The fire flow study you requested in your redline comments was entitled WATER
DISTRIBUTION AND SEWER IMPACT STUDIES FOR EDELWEISS ESTATES AND
ROCK PRAIRIE ESTATES and completed in October of 1994. The study was based on the
master plan lot layout which has been slightly modified with phase 7C. Please note that the
changes to the layout (looping some water lines and decreasing the lot density) will improve
the fire flows throughout the subdivision.
With that report, we studied the most hydraulically remote nodes and did not attempt
to calculate the flows of every hydrant. From that study, I see that the most remote node had
65 psi under fire flow conditions, well in excess of the required 20 psi.
Based on that study, I feel that we have complied with the requirements of the City of
College Station for fire flows. Should you have any questions or clarifications on any of the
above issues please notify us.

In response to your email attached below:
1. You are correct. 1 may have missed it, but as 1 recall, the reason for the comment was that there
appeared to be an area that did not drain to a protected inlet. If that is not the case, then dis-regard the
comment.
2. 1 was unaware of that Master Fire Flow study being perforr»ed, that was a "little bit" before my time
here at the City. r) 1 went and pulled the file and it contained the original impact study with a revision in
1994. The 1994 revision was based on street layout changes and an upgrade to a 12 inch line, wrhich
was to improve the situation. The streef layout has changed in Phase 7-C since the 1994' update. That
update did not provide an updated waterline layout and it is difficult to determine if the waterline
"KYPIPE"layout and sizes have remained generally the same as in the study. If you can show that they
have. or provide an addendum or letter to those reports that would clarify the issue, those original reports
can be used. Please call me 'on this one if you have a befter way of taking care of this, who knows, I
could be looking at the wrong study as well This study was the one entitled "~Iliams Park and Rock
Prairie Estates" -which as l understand it has become Edelweiss.. The update was entitled "Edelweiss
Estates and Rock Prairie Estates."
3. The comment was made since some sheets showed the service connections and others did not.
There is no requirement for showing those connections; however in cases where the7ocation of existing
or proposed sidewalks. will conflict with making connections to those service lines, we have asked for
those to be shown on the plans. to assure that sidewalks will not have to be "ripped up" in order to make
the connection. As Veronica mentioned to me, Cypress Meadows would be an example. In this case
you are correct, it is not a requirement, but if a conflict with sidewalks or other utilities exist, we would like
to see them shown.
4. No, it is acceptable. 1 was .unaware that we had accepted 4' wide 4' back of curb previously. In fact
looking at our future design guidelines it specifically spells it out that way in residential areas. It is my
understanding"that we accepf it only in residential areas, though.
1 think you have answered all my concerns on these comments except for number 2, if you have any

Some quick and easy questions on your comments:
1. On sheet 1 (overall and SWPPP) you comment to show silt fence
downstream of grading. My understanding of the requirements is that all
graded areas must be "protected", so wherever possible, I show Inlet
Protection where stormwater from the graded area would enter the storm
drain. Is this not legal?
2. Also on sheet 1, .you. ask for fire flow calculations.. We did afire
flow study for this area with the Impact Studies when we did the master

plan. The character of development has not changed: why do we need to
resubmit the same data?
3. You call for us to show a sewer service on all lots. I know that the
new standards wilF require this,. but they are- not in place yet. I have
rovided a way for each lot to sewer, but in many cases the plumber must

tap the main. Is this not acceptable?
4. You ask about the locations of sidewalks on the 28' streets. Per our
previous discussion we have been putting the sidewalks 4' from the back of
curb. Is this no longer acceptable?

Staff reviewed the above mentioned final plat and had the following two comments:
Note the volume and page number of the off-site 10' public utility easement
® located along the .south side of Edelweiss Avenue. This easement must be filed
for record prior to filing the final plat.
® Impact fees are required for this phase of Edelweiss Estates. The total amount
due prior t® filing is $12,170.34 ($289.77 x 42 lots ° $12,170.34).
Please address the comments above and submit the following information by noon on Tuesday,
June 9, 1998:
10 copies of the revised final plat; and,
the revised mylar original.
The Planning and Zoning Commission meeting will be at 7:00 p.m. on Thursday, June 18, 1998 in
the City Hall Council Room, 1.101 Texas Avenue South.
