RE: Wheeler Subdivision Phase Il Preliminary Plat.
Attached is a copy of the preliminary plat that staff reviewed for the Wheeler Subdivision Phase H
at University 'Drive and Lincoln. I have scheduled a meeting to discuss the redlines and the
location of the 30' access easement at 10 :00 a.m. on Wednesday, April 22, 1998.
Please address the redlined comments and submit the following information by noon on Monday,
April 27, 1998:

10 copies of the revised preliminary plat; and,
the attached redlined preliminary plat.
The Planning and Zoning Commission meeting will be at 7:00 p.m. on Thursday, May 5, 1998 in
the City Hall Council Room, 1101 Texas Avenue South. If there are redlined comments that you
are not able to address, please include a letter explaining the details to be reviewed by staff.

I don't agree that we have enough looping in this area. What they are planning to do will only create
another dead end but I do see why they want to do it that way. Perhaps we can do some oversize
participation to loop this line. If not then I have no major objection and perhaps we can complete the
loop in a subsequent project.

This is the email trail from Bill to Lawrence to me. I explained to Lawrence this morning why they were
doing what they proposed and he understood. They do want a loop is sounds like but they want the

12inch line serviing Cedar Creek to be looped from the 8 inch at Cedar Creek. I haven't talked to
Stewart yet, but I have a call into him. I just thought I would show you the email at this point and get
thoughts on it. Lawrence mentions oversize part. but that doesn't work unless they want to connect to

RE. Wheeler Subdivision / Floodplain Analysis for East Tributary to Burton
Creek - Optional Culvert Analysis
We have been informed by the Owner that, due to the cost of the 4 - 8'x4'
box culverts required for a road to cross the improved channel, this option will not
be considered at this time. Because the construction is improbable, Kling
Engineering & Surveying will halt any further design effort for this structure.
Detailed construction plans would be required for the FEMA review, therefore, we

will not submit the culvert analysis to FEMA as an option at this time. We will
revise the FEMA report accordingly and return it to you for final approval and
forwarding to FEMA. If in the future this option materializes, a second
CLOMR /LOMR submittal would be necessary.

RE: Floodplain Analysis for the East Tributary to Burton Creek - Public
Notification

As part of the FEMA process for obtaining a LOMR on the abovementioned
creek, there is a requirement that a public notice to be distributed by the
Community stating the intent to revise the floodplain /floodway. The City has
deemed this an Owner responsibility. Our understanding is that Kling Engineering
& Surveying will distribute this notice. A copy of the notification must be 'included
with the FEMA report submittal. Below is a format for the notification. We would
like to run the public notice in the local paper and need to find out the length of
time to run it. Please review and comment on the acceptability of this notice.
"This letter is notice of the Community's intent to revise the floodplain /floodway for
the East Tributary to Burton Creek just above the confluence of Carter's Creek and
Burton Creek. The National Flood Insurance Program as administered by the Federal
Emergency Management Agency (FEMA) has previously determined that the areas
adjacent to the East Tributary to Burton Creek just above the confluence of Carter's
Creek and Burton Creek lies within the limits of 'Special Flood Hazard Areas Inundated
By 100 -Year Flood' or 100 -Year floodplain. This information is depicted in graphical
form on the Flood Insurance Rate Map (FIRM) for Brazos County, Texas and
Incorporated Areas, Panel 142 of 250, map number 48041 C0142 C, effective date:
July ,
2 1992 available from the City of College Station Development Services
Department. The flood zone designation given to this tributary of Burton Creek is
'Zone A No Base Flood Elevations Determined'. In order for development to occur
adjacent to this channel, maximum probable 100 -year water surface elevations
needed to be determined for the tributary and a floodway defined. The determination
of the water surface elevations and floodway are currently being prepared and
submitted to FEMA by Kling Engineering & Surveying. The previously depicted
floodplain position shown on the current FIRM changes only slightly due to the
detailed analysis of the channel with existing topography. A detailed report entitled
' Floodplain Analysis for East Tributary to Burton Creek Just Above Confluence with
Carters Creek' documenting the floodplain /floodway water surface' elevations and
location is on file at the City of College Station, Development Services Department.
