Department, the Planning and Zoning Commission, and the City
Council. The primary changes in the master plan are for the following reasons:
1. TXDOT changed the alignment and expanded the right of way for State
Highway 40.
2. US F&W has required a .different configured and larger conservation
area for the Navasota Ladies Tresses, to be acquired by TXDOT.
3. The transportation Department of the City of College Station requested
that the number of crossings that the road alignment changed the
crossing Greens Prairie Rd. to reduce the crossings from three to two,
and to change the spacing on the crossings on State Highway 40.
4. The Developer has introduced a new concept in the land use of an age
restricted community and that is a concept that is not currently in the
market place but has become very popular in the Houston area,
particularly in the Woodlands. The introduction of this concept slightly
raises the density, but I think it will be a real contributiotl.

At a future meeting, I would like to find out'what type of pipeline is located in the western end of the
property. A LPG_(Liquified natural gas) pipeline is located along Greens Prairie Road. I don't know if the
line that runs through the Crowley tract carries LPG. If it does, I would have concerns about the proposed
scholl location and some of the. residential areas as well.
The main difference between LPG and the natural gas used in most homes is that it is heavier than air
and collects in low areas rather than rising and dispersing like natural .gas. It is highly explosive in this
state (same as the product in theBrenham'area explosion a few years ago) and does not take much to
ignite it.

Re: Required Horizontal Clearance to Obstructions of Modified Collector Roads
"° Dear Ms. Morgan:
Based on the AASHTO publication of "A Policy on Geometric Design of Highways and Streets
1990" and the design speed stated for collector roads in the City of College Station's "Subdivision
Regulations" the proposed modified collector road within the Crowley Tract is shown to have an
adequate clear recovery zone.
Attached is a print of the typical section for the modified collector road. This is an open ditch
section, showing 14-foot lanes with 4-foot shoulders. Beyond these 4-foot shoulders are 17-foot
drainage areas making up the 70-foot right-of--way. The design speed stated in the Subdivision
Regulations for a major collector road is 35 mph. A minimum 10-foot clear zone is required, with
a 3:1 or flatter foreslope, as stated in the AASHTO publication on page 476 for rural collector roads
with a design speed of 40 mph and below. This 10-foot clear zone is measured from the edge of the
through-traffic lane.
The proposed modified collector as stated above has a 4-foot shoulder and a 17-foot open ditch
section with maximum side slopes of 3:1, therefore exceeding the minimum criteria of 10-foot as
stated in AASHTO publication.

Spring Creek Impact Fee. Sewer Trunkline for the Crowley Development
The proposed method of design .and :construction of that portion of the .Spring Creek
Impact Fee Sewer Trunkline from the termination of Phase I of that line at a sev~~er
manhole east of Highway 6 through the .planned development involves design by a
Professional .Engineering Firm under` contract with the Developers with Bid and
Construction to be managed by the City of College Station. The following issues relate to
that method of design and construction.
* A contract will be required between the Developer .and .the. City of College Station to
detail the scope of services of the Professional Engineering .Firm; identify
responsibility and warranty of the plans; and services of the. Professional Engineering
Firm during bid/construction .:related to correction of errors and omissions,
construction :.administration, change orders initiated by others not resulting from
problems with the plans and specifications.. The City's professional services contract
and the indemnification or professional services liability insurance is not required.
* The cost of the engineering services are eligible for impact fee credit when plats of the
development are filed. Only those costs actually involved and compatible with the
impact fee .ordinance are eligible for credit.. Costs `must be maintained completely
separate"of other development services and are subject to audit.
* Submittals must include metes and bounds for the sewer line easements.. The costs of
generating the metes and bounds, drainage. improvements, and land costs .are not
eligible for credit..
* The City of College Station must be given review and control authority of the issues
related to the trunkline plans and specifications.
* During bid and construction, the Professional Engineering Firm of the Developer will
be available to perform construction administration services and address any problem
that surfaces related to the plans and specifications.
* The City of College Station will accept the plans and', specifications and solicit bids for
construction of the trunkline portion of the development. Construction management
and ..inspection will be the responsibility of the City of College Station. The City of
College Station will pay the cost of construction. Once the Developer has collected all
credit entitlements, the Developer will be required to pay the cost of .impact .:fees for
additional platted. portions of the development to reimburse the City of College Station
far their portion of the construction of the sewer trunkline.

SUBJECT: Crowley Tract Parkland Dedication
The Parks & Recreation Board at a special meeting on October 29th, approved the
conceptual plan for the proposed Crowley Tract parkland dedication with the following
provisions:
1) Pedestrian access be provided under State Highway 40 to connect the tw'o
parts of the- development
2) The parkland be located adjacent to a proposed elementary school site
3) Two sites designated on the south half of the master plan as neighborhood
parks should remain as part of the subdivision responsibility. One site is at
the entrance on Greens Prairie Road and the other is located at the
intersection of that entrance road and the next major thoroughfare..
4) The proposed retention/detention facility be constructed to retain as much
of its natural characteristics as possible.

RE : Staff Recommendation (Estates of Spring Creek and Crowley Pians),
Planning Cases 98-324 and 98-329
Since the writing of the staff report, we have reconsidered the impact of a cross-over on
SH 40 at Victoria. We no .conger recommend ..that across-over be provided, at this
location. There are two primary reasons. for this change. The first is the negative impact
that it would have on SH 40 from a traffic .flow standpoint. Across-over at Victoria
.could very possibly-require a traffic signal on SH 40. Such. a signal would stop. high
speed. traffic and make. SH 40 a slower and less efficient alternative to SH 6. SH 440 is
intended to function as a north-south highway to,facilitate regions(traffic movement to
our community's west side. It is especiai y important as an-alternative north-south route
to SH 6 and the southern portion of Texas Avenue.
The second is -the potential #or higher than desired traffic volumes on Victoria. Victoria
is designed and intended as a' major collector roadway. The cross-over could increase
the traffic volumes 'beyond the design capability. The City's Land Use Plan shows this
entire section of south College Station; as medium density single family residential. 1Nith
the cross-over in place, Victoria would become'a long, continuous thoroughfare and
create a high volume .intersection which would foster. pressures. for commercial (land
uses. ;Not having the cross-over and having Victoria "T" into either side of SH 40 on the
Crowleyand Spring Creek',Plans would be more in keeping with .City's Land Use Flan.
These "T" intersections with'SH 40 lend themselves to "neighbofiood" comme[ci<~I at
these comers; ratherthan major commercial development which could be the case with
the cross-over in place.

Without the cross-over, there is no longer a need for Victoria on the Spring Creek and
Crowley Plans to be <aligned opposite of each other. This change will now` allow the
terminus of Victoria at SH 40 to remain as shown on the Spring Creek plan (or shifted
slightly northwest if desired. by the developer). It will also allow'the location of Victoria
(or what would have been Victoria) on the opposite side of SH 40 to remain ins the
location as shown on the Crowley plan and .not require shifting it to the northwest.
