(98-105) Item Summary:. The subject property is located adjacent to a vacant A-P lot to the west and a vacant C-1V lot to the east along Southwest Parkway. The abutting tract to the south is zoned R-5 and is proposed for apartment. development. The request is technically not in compliance with the Land Use Plan,. which. shows- the tract as attached residential along the Southwest Parkway frontage. However, multi-family and office districts. can be exchanged for one another in many cases. The requested rezoning. would' allow the development that is desired by the applicant while still furthering the step-down land use pattern that has become: evident along. Southwest Parkway. Policy Issue Statement: .Civic- Pride Citizens benefit .from well-planned, attractive residential and commercial areas, and from preserving historic areas. The Land Use Plan reflects attached residential on the west side of the future Dartmouth extension with neighborhood commercial in :front of it at the intersection. From a land use compatibility and intensity standpoint, multi-family and office/service uses are considered similar to one another. Item Background: The property was rezoned in October of 1994 from single family to R-5, along with the. R 2 and C-N designations for the rest of the subdivision. The applicant worked with the City to bring the request in line with the Comprehensive Plan, which had been. updated shortly before that time to cover the FM 2818 extension area. The City has recently approved a preliminary plat of the entire subdivision, which will include a portion of the Dartmouth extension, apartment .development, an 18-lot duplex street, and a neighborhood commercial site. Two phases have been submitted as .preliminary plats -the first was approved late -1997; the second is scheduled fore&Z approval February 5. Budgetary & Financial. Summary:: NA Staff Recommendations: The. requested rezoning is compatible with present andplanned uses in the area and maintains astep-down zoningpattern; Staffthereforerecommends approval. An 12 inch water line will be extended from. this 12 inch line .along the west side of the proposed Dartmouth Drive extension as part of the Dartmouth Crossing Final plat. As a part of satisfying. platting requirement,. the developer will have to extend water service from the 12 .inch line via the'public utility easement along the southern property line. Sewer: The site will obtain sewer service from an existing 12 inch sanitary sewer line located at the northwest corner. Streets: No new streets are proposed with. this. lot. The extension of Dartmouth Drive will occur with the Dartmouth Crossing subdivision. Off-site Easements: N/A Sidewalks: Sidewalks along Southwest Parkway. will be built with the current street rehabilitation project. Drainage: Compliance. with City of College Station Drainage Policy and Design Standards will be determined at time of site plan review; Flood Plain: The latest Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps show no portion of 'this property to be within the 100 year floodplain. Oversize request: None Parkland Dedication: Parkland dedication would be required under the existing zoning but will not. be required under the: requested zoning..
