Item: Consideration of a Preliminary Plat for the Woodcreek Subdivision, Sections 10-A and 10-B
consisting of 29.114 acres divided into 76 single-family lots located near the east end of
Woodcreek Drive and bounded by the. Foxfire Subdivision to the east. (Planning Case No. 98-316)
Item Summary: This preliminary plat is for the development of the last remaining sections for the
undeveloped portion of the Woodcreek Subdivision. It includes the extension of Woodcreek Drive
as a minor collector street to connect with Faulkner Drive in the Foxfire Subdivision. This
connection is shown on the City's Thoroughfare Plan. No access points from lots will be permitted
on to Woodcreek Drive.. Staff will work with the neighborhood associations in both subdivisions to
either rename Woodcreek or Faulkner Drive in order that the street has a single common name.
The section of Faulkner between. Fontaine and its western terminus is in poor condition. When the
connection is made between Woodcreek Drive and Faullrner, improvements will be needed to this
section of Faulkner in order to make a smooth transition. In lieu of the City making these
improvements, staff has requested that the developer include improvements to .Faulkner as part of
the construction of Woodcreek Drive when the connection is made to the Foxfire Subdivision. The
developer has agreed to this and will possibly submit a formal request to City Council for city
participation to cover his costs for improvements made to Faulkner.
The subdivision regulations state that "A sidewalk may be required on cul-de-sac streets if needed
to provide through pedestrian access." Since the common areas located at the end of the cul-de-sac
streets will be entirely used as stormwater detention ponds, it is staff's suggestion that sidewalks
not be required on the cul-de-sac streets shown on this preliminary plat.
Policy Issue Statement:
Civic Pride -Citizens benefit from a well planned, attractive residential and
commercial areas, and from preserving historic areas.
Transnortation/Mobilty -Citizens benefit from the ability to move into, .out of, and
within College Station in a safe and efficient manner.
Item Background: This development. is in accordance with the Master Development Plan. for the
Woodcreek Subdivision.
Budgetary & Financial Summary: NA
Staff Recommendations: Staff recommends approval with the condition that:
either (1) a Public Drainage Easement be included adjacent to the existing creek,running along the
west side of the proposed Woodcreek sections 10-A and 10-B if and only if the 100 year water
surface elevation can be contained within the drainage easement.
or (2) Developments on all lots adjacent to the creek will be controlled by establishing finished
floor elevations on the lots if the 100 year water surface elevation cannot be contained within a
dedicated drainage easement. This will require that. the maintenance of the creek to belong to each
individual lot owner.

ENGINEERING
Water:. Water mains will be extended throughout these remaining sections as they final
plat to provide service to all lots. The 12 inch water main located on the north side of
Woodcreek Drive will be extended and connect to the 6 inch line on the north side of
Faulkner Drive.
Sewer: Sanitary sewer mains will be extended throughout the subdivision at the time of
final plat to provide service to all lots.
Streets: Woodcreek Drive will be extended as a minor collector street to connect with
Faulkner Drive in Foxfire. Three residential cul-de-sac streets and four other residential
streets are proposed with this preliminary plat.
Off--site Easements; It may be necessary to obtain offsite drainage easements to Dover
the 100 year water surface elevation as it exists on the existing sections of the
Woodcreek Subdivision.
Sidewalks: Sidewalks will be required on both sides of Woodcreek Drive and only on
one side of Hackney Lane, Bloomfield Lane, Vance Lane and Boxelder Court.
Drainage: Runoff fromt he subdivision will be handled in several small stormwater
detention areas. These-will be contained with common areas maintained by the HOA.
Flood Plain: According to the FEMA maps this property is not located in a 100 year
flood hazard area.
Oversize request: See Budgetary and Financial Summary Section.
Parkland Dedication: Previously. dedicated with earlier phases of Woodcreek.
