STAFF REPORT
Item• Consideration of a preliminary plat of approximately 8.47 acres located on flee southwest
corner of Lincoln and University Drive. (98-310)
Item Summary: The plat shows three commercial tracts with a 30' access easement extending
from University to Lincoln.
Policy Issue Statement:
Civic Pride Citizens benefit from well-planned, attractive residential and
commercial areas, and from preserving historic azeas.
Iteltl Background:- The subject property was rezoned to C-B in 1997 and had been recommended
for commercial zoning in the University Drive Corridor Study. Shortly after the Study was
adopted by Council, the Overlay District designation was applied to the property,. along with the
other tracts in the corridor that have frontage along University Drive. The rezoning to C-B was
approved with the condition that a landscape buffer be installed along the southwest: property line
where the subject property abuts, existing R-IA zoning.
Budgetary & Financial Summary: N/A
Staff Recommendations: Staff recommends approval with the conditions listed below.
Related Advisory Board Recommendations: Staff reviewed the plat and found general
compliance with all applicable requirements except as follows:
1. The buffer easement that was a condition of the zoning needs to be shown,
2. Remove notes 4.a. and 4.b. regarding easements that are not located on the subject
property.
3. Add the Lone Star Gas easement.
4. Add a 10' Public Utility Easement along the southwest property line of Lot 3 that will
connect in the southwest corner of Lot 1 to the 20' PUE7ocated on Lot 3,'' Block 1, One
Lincoln Place.
S. Add a 10' PUE ulong the Lincoln frontage.
6. Add the existing Floodway per the September 1997 Study perfumed by Fling
Engineering.
7. Relocated. the 30' access easement back to the position that was originally submitted
and add a temporary access easement that more closely aligns with the Shoney's
Driveway across University Drive. Add a note that the temporary access' easement will
discontinue when medians are installed in University Drive.

8. It is the intent of the developer to provide a regional detention pond for all three
proposed lots to meet drainage requirements. Therefore,. the pond will need to be
dedicated at the time the first lot is final platted.
9. Adci a PLIE to cover the proposed sanitary sewerline to Lot 3.

Item: Preliminary plat (98-320) and a final plat (98-225) of the Wheeler Subdivision, Phase II,
located along the south side of University Drive and west of the Lincoln Avenue intersection. The
preliminary plat consists of a single 2.0 acre lot and a 6.47 acre reserve tract, while the final plat
consists of only Lot 1, Block 1, the single 2.0 acre. lot.
Item Summary:
Preliminary Plat
The'preliminary plat configuration for this subdivision has been revised with this new submittal.
.(see Item Background) The applicant has made all. corrections and modifications as requested
from the original May 1998: preliminary plat as well as additional review comments made during
the staff review of this- new plat configuration. With the new configuration, the reserve. tract will
be preliminary. or final platted (whichever is. applicable) once more definitivedevelopmentphns for
.that area are known. Channel improvements are being done with the final plat of Lot 1 butane not
being contemplated the entire length of the creek to the structure under Lincoln/University.
Because of this approach to improve the channel only 1/2 of the distance through the property,
additional channeLimprovements may be warranted at the time of final platting of the reserve tract,
Final Plat
The final plat consists of only the 2:0 acre lot. There are several offsite easements that will be
necessary for infrastructure extensions for :Lot 1, Block 1. They areas .follows:
• Detention will be handled for Lot 1, Block 1 within a private drainage easement located on the
reserve tract and will be maintained by Bert Wheeler, Inc., the subdivider of the property.
• As part of the final plat, an entrance drive to University Drive will be constructed and an
additional I S' access easement. adjacent to Lot 1 will be necessary to construct this drive.
• If a public drainage.. easement is to be dedicated on the improved portion of the creek, the 30'
public access easement will need to be extended to the creek and the design such that
maintenance vehicles'can get to the creek..

Item Background: A preliminaryplat was previously approved for this area in May 1998. The
May 1998 preliminary plat consisted of three lots. and an access easement from University Drive to
Lincoln Avenue, on which all three lots fronted. ''The preliminary plat was approved by the
Commission and Council with several conditions, some related to access onto University Drive,
some floodplain/floodway conditions, and buffer conditions among others. After additional
research and cost estimates were completed for the May 1998 preliminary plat, the applicant
decided that the access easement crossing the creek was cost prohibitive. Therefore the preliminary
plat has been revised to include only a single lot and a reserve tract.

Staff Recommendations: Staff recommends approval. of the'preliminary plat and final plat as
submitted with the condition that all separate instrument easements are conveyed concurrent with
the filing:, of the final plat or prior to the issuance of a certificate of occupancy for structures on Lot
1, Block' L

ENGINEERING.
Water: Water is existing via a 16" waterline in Lincoln and a future 8"'waterline along
University. Drive which: will be extended with the development of Lot L
Sewer: Sewer is : existing for .Lot 1 and the .Reserve tract through an 8" sanitary
sewerline.
Streets: University Drive is a Major Arterial with Lincoln serving as a major collector,
Access to University Drive for.Lot 1'and the Reserve tract will be consolidated with the
shared access location as shown on theplat.
Off-site Easements: NA
Sidewalks: Sidewalks will be added along University Drive with the widening project.
Sidewalks will be required along Lincoln at the time of site plan.
Drainages Compliance. with the. City of College Station Drainage Policy and Design
Standards will be required at the time of site plan review.
Flood ?Plain: There is floodplain existing on this property. The FEMA map .depicts this
area as an "Unnumbered A Zone", which requires a floodplain study to be performed
with this development. Thee study has been completed and is in the process of being
reviewed and submitted to FEMA for their review and appr®val. This approval will then
designate the actual location of the floodplain in this areas
The applicant has depicted on the preliminary and final plats a channel realignment to be
completed with the development of Lot 1 which will redefine the floodplain and floodway
on this property.
Oversize request: None.
Parkland Dedication: Not required.
Impact Fees: None in this area.
NOTIFICATION:
None required as part of the platting.
