Item: Consideration of a Final Plat in the ETJ of approximately 9.606 acres consisting of one lot
generally located along the east side of State Highway 6 in front of the Texas World Speedway.

Applicant: Martin Riley for the Raceway Ltd. Partnership
Item Summary: This 9 acre tract is being divided out of a larger 604 acre property containing the
Texas World Speedway. The Land Use Plan shows the area for future low density single family
development with regional retail at the intersection of SH b and the entrance into the Speedway.
The Thoroughfare Plan. shows a minor arterial roadway coming from the west to SH 6, crossing
SH 6 at the Speedway overpass and extending through the Speedway property. Another major
collector is shown extending to the north from the minor arterial and running parallel to SH 6. The
City's Subdivision Regulations require that a preliminary plat be submitted for the entire 604 acres
showing compliance with the 'Comprehensive Plan. In this case the .owner does not wish to comply
with the. Thoroughfare Plan by showing those roadways at this time. He has asked fora .variance
to the preliminary platting requirements for this 9 acre tract. Since .this action does not forgo
eventual compliance with the thoroughfare. plan or other comprehensive plan elements, the staff has
no great concern at this time. Staff would recommend that any future final .plats be preceded by a
preliminary plat showing compliance with the' Comprehensive Plan or .seek variances to 1:hose
elements being contested.

Staff Recommendations: Staff recommends approval with the condition that any further platting
activity on the parent. tract be proceeded by appropriate preliminary platting.

The Commission has final. authority over the final plat. The options regarding the final plat are
approval as submitted, approval with conditions, or denial. Defer action or table only at
applicant's request.
