If it was after the property was zoned A/P I feel we have a commitment to the church not to change the zoning. Other reasons to deny. 1. People in apartments would certainly be disturbed by noise and lights. 2. There are several convenience. stores and gas stations within a few blocks, whereas F don't believe there are. any other churches. south of Lincoln to Harvey. 3. We will soon have a major intersection at the comer of George Bush and Dominik and I would encourage zoning remain incompatible with any more major traffic generators . 4. We also have a major park (Thomas} where there are many children nearby. This type of facility would encourage them to cross a major intersection to buy drinks, etc. 5.': There are citizens who live. on nearby streets who will be bothered by increased traffic., litter, noise, lights`., etc . I believe we would encourage further encroachment of rental housing into the College Hills area by allowing any more of this type of development. At that time the surrounding zone was residential and our major concern was that there would be enough off street parking. The hope was at the time was that many of the student residents would walk, bike or car pool to church< I also served on the P & Z in 1981 when the applicationwas made to change zoning from residential to A/P. The church was represented at that time and apparently had no significant objection to the: drive in banking. I have used that bank service for many years and have never seen it cause any traffic or noise problems. I have been contacted by Mr. Villareal at the church with their objections I am opposed to rezoning this property to C-B for the following reasons 1. Previous councilsand P & Z fiave made a previous commitment to this area of residential and church property. 2. 'Residents of adjacent apartments would certainly be disturbed by noise and lights,. in the evening especially: 3. There are several convenience stores and gas stations within a few blocks of this intersection located on Harvey and Texas Ave.) therefore there does not appear to be a public need. 4. To my knowledge there are no other churches. between Lincoln and Harvey Road in the College Hills area.. 5. We will soon have a major intersection at the corner of George Bush and Dominik and I do not feel it would be prudent to approve anyzoning changes which would further increase traffic or noise , especially during evening and night hours ,especially since this is so close to residences. 6.We also have a major city Park (Thomas Park and Pool) where there are many children's activities within walking distance. We, 'the undersigned residents of the Kyle /Dominik area support the proposed convenience store at the SouthEast cornier of Dominik and Kyle. 1. There was a convenience store at the Northwest corner of Dominik and Kyle. We feel that the location on'the SouthEast Corner would be better suited due to the fact that residents of the area would not need to cross Kyle to access the store. 2. There it a piece of property to the north of this property, which is already zoned for commercial use. If this property is developed into a convenience store, the traffic would have to enter /exit onto Puryear. We feel that the increase in traffic brought about by a convenience. store would be better .dispersed onto Kyle ...rather than Puryear, where it would be further dispersed through the neighborhood. Station and friends DATE.: July 19, 1998 SUBJECT: Proposed Zoning Change, 400 Block of Dominik at George Bush Drive First of all, thank you for informing us of this proposed zoning change. We, the undersigned.members of the church in College .Station and concerned citizens, object to the proposed zoning change for the following reasons: PROPERTY VALUE:- We chose and developed the property at 401 Dominik originally in 1978 specifically because of the current zoning specifications and because we sought a safe, quiet and peaceful neighborhood centrally located for the spiritual interests of this community.. Many of us have personally sacrificed much of our .own time and much of our own money to purchase, develop, and maintain this property. We believe that the proposed zoning change would undermine our investment in this community and significantly diminish our property's value and usability. 2. CRIlVIE The College Hills subdivision is currently the safest part of the city and we would like to see it maintained that way. Convenience stores are notorious for bringing theft, burglary, loitering, crowds and numerous police calls.. At stake is the quality of life for us, our children, our neighbors. and our neighbors' children.. 3. TRAFFIC A convenience store in this location would increase car, traffic, pedestrian traffic and bicycle traffic on local streets to levels more than they. are presently able to carry. Many area children would walk or bike to the convenience store on heavily trafficked streets which currently do not have sidewalks or bicycle lanes to accommodate them safely. 4. SALE OF ALCOHOLIC BEVERAGES From a moral standpoint, we object to the sale of alcoholic beverages and lottery tickets. As a member of the City of College Station Planning. and Zoning. Commission pointed out" during the July 2 hearing on this very matter, local and state ordinances forbidding the sale of alcoholic beverages within fixed distances of church property can be easily circumvented. by the innovative manipulation of building entrances. Nonetheless,. we strongly object to the sale. of alcohol on a property which has a driveway within 150 feet of our property. 5 , LOCATION The current zoning is in keeping with the City's original .master plan (which we support) for the conservative progress of College. Station. While convenience stores may be a necessazy part of the City's economy, there aze many locations ui this community which are more suitable for these purposes. There are already two filling stations with mini-convenience stores within 1.5 blocks. of the property in question, on Texas Avenue where such businesses are more expected and better suited. The corner of George Bush and Dominik is not a suitable location for a filling staton/convenence store as described. in the proposed zoning change application. We believe that we have contributed to the quality of life in our neighborhood, both by our quiet demeanor and by the positive influence. we have on those around us. We are deeply concerned about the welfare of this city and its citizens. Therefore, for the reasons outlined above, we respectfitlly petition the city council to deny the proposed zoning changes at the 400 Block of Donunik and George Bush Drive.
