HomeMy WebLinkAboutStaff ReportSTAFF REPORT Item: Consideration of a Final Plat. for Shenandoah Phase 6 which consists of 62 residential lots totaling 16.75 acres located along Barron Road, southwest of Shenandoah Phases Four and Five. (Planning.Case No. 98-221) Item Summary: This final plat is the first final plat from the Shenandoah Phases 6-10 Master Plan that was approved by the City Council on May 28, 1998. The final plat is located adjacent to Barron Road and consists of Alexandria Avenue, a minor collector, .and four residential cul-de-sacs.. Alexandria will continue through the subdivision and connect to Southern Plantation Drive in future phases. Transnortation/Mobility Citizens benefit from the ability to move into, out of, and within College Station in a safe efficient manner. Item Background:. The city will be receivin g parkland dedication in the form of a park just south of Southern Plantation in which a storm water detention facility will be constructed. Budgetary & Financial Summary: NA Staff Recommendations: Approval of final plat with the: following conditions: 1.Dedication of the offsite 10 foot public utility easement prior to filing of the final plat 2.Dedication of the offsite public drainage easement prior to filing of the final plat 3.Payment of sanitary. sewer impact fees prior to filing of the: final plat. 4.Renaming of Detrick Court per a request by the Police Department. S.Parkland dedication by separate instrument prior to filing final plat Related Advisory Board Recommendations: NA City Attorney Recommendation/Comments: NA Commission Action Options: Approve,. approve with conditions, or deny the final plat. Engineering Information andNotification Information o:\group\deve ser\stfrpt\98-221.doc ENGINEERING Water: Public water lines will be extended throughout this subdivision to provide service to the new lots and fire hydrants will be provided for fire protection. Sewer: Sanitary sewer lines will be extended throughout this subdivision to provide service to the new lots. Streets: The applicant is :proposing to extend Alexandria Avenue as a 39 foot wide minor collector from Barron Road through the extents of this .subdivision phase. Two 28 foot wide residential cul-de-sacs, Detrick Court and Remington Court, are proposed with this phase. Total dedicated right-of--way is 3.21 acres. Off-site Easements: There is a 10 foot Public Utility Easement shown offsite on this final plat along the south side of the phase line that must be filed prior to filing the final plat. Also a drainage easement must be provided to cover the offsite storm sewer improvements down to the proposed detention facility, again which must be dedicated prior to filing the final plat. Sidewalks: Sidewalks will be required on both sides of Alexandria Avenue. Sidewalks are not required on Detrick Court and Remington Court. Drainage:' The applicant's engineer has submitted a drainage report for phases 6-10 in accordance with the City of College Station's Drainage Policy and Design Standards. Stormwater runoff will drain via proposed storm sewers that will be installed with phase 6 to the proposed detention facility located in the City Park just south of Southern Plantation. The detention facility will. be constructed with this phase.. The Parks Department has reviewed the construction plans for the detention pond and are comfortable with the design as one they can :maintain and will not interfere with the performance of their park facility. Flood Plain: The latest Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps show that no portion of this property is located within the 100 year floodplain. Oversize request: None Parkland Dedication: Dedication will be taken care of by a 12.097 acre park south of Southern Plantation. Parks Board reviewed this. proposed dedication, recommended approval to the Commission and the Commission approved the location with the master preliminary plat. This dedication is sufficient to fulfill. the required dedication for all lots shown on the approved Shenandoah Phase 6-10 Master Plan. Impact. Fees: This subdivision. is located within the Sanitary .Sewer Impact Fee Area 97-0 L Impact Fees in the amount of $267.94 per residential lot, or $16,612.28, must be paid prior to filing of the final plat.
