Staff reviewed the above mentioned Master Plan for the Estates at Spring Creek submitted on
Wednesday, October 14, 1998. Staff will forward the Master Plan to the Planning and Zoning
Commission and City Council for consideration once the following items are addressed:
Staff Comments/Concerns:
Remove the "future development" property divisions. Simply show the future
development areas as large "reserve tracts". Since land use and utility information is
not being provided to .all lots at this time, staff cannot support the proposed divisions
of land. The proposed subdivisions can be shown on a future Master Plan with .the
necessary land use and complete utility information.
Shift the location of Southern Plantation to the south so that it can connect with the
® Southern Plantation as platted in the Shenandoah Subdivision. It appears that the radii
and tangents on Southern Plantation may not meet the City's Subdivision Regulations.
(Show the approximate location of Southern Plantation to the east of the subject
property.)
Staff will recommend that Barron Road have a total right-of--way width of 90' . On the
® undeveloped .tract across from the 9.2 acre tract labeled as "future development", staff
is willing to allow .the dedication to come from both properties. However, as you
approach Victoria from the east, the full dedication to bring the right-of--way to 90'
needs to occur on this property through the extent of the CSISD school site.
® Clarify the centerline of Spring Creek.:. Are you relocating Spring Creek or is the
centerline just mislabeled?
Provide a legend that addresses the floodplain area (i,e. crosshatching).
The exact. location of the Victoria Avenue "cross over to cross. over" at .State Highway
® 40 will be determined pending sta1~ discussions with the Texas Department of
Transportation and Planning and Zoning Commission actiom.

CSISD and Seaback are trying to workout a contract for the :property. Both want CSISD to be the
applicant for bringing the .Master. Dev. Plan/PLat through the P&Z and Council process. Both agree that
they want the straight alignment and say thaf they have McClure and .Blaschke support. David said Gary
spoke with a woman on Renee Lane who said she was a "leader" out there and he thinks. there will not be
that stung of opposition b/c of the increase in their property values. I TOLD DAVID THAT WE HAD
DISCUSSED THIS AND THAT STAFF FAVORED AN ALIGNMENT THAT WAS MOVED AWAY FROM
ALONG THE REAR OF THE RENEE LANE FOLKS.
Neal said that they are prepared to bring this through the process -and let it fall out where it may.
Crowley called concerned about having to change his plan as a result of Seabacks desires. I told Tim
that: t recognized thaf he .had already moved his street and that if Seaback moved where Victoria came
out on SH 40 to line up with his plan than it would be a good compromise. I told him that I also told this to
Neal for him to pass along to Seaback. This would allow Seabck to have one potential commericial

Re: Proposed High Schoal Site -Seaback Tract
Dear Mr. Hard:
College Station ISD has executed an earnest money contract for the purchase of a sixty five acre site out of an
approximate two hundred fifteenacre site owned by Mr_ Gary Seabacl~ T1te proposed high school site would be
located in the northwest quadrant of Mr. Seaback's tract, which would be the southwest corner of the proposed corner
of Victoria and Barron as shown. ore the attached drawing.
.Our understanding is that Mr Seaback has initiated a preliminary development review with City sta,,~'next week that
will begin a process of trying: to establish the location of the Victoria extension. CSISD cannot close on this property
until the location of Victoria is ~-nown, 7n order to have adequate access, the site needs adjacent roadways (major
collectoror larger) on at least two sides of he property (i. e, Victoria and Barron). .When we began negotiations
with Mr. Seaback, we.obtained and relied to a certain extent on, the Thoroughfare Plan (October 6, 1997) that shows
Victoria extending to Barron Road. We presumed that it would go directly across Barron into Mr. Seaback's trace
as he has shown on his plan. Now, we understand that this location conflicts with the desired location of certain
other property owners in the area.
The exact placemera of Victoria, within some limits, is not critical to CSISD from a development standpoint.
However, the location preferred by Mr. Seaback, and shown on the attached drawing, would be ideal due to the
topography of the land. Our architect has prepared a preliminary site layout that would place the building on the
hilt with natural drainage away from the building pad. Any lighted play areas would be toward the south end of the
property, and bu,,~`ered from areas most likely to develop heavy residential and which are outside of°Mr. Seaback's
tract. It would also come very close to making the creek the natural divider at the south end of the property from any
other development.
On the other hand, the location could be critical with regard to whether CSISD is able to ultimately close on the tract.
The earnest money contract provides Mr. Seaback the option to terminate the contract if an agreement acceptable to
Mr. Seaback cannot be reached regarding the location of Victoria. If this contract is terminated, it will be at
considerable expense to the taxpayers of CSISD because we have not been able to locate another suitably priced tract
in our target area. Not only is the tract attractive in price, .but it is topographically near perfect; and with completion
of SH40 with an interchange at Barron Road, access will be optimal.
We urge the City sta,~j`'to work with all property owners to reach an acceptable solution or compromise that would
not preclude our closing on this property. If I can provide any additional information, please call.

Since the writing of the staff report, we have reconsidered the impact of a cross-over on
SH 40 at Victoria. We no longer. recommend that across-over be provided at this
location. There are two primary reasons for this change. The first is the negative impact
that it would have on SH 40 from a traffic flow standpoint. Across-over at Victoria
could very possibly. require a traffic signal on SH 40._ Such a signal would .stop high
speed traffic and make SH 40 a slower and less efficient alternative to SH 6. SH 40 is
intended to function as a north south highway to facilitate regional traffic movement to
our community's west side. It is especially important as an alternative north-south route
to SH 6 and the' southern: portion of Texas Avenue..
The second is -the potential fore higher than desired :traffic volumes on Victoria. Victoria
is designed and intended as a major collector roadway. The cross-over could increase
the traffic volumes .beyond the design capability. The City's: Land Use Plan shows this
entire section of south College Station; as medium density single family residential. With
the cross-over. in place, Victoria would become a long, continuous thoroughfare and
create a high volume' intersection which would foster `pressures for commercial land
.uses. Not having the cross-over and having Victoria "T" into either side of SH 40 on the
Crowley and Spring Creek Plans would be more in keeping with City's Land Use Plan.
These "T" intersections with SH 40 lend thernse(ves to "neighborhood" commercial at
these comers, ratherthan major. commercial development which could. be the case with
the cross-over in place.
