Item: Consideration of 2 final ETJ plats for the Willow Run subdivision. Willow Run
Phase 3A, a 92.7 acre subdivision composed of 26 large acreage residential lots, is located
west of Wellborn Road and along the north right-of--way of Capstone Drive. Willow Run
Phase 3B, a 134.7 acre subdivision composed of 32 large acreage residential .lots, is
located north of Phase 3A and east of Phase 2. (Case No. 98-211 & Case No. 98-212)
Item Summary: Both final plats are in compliance with the Subdivision Regulations and
the Master Preliminary Plan for Willow Run Phase 3. The applicant has .addressed the
lack of lot width. on Lot 15 and 20 by extending the cul-de-sacs further thereby widening
the frontage of lot. All lots shown on the final plat comply with the City of College
Station and Brazos County lot width requirements.
Policy Issue Statement:
Civic Pride Citizens benefit from well-planned, attractive residential and
commercial areas, and from preserving historic areas.
Tran~ortation/Mobility Citizens benefit from the ability to move into, out
of, and within College Station in a safe and efficient manner.
Item Background: These are the final plats which comprise the total acreage of the
Master Preliminary Plat for which the Commission recommended approval on February 5,
1998. The Master Plan did not proceed to Council because Staff determined. that there
were no .major planning issues involved, and the Subdivision Regulations allow
Commission. approval of master plans under such circumstances.

ENGINEERING
Water: Fire Hydrants are not required in the ETJ. The water supply system .shall
comply with the requirements of the Texas State Department of Health. Water service
from the City of College Station is not available to this area at this time.
Sewer: The sanitary sewer system shall comply with the requirements of the Texas
State Department of Health.
Streets: The applicant is proposing to construct 24 foot wide asphalt pavement sections..
within 70 foot wide rights-of--way. These proposed streets comply with Zoning.
Ordinance Section 13, which allows this type of roadway in .the ETJ of the City 'of
College. Station. A total of 15.77 acres of street right-of--way is being dedicated with
these final plats.
Off-site Easements: There are no offsite easements associated with either plat
Sidewalks: Sidewalks are not required with these plats.
Drainage: There are various public drainage easements shown on both final plats that
were requested 'by Brazos County. Various drainage improvements to the existing
ravines are proposed to allow vehicular access to all lots within the subdivision.
Flood Plain: The latest Federal Emergency Management Agency (FEMA) Flood
Insurance Rate Maps show no portion of this property to be within the 100 year
floodplain.
