Item: Public hearing and consideration of rezoning 88.8 acres bound by Barron Road,
Shenandoah and undeveloped property to the south and west (to be called Shenandoah Phases`6-
10) from A-0 Agricultural Open to R-1 Single Family Residential. (case # 98-107) Also
consideration of a master preliminary plat of the same property dividing same. into 277 residential
lots and one 12 acre city park. (case # 98-309).
Item Summary: This property west of the existing Shenandoah Subdivision and is a continuation
of the same type: ofresidential development. Southern Plantation Drive. will continue and connect
into theses new phases and the developer will dedicate 12 acres of parkland. Lots will average
208 acres per lot and there will be 17.5 acres ofright-of--way eventually dedicated.
The Parks Board reviewed the proposed parkland dedication and recommends that the Commission
and Council accept the proposal. It is in excess of the ordinance requirement which is
approximately Z acres.. There is a drainage way and detention facility located in the park that the
City will own and maintain along with the parkland.
The land use plan shows this area for medium density single family development and the
thoroughfare plan shows minor collector roadways going through the tract. Southern Plantation
and Alexandria function as these collectors.
The rezoning and master preliminary plat comply with the comprehensive plan for development of
this area.
Policy Issue Statement:
Civic Pride Citizens benefit from well-planned, attractive residential and
commercial areas, and from preserving historic areas.
.Item Background: Staff has been working with property owners in this area of town over the past
several months to define thoroughfare locations. Southern Plantation is shown to decrease from a
70 foot right-of--way'to 60 feet through these new phases. This complies with the minor collector
shown. on the thoroughfare plan. Alexandria is shown as an additional north/south minor collector
that will eventually connect the Crowley property to the south with Barron Road.

approve with conditions,. deny for stated reasons.

Water: The applicant will be extending water service throughout the new phases of
Shenandoah as each phase is final platted. Existing infrastructure is adequate to support
the proposed extension..
Sewer: The applicant will be extending sewer service throughout the new phases of
Shenandoah as each phase is final platted. Existing infrastructure is adequate'to support.
the proposed extension.
Streets: 12 new SO foot right-of--way residential streets are proposed with this-Master
Plat. Anew 60 foot minor collector, Alexandria Avenue, is proposed as well as the
extension of Southern Plantation Drive as a 60 foot minor collector. A total of 17.527
acres of street right-of--way is proposed with this Master Plat,
Off-site. Easements: NA
Sidewalks; Sidewalks are required on one side of the residential streets and on both
sides of the 2 collector streets.
Drainage: The applicant is proposing regional detention to be located within the 12 acre
City Park that is being. dedicated with thisplat. This detention facility will be owned and
maintained by the. city.
Flood Plain: The latest Federal Emergency Management Agency (FEMA) Flood
Insurance. Rate Maps show that no portion of the subdivision is located within the
Regulatory 100 Year Floodplain.
Oversize request: See Budgetary and Financial Summary Section.
Parkland Dedication: Parkland dedication is being taken care of by the dedication of a
12.097 acre park as shown on this Master Preliminary Plat.
Impact Fees: This property is located within Sanitary Sewer Impact Fee Area 97-01.
.Impact fees in the amount of $267.94 per dwelling unit will be imposed at the time of
final platting.
