STAFF REPORT Item: Consideration of a Final Plat of Whispering Ridge, approximately 23 acres in the City's ETJ (Extra Territorial jurisdiction) located off of River Road, totaling 11 residential lots. (Planning Case No. 98-304) Item Summary: This final plat matches the. preliminary plat brought to the Planning & Zoning Commission earlier this year. No significant changes have. been made from what was shown on that preliminary plat. Policy Issue Statement: Civic Pride Citizens benefit from well-planned, attractive residential and commercial areas, and from preserving historic areas. Transnortation/Mobilit~ Citizens benefit from the ability to move into, out of, and within College Station in asafe efficient manner. Item Background: The Planning & Zoning Commission, as part of the approval of the preliminary plat, granted a variance to the minimum lot width required in the City's Subdivision Regulations for Lot 6. That section states that in-the ETJ when the urban rural street cross section is .used, the minimum lot width shall be 100 feet. Lot 6 still complies with the County's requirements for lot width. Water service from the City of College Station is not available to the area at this time, therefore water service is proposed to come from Brushy Water Supply Corporation as stated on the plat. Sewer: The sanitary sewer system shall comply. with the requirements ofthe Texas State .Department of Health. Any septic system shall be licensed through the )3razos County Health Department and be designed to meet their standards. Streets: The applicant is proposing to construct 24 .foot wide asphalt pavement sections within 70 foot wide rights-of-way. These proposed streets comply with the Subdivision Ordinance Section 13, which allows this type of roadway within the ETJ of the City of College Station. Off-site Easements: There are no offsite easements associated with this plat. Sidewalks: Sidewalks are notrequired with this plat. Drainage: Drainage will comply with Brazos County regulations. Flood Plain: The latest Federal Emergency Management Agency (FEMA) Flood Insurance Rate. Maps show that a portion of this property is located within the 100 year floodplain. Thefloodplain shown on the plat is similar to the floodplain shown on the latest FEMA maps.
