Item: Consideration of a Preliminary Plat of L.O. Ball. Memorial Phase II, revised plat of
approximately 28 acres, 9 C-2 lots located on the SW corner of Rock Prairie and Hwy. 6,
including. the future Longmire extension. (98-328)
Applicant: MDG Engineers for First National Development, Chicago, Ill.
Item Summary: The property is bound by Rock Prairie on the north, Birmingham on the south ,
the frontage road on the east and the Columbia Medical Center on the west. This preliminary plat
includes the extension of Longmire as a major collector south to Birmingham.
Access should be shared among the 10 lots.. There are two accesseasements that have not been
placed on the plat. The first should provide access from the existing Bank property out to
Longmire and line up with the access easement :running between lots 4 and 5 across Longmire.
This was approved as part of the previous preliminary plat. and is still needed. The second should
provide access to lots 1-4 and run parallel to Rock Prairie. This easement has not been extended to
include lot 4.
The plat inclndes a fifteen foot right-of-way dedication to function as a future right-turn lane along
Rock. Prairie from Longmire east to the frontage road.. There is also a note on the plat indicating
that the developer may be required to participate in a future signal at Longmire and Rock Prairie.
The preliminary plat gives no indication that this development will be :phased. Without this staff
would expect all lots to come in for final platting and all infrastructure to be built at the same time.
If this is not the intent, the plat should reflect phase lines such that staff can determine whether the
phasing is adequate to insure infrastructure development.
Staff Recommendations: Recommend approval as shown with additionof access easements as
mentioned and withphasing indicated if applicable.
Commission Action Options:..
The Commission acts as a recommending body. on the question of preliminary plats, which will be
ultimately .decided by City Council pending an ordinance amendment granting full plat approval
authority to the Commission.

ENGINEERING
Water: There is existing water service along all three streets bordering this plat and
easements are shown for extension to individual. lots.
Sewer: The applicant will be extending sanitary sewer service throughout the
subdivision.. The applicant is abandoning a portion of the existing. sewer and needs to
clarify the extent of the abandonment.
Streets; Longrnire will be dedicated as a 70 foot right-of--way through the property. It
will align with the existing. Longmire north across Rock Prairie.
Off-site Easements: None
Sidewalks: Existing along Rock Prairie as per master plan. Developer shall provide on
both sides of Longmire.
Drainage: Compliance with the drainage ordinance will be determined at the time of site
plan.
Flood Plain: The latest :Federal Emergency Management Agency (FEMA) Flood
Insurance Rate Maps show that no portion of .the. subdivision is located within the
Regulatory 100 Year Floodplain.
Oversize request: No infrastructure being required to be oversized.
Parkland Dedication:. Not applicable for commercial subdivisions
Impact Fees: None in this area.

Item: Consideration of a preliminary plat of the L.O. Ball Memorial Subdivision a 27.5 acre
subdivision containing 10 C-2 Commercial Industrial lots afthe southwest corner of Rock Prairie
Road and SH 6 South.
Item Summary: The property is bound by Rock Prairie on the north, Birmingham on the south ,
the frontage road on the east and the Columbia Medical Center on the west. This preliminary plat
includes the extension of Longmire as a major collector south to Birmingham. Access is shared
among the l O lots. Most access locations comply with the City's. Driveway Ordinance. The
access points shared by lots 1-4, block 3 need to be moved west along.. Rock'Prarie further from
the Longmire intersection to comply with the ordinance.` Water and sewer are shown as provided
to all lots.. The plat includes a fifteen foot right-of--way dedication to function as a future right turn
lane along Rock Prairie from Longmire east to the frontage road. There is also a note on the plat
indicating that the developer may be required to participate in a future signal at Longmire and
Rock Prairie.
