RE: Response to your.. memo dated November 18th on Joint CounciUP&Z Meeting
This letter is in response to your memo concerning scheduling a joint meeting with the Planning
and Zoning Commissioners. Following' council decision on November 12th to deny the rezoning
request ofR-1 and sending it back to P&Z, Mr. Massey contacted me to request a joint meeting
with councilmembers. Since P&Z has. reviewed this: issue three times, we felt that a meeting
would be beneficial to the commissioners and councilmembers by providing a joint dialogue on
this issue ofR-1`and R-1B zones. The date of December :17th was. the next available date .and it is
a regularly scheduled meeting of P&Z: The reason that it cannot be sooner is due to public
hearing notification and the time frame for staff to review any amendments .that the developer may
present.
The state statute requires that the council hold a separate public hearing unless the city's zoning
ordinance provides for a joint. hearing. At this time,. the provision does not exist in the zoning
ordinance.. Therefore,.the Planning and Zoning Commission and City Council will hold a joint
meeting on the 17th with the Planning and Zoning Commission holding the public hearing and
making a recommendation to Council. The Council will hold a second public hearing in January
and consider the rezoning request at that time.
The Council office has. not received confirmationfrom all councilmembers at this time. If a
majority of the council can attend, we will proceed with this' meeting.

Dear Mayor Mcllhaney:
I received the City. Secretary's message that you are attempting to call a special Council meeting
to reconsider the rezoning of Steeplechase. I have a prior conflict on the December 17 date and
may not be able: to attend. Isn't this date going to coincide with many of the affected parties being
out of town on Christmas break? I am concerned that this rezoning case isn't being handled in the
normal course of business.. There is a P&Z .meeting already scheduled for. December 3,`and a
regular Council meeting on December 1Q. I lrnow that you and Mariott voted against the motion

normal course of business? I saf next to Councilman Marion during the. Iast Council meeting and
watched his overt eye-hand coord'uiation signals `to the Steeplechase developers. This behavior
was not lost on'the audience.
Because of my scheduling conflict, I would prefer that this matter be taken up at our regular
meeting on December 1D.
Finally, the highly unusual interest you and Councilman Marion. have shown in Steeplechase bears
