Dear Mrs. Wickem:
Per our conversation two weeks ago, the City of College Station has approved a variance at the staff level
to the sidewalk requirement on Woodcreek Drive in Woodcreek Phase l0A This variance into allow a
portion of the sidewalk to be deleted on the north side of Woodcreek Drive. It can be deleted from it's
closest point near Waterford Drive to a point opposite a handicap ramp on the south side of Woodcreek
Drive at Hackney Street. The sidewalk will terminate on the north side of Woodcreek Drive in a handicap
ramp that will align across from a proposed ramp on the south side of Woodcreek Drive at Hackney
Street. We feel that this will meet the intent of the subdivision regulations while allowing a smoother
transition between the new sections of Woodcreek (Sections l0A and lOB) which are required to have'
sidewalks on both sides of WoodcreekDrive and the older sections of Woodcreek which were only
required to have sidewalkson one. side..of Woodcreek Drive. Staff discussed this with the contractor,
owner and engineer of record and all were comfortable with the change.
I understand that the homeowners .association desires to plant live oaks along the north side of Woodcreek
Drive adjacent to your side property line and that these live oaks will be within the right-of--way for
Woodcreek Drive. I have included for your information an excerpt from the City of College. Station Code
of Ordinances regarding planting on street right-of--ways .and site. distance. triangles. As we discussed over
the phone you need to assure that these trees do not obstruct the view of traffic at the intersection and that
they will not interfere with major :elements of our .infrastructure, .such as valve boxes, fire hydrants,
manholes, traffic control devices, or'any element to which we will need regular access. You may wish to
pass this information on to your homeowners association. As I understand your plan, it does not include a
new irrigation system to water these trees. )f an irrigation system is contemplated there is a more formal
permitting process that you must go through.. If you have any questions regarding this additional process
you may-call me at 764-3570.
I hope this letter has. clarified. our prior conversations and given you the necessary information to continue
with your plans.

L. PLANTING ON STREET.RIGHT OF-WAY -
', (1) Unsaved Areas
There will be no restrictions on planting and care of grass on unpaved areas, and no
, permit shall be required.
(2) Obstructions
It shall be unlawful to plant flowers, shrubs, or trees to obstrud the view of or access
to fire hydrants, mail boxes, traffic control devices, .police or fire call boxes.
(3) _P_ ermit Requirements
Other plantings will be permitted only if an application, togefherwith a plan of plant-
ing, has beep filed with the Cify Engineer and he in turn has issued a permit for such
planting.

M. USE OF RIGHTS-OF-WAY FOR PUBLIC CONVENIENCES AND
AMENITIES ANO FOR PRIVATE IMPROVEMENTS AND FACILITIES
(1) Definitions
(a) `Awning" means an ovefiead structure made of canvas or fabric that is
stretched over a wood or metal frame that extends beyond the exterior wall
face and is removable. This definition does not include copy or logo.
(b) 'Bench' means a seating area that is placed for the convenience of
pedestrians and is located. in proximity to mass transit stops or businesses.
(c) `Bicycle Rack' means a structure designed and .used for the temporary
storage of bicycles. -
(d) `City' means the City of College Station, Texas, ahome-rule city.
(e) 'City Engineer- means the City Engineer of the City of College Station,
Texas, or his designated representative.
(f) `City Planner* means the City Planner of the City of College Station or his
designated representative.
(g) 'Facade' means an architectural treatment on the face of a building along
either the :front, side, or rear of a building .along the right-of--way frontage.
This definition does not include copy.
(h) `landscaping, permanent' means canopy and non-canopy trees and shrubs
as established in, Section 11.2 of the City of CoAege Station Zoning
Ordinance.
n `Landscaping, temporary" means .perennial and flowering plants, dwarf
shrubs and ground cover.
~ `IVorthgate Area' means the area bounded by Nagel Street, University Drive,
Wellborn Road and the City of College Station City limits.

Re: Oversize Participation for Woodcreek Subdivision Phase l0A
Dear Veronica:
On behalf of TAC Realty, Inc., we are submitting a request far oversize
participation by the City of College Station on a 12" water line in Phase l0A of
Woodcreek Subdivision. The request is for $3,922.00.. This figure represents the
estimated cost differential between a 12" and an 8" PVC. water line with their related
fittings. on 383 feet of line. Attached is an estimated cost comparison of the two lines.
In addition to the estimate, I have included a summary of our analysis on the
water system using an 8" line instead of the 12" line shown on the plans. It indicates that
the 8" line is sufficient to provide adequate domestic and fire flows for the homes in the
proposed section of Woodcreek, and .for future sections that will connect. to it. The
additional capacity of the 12".line is available for uses outside the Woodcreek
Subdivision.

Pressure measurements in the subdivision were not taken, but water pressures in
this area typically run 90 psi or higher. Therefore, the. 8" line is sufficient to provide
