Item: Public hearing and consideration of a rezoning and final plat of approximately 18.78 acres
located approximately 150' south. of St. Andrews and Royal Adelade Drive, proposed Pebble
Creek Phase 8, from A-0 Agricultural Open to R-1 Single Family. (98-110 & 98-224)
Item Summary: The proposed rezoning and final plat are in compliance with the Land Use Plan
and the approved Pebble Creek Master Plan.
Policy Issue Statement:
Civic Pride Citizens benefit from well-planned, attractive residential and
commercial areas, and from preserving historic areas.
Transportation/Mobility .Citizens benefit from the ability to move into, out of, and
within College Station in a safe efficient manner.
The Land Use: Plan shows the area as medium density single family.

Item Background: The subdivision has been building out during the past decade as a low and
medium density single family development.

Staff Recommendations: Staff recommends .approval of .the rezoning as submitted and
recommends approval of the final plat as submitted with the condition that all off-site public utility
and roadway easements be recordedprior to filing the final plat.

City Attorney Recommendation/Comments: No concerns expressed.
Commission Action Options: The Commission acts as a recommending body on the question of
rezoning, which will be ultimately decided by City Council. The Commission options are to
recommend approval of rezoning as submitted, recommend approval with conditions, recommend
denial, table indefinitely, or defer action to a specified date.
The Commission has final authority over .the final .plat. The options regarding the final plat are
approval as submitted, approval with conditions, or denial. Defer action or table only at
applicant's request,

Water:. Water mains .will be extended throughout this subdivision to provide water
service and fire protection to the residential-lots.
Sewer:. Sewer mains will be extended throughout this subdivision to provide sewer
service to the residential lots.

Streets: This phase. of Pebble Creek will extend St. Andrews Drive and Sycamore Hills
~ as a minor collector cross section through the extents of the subdivision. Both Sycamore
Hills and St. Andrews Drive will not end in a temporary turnaround but rather include
barricading at the end of the. street. Both. Sanitation and emergency services have
indicated that this small amount of street without adequate turnaround capabilities will
not be detrimental. Oaktree Drive and Pine Valley Drive are 28 foot wide east-west

sac will be ocated within a roadway easement that must be dedicated prior to filing the
final plat. The. total right-of--way dedicated with this phase is 3.6 acres.
Off--site Easements: There are numerous off-site public utility easements and one
roadway easement that must be dedicated prior to the filing of the final plat. At time of
staff report it was unknown as to the status of offaite public:utility easements that will
be needed through the property currently owned by the City of College Station. .Staff
will update the P&Z Commissioners as to the outcome of Council's action on this land
~ acquisition issue at the regularly scheduled P&Z Commission meeting.
~~, Sidewalks: Sidewalks are required on both sides of St. Andrews Drive and Sycamore
Hills Drive and only on one ide of 0aktree Drive and Pine Valley Drive.
Drainage: The applicant has submitted a drainage. study for review. The study shows

into Alum Creek Stream AC-1 and the applicant has indicated the desire to dedicate
adequate drainage easements to contain and conveythe increased runoff as final platting
occurs on the property adjacent to the stream.
Flood Plain: The latest Federal Emergency Management Agency (FEMA) -Flood
Insurance Rate Maps show that no portiom of the subdivision is located within the
Regulatory 100 Year Floodplain.

Parkland Dedication:. Parkland dedication has been met with a previous land
dedication.
Impact Fees: None in this area.

No notification was required. for the final plat. The rezoning was notified as follows:
