STAFF REPORT
Item: Consideration of a Preliminary Plat of Dartmouth Addition, 11.95 acres located on the south
side of Southwest. Parkway and west of the planned Dartmouth extension. Property is currently
zoned R 5 Apartment/Medium Density. (Planning Case No. 98-303)
Item Summary: Development in this area is expected to continue with the extension of
Dartmouth. There is a 1 acre lot, zoned C N, platted on the southwestern corner of S.W. Pkwy
and the Dartmouth extension. This plat creates three new lots located behind this corner lot. Lot 1
is 2.04 acres and is adjacent. to S.W. Parkway, The applicant is intending to rezone this to A-P
and shows shared access with the existing C N lot. Lot 2 is 7.89 acres and will have access on
S.W. Pkwy and Dartmouth and also shows shared access with the existing C N lot. Lot 3, 2.02
acres, will be adjacent to Dartmouth and share access with Lot 2. Lots 2 & 3 are planned for
multi-family development.
If Lots 2 & 3 are developed as the same apartment complex, staffrecommends that they be
considered one building plot for the purpose of signage.
Policy Issue Statement:
Civic.Pride Citizens benefit from well-planned, attractive residential and
.commercial areas, and from preserving historic areas.
Item Background:. The Land Use Plan shows this area for medium density residential.

Staff Recommendations: Approval. of preliminary plat with the condition that all staff review
comments are addressed.

ENGINEERING
Water: There is an existing 12 inch water line located on the north side of Southwest
Parkway. A 12 inch water line will be extended from this 12 inch line along the west
side of the proposed-Dartmouth Drive extension as part of the Dartmouth Crossing Final
plat. Lot 2 and 3 can obtain water service from this 12 inch line. Lot 1 would have to
extend water service to their site from the 12 inch line via the public utility easement
along their southern property line...
Sewer: Lot 1 will obtain sewer service from an existing 12 inch sanitary sewer line
located at the northwest corner of Lot 1. Lots 2 and 3 will obtain sewer service from an
existing 15 inch sewer line that runs along the southern property lines of Lot 2 and a
portion of Lot 3.
Streets: No new streets are proposed with this subdivision. The extension of Dartmouth
Drive will occur with the Dartmouth Crossing subdivision.
Off-site Easements: There are no offste easements associated with this plat.
Sidewalks: .Sidewalks are note. required with this plat. Sidewalks along Southwest
Parkway will be built with the current rehabilitation project and sidewalks will be
installed along Dartmouth Drive .when the extension is included in the Dartmouth
Crossing final plat.
Drainage:. Property owners downstream have .experienced localized flooding and
drainage problems from this creek. Drainage Policy and Design Standards require
developments to mitigate adverse impacts on downstream properties. In light of this and
a recent drainage. analysis being° performed by the Ashford Square replat (contiguous to
the creek on the western property boundary) it is apparent that there will be significant
drainage considerations that must be addressed when developing the property.. Staff
would recommend that this property owner, along with the Ashford Square property
owner jointly look at regional detention or channel improvements that may be necessary.
The'City would offer facilitating such discussions and will review possible participation
in long term maintenance of the facility.
Flood Plain: The latest Federal Emergency Management. Agency. (FEMA) Flood
Insurance Rate Maps' show 'no portion of this property to be within the 100 year
floodplain.
Oversize request: None
Parkland Dedication: Parkland dedication will be determined at time of site plan for the
R-5 zoned property. No parkland dedication is required for the commercial tracts.
