To aid in stabilizing the environment's ecol.ogical balance by contributing to the processes of air purification,.oxygen regeneration, ground water recharge, and (storm water) run.off retardation, while at the same time aiding in noise, glare and heat abatement. B. To assIst in providing adequate light and air and preventing overcrOWding of land. C. To ensure that landscaping is an integral part of development, not an afterthought. D. To provide visual buffering and enhance the beautification of the Town. E. To safeguard and enhance property values and to protect public and private investments. . F. To preserve and protect the unique identity and environment of the Town of Addison and preserve the economic base attracted to the Town of Addison by such factors. G. To conserve energy. H. To protect the public health, safety and-g~neral welfare. SECTION 2 . DEFIN.ITIONS: ~_ an earthen mound designed to provide visual interest, screen undesirable. views, and/or decrease noise. Landscaoe buffer - a 'combination of physical space and vertical elements such as plants, berms, fences, or walls, the purpose of which is to separate and screen incompatible land uses from each other. Landscaoed ooen area or landscaoed area - any combination of living plants (such as grass, ground cover, shrubs, vines, hedges, or trees) and non.IiYing landscape material (slJch as rocks, pebbles, sand, mulch, walls, fences or decorative paving materials). NOM)ermeable - any surface lacking the ability for air and water to pass through to the root zone of plants. Ornamental tree - a deciduous or evergreen tree planted primarily for its ornamental value or for screening purposes; tends to be smaller at maturity thana shade tree. Screen - a method of reducing the impact or noise and unsightly visual intrusions with less offense or more harmonious elements, Such as plants, berms. fences, walls.. or any appropriate combinatIon thereof. . Shade ~ ~ sometimes evergreen, usually deciduous tree planted for its .high croWn of foliage or overhead canopy; a large woody perennial having one or more self supporting stems and numerous branches reaching a mature height of at least 25 feet and a mature spread of at least 20 feet. Shrub _ a self suppo~ing woody perennial plant of low to medium height characterized by multiple stems and brar'IChes continuous from the base, usually not more than 10 feet ih height at maturity. . (10) Irrigation plans shall contain.thecertificatlon and stamp of an irrigator licensed by the Texas Board of Irrigators that such plans were prepared by such irrigator and satisfy all requirements of these Landscape Regulations. SECTION 5 - PLANT MATERIAL SUBSTITUTIONS Due to seasonal planting problems and a lack of plant !'tvailability, approved landscape plans may require minor revisions. Planting plans shalll:5e accepted if there i$ no reduction in the quality of plant material or no significant change in size or location of plant materials, and if the hew plants are of the same general category (i.e.. shade, ornamental, or evergreen trees) and have the S3me general design characteristics (mature height crown spread) as the' materials being replaced. Proposed materials must also be compatible with the area to ensure healthy plant growth. If these criteria are not fulfilled, changes to approved plans must be resubmitted. and reviewed anew, SECTION 6 - LANDSCAPE AND IRRIGATION PLAN $UBMIITAL An authorized Parks Department representative shari review each landscape and irrigation plan submitted to determine whether 0(' not It complies with the requirements of this ordinance. All landscape plans must comply with the mandatory provisions in Section 7. SECTION 7. MANDATORY PROVISIONS At least twenty percent (20%) of the gross sHe or tot shall be maintained as Landscaped area in the following districts: Apartment Dwelling District Mixed-Use ReSidential Local Retail District Planned Development Districts Commercial-1 District Commercial-2 District Special Use Permits At least ten percent (10%) of the gross site or lot shall be maintained a~ landscaped area in the follolNing districts: Industrial-1 District Industrial-2 District Industrial-3 District A. STREET LANDSCAPE SUFFER In all districts, a twenty foot (20') lanoscape buffer strip must be proVided along the entire length of the portion of the perimeter of the lot'wVtlere a public -or private street exi sts, exclusive of driveways and access ways at points of ingress and e9ress to and from the lot. The property owner shall be responsible for landscaping, Irrigation, and maintenance of Cloy right-of-way area between the property line and the curb line. 1. CANOPY TREE: Any self-supporting woody plant with one well-defined trunk and a distinct and definite formed crown WhICh attains a heIght of at least thirty (30) feet. AMEND SECTION 9.2 TO READ AS FOLLOWS: 9.2 OFF-STREET PARKING SPACES REQUIRED In all districts, for all uses, at the time any building or structure is erected or enlarged or increased incapacity, or at any time any otlier use is established, there shall be .P-fovided off- street parking spaces for motor vehicles m accordance with the requirements specified herein. A. DIMENSIONS AND ACCESS (See illustrations at end of this section): 1. Each off-street parkin,g space for automobiles shall have an area of not less than nine feet b.y twenty feet (9 x 20'). An eighteen foot paved space may be utilized where an additional two feet (2') of unobstrucIed area is provide<ffor vehIcle overhang. 2. Each off-street parking space for truck unloading shall have an adequate unloading area. 3. Each parking space and the maneuvering area thereto shall be located entirely within th~ boundanes of the building plot except as set forth in Chapter 3, College Station CIty Code. 4. There shall be adequate provisions for ingress and egress to all parking spaces, and there sh(l11 be adequate maneuvering space to eliminate backing mto pUbl1c right-of- way on majo~ arterial or collector streets as reflected in the Compreliensive Plan for the. City of college Station. Circulation aisles between or adjacent to head-in (90 degree) parking spaces shall be a minimum of twenty-three (23 ') feet in width. One way clfculation alsles with angled parking shall be a minimum of twenty (20') feet. Alr other circulation aisles shall be oetermmed by the Project Review Committee. 5. From the public right-of-way, there shall be a twenty-four foot (24') setback to act as a landscape reserve. Existing trees of four inch (4") caljper or more must be preserved. (these may. count toward street tree requirements). Yarking may be allowed mthis area but at a maximum of seven (7) contiguous spaces aner onty if they are screened.. Driveways and other _paved areas that are not arranged as parking spaces may he permitted within the Z4' landscape reserve, but at a maximum of 1134 square feet and only if the area is screenoo. More than one series of 1134 square feet of pavement within the reserve may be p-ermitted if a substantial amount of reserve rem~.i.ns intact and if the location of parking does not interfere with other streetscape reqUlrements. In no event shall pavement be located within 6' of a right-of-way. 6. A .raised and curbed island, .not less than six (6) inches in height and encompassing not less than one hundred eighty (180) square feet in: (a) INTERIOR PARKING: At both ends of every single parking row, regardless of the length of the row . The end island area requirment shall not count toward the interior island requirements. These areas must be planted or treated with enhanced _paving. Interior islands may have sidewalks. through them. The bottom areas or planted islands must be contiguous with uncompac(ed. soil. 7. ENHANCED PAVING: Earth toned (not grey) decorative pavers, stamped concrete, or dyed concrete. EXISTING TREE: Any self-supporting. woody plant, with one or more well-defined trunks two inches (2") in diameter or greater at one foot above the ground. A. DIMENSIONS AND ACCESS (See illustrations at end ofthis section): 1. Each off-street parkin~ space for automobiles shall have an area of not less than nine feet by twenty feet (9 x 20'). An eig4teen foot paved space maybe utilized where an additional two feet (2') of unobstructed area is provided tor vehicfe overhang. 2. There shall be adequate provisions for ingress and egress to all parking spaces, and there shall be adequate maneuvering space to eliminate backing into public right-of-way on maj9r, arterial or collector streets as reflected in the ComprehensIve Plan for the City of College Station. Circulation aisles between or adjacent to head-in (90 degree) parking spaces shall be a minimum of twenty-three (23') feet in width. One way circUlatIon aisles with angled parking shall be a minimum of twenty (20') feet. All other circulation aisles shall be aetermined by the Project Review Comnnttee. 5. From the public right-of-way, there shall be a twenty-four foot (24') setback to act as a landscape reserve. Existing trees of four inch (4") caliRer or more must be preserved (these may count toward street tree requirements). Parking may: be allowed in this area but at a maximum of seven (7) contiguous spaces and only if they are screened. More than one series of seven (7) spaces may be permitted if a substantIal amount of reserve rem~ intact and if the location of parkirig does not interfere with other streetscape requIrements. CANOPY TREE: Any self-supporting woody plant with one well-defined trunk and a distinct and definite formed crown which attains a height of at least thirty (30) feet. ENHANCED PAVING: Earth toned (not grey) decorative pavers, stamped concrete, or dyed concrete. EXISTING TREE: Any self-supporting woody plant, with one or more well-defined trunks two inches (2") in diameter or greater at one foot above the ground. GROUNDCOVER: A spreading plant including sods and grasses less than 18 inches in height. NON-CANOPY TREE: Any self-supporting woody plant with one or more trunks which attains a height of at leastfifteen (15) feet. TO READ AS FOLLOWS: F.RESERVED AMEND SECTION 9.2 TO READ AS FOLLOWS: 9.2 OFF-STREET PARKING SPACES REQUIRED 'In all districts, for all uses, at the time any building or structure is erected or enlarg~d or increased in capacity, or at any time any other use is established, there shall be provided off-street parking spaces for motor veflicles in accordance with the requirements specified herein. A DIMENSIONS AND ACCESS (See illustrations at end of this section): 1. Each off-street parkin,g space for automobiles shall have an area of not less than nine feet by twenty feet (9 x 20'). An eighteen foot paved space may be utilized where an additional two feet (2') of unobstructed area is provided for vehicle overhang. 2. One way circulatIOn aisles with angled parking shall be a minimum of twenty (20') feet. All other circulation aisles shall be oeterminecfby the Project Review Conumttee. 5. From the public right-of-way, there shall be a twenty-four foot (24') setback to act as a landscape reserve. Existing trees of four inch (4") caliper or more must be preserved (these may count toward street tree requirements). ParKing may' be allowed in this area but at a maximum of seven (7) contiguous spaces and onIy if they are screened. More than one series of seven (7) spaces may be permitted if a substantial amount of reserve rem~ins intact and if the location of parking does not interfere with other streetscape reqUIrements. INTERIOR ISLANDS For eveI}' fifteen (15) interior parking spaces, 180-square feet of landscaping must be provided somewhere 10 the interior rows of the parking lot. Interior island areas may be grouped and confi~red as desired provided that circulation aisles remain clear. Interior Islands may have sloewalks through them. PARKING LOT ISLANDS All parking lot islands must be raised at least 6" and curbed, with the majority of the area planteo or treated with enhanced paving. Point values will be awarded for any type of canopy tree, non-canopy treel and shrub, provided that the sgecies claimed for pomt credit are not listed on the Non-Pomt Tree List as prepared by the City Forester. The location of existing and proposed utilities and all easements on or adjacent to the lot. 2317 Page 7 Ordinance No. 3. An indication of adjacent land uses, existing development and roadways. 4. An irrigation system plan. 5. Landscape information: a. Landscape points required for site and calculations shown. b. A table showing the size, type (canopy, non-canopy, shrub) and points claimed for proposed landscap1Og. c. Location oflandscape plants on plan. 6. Streetscape information: a. Streetscape points required for site and calculations shown. b. A table showing the scientific and common plant names, size, type (canopy, non- canopy, shrub), and-points claimed for proposed streetscaping. c. Location of streetscape plants on plan. 7. The location and diameter of protected existing trees claimed for either landscape or streetscape reguirements, and an indication of liow the applicant plans to barricade the existing trees ftomdamage during construction. 11.6 MAINTENANCE AND CHANGES A Landscap'ing/Streetsc,!ping shall be maintained and _preserved in accordance with the approveo Landscape/Streetscape Plan. ReJ!lacement or dead landsc,!:pinglstreetscaping must occur within forty-five (45) days of notilication by the Zoning Official or his delegate. Replacement material must be of similar character and the same or higher point total as the dead landscaping. Failure to replace dead landscaping, as required by the Zoning Official, shall constitute a violation of tills section of the ordinance for which the penalty provision may be invoked. B. Landscaping/Streetscaping Changes to Existing Sites 1. If changes constituting 25% or more of the number of canopy and non-canopy trees are proposed, a r~vised landscape plan must be submitted for approval. Planting must occur pursuant to this approved landscape plan. 2. Revised Landscape/Streetscape Plans shall meet the reguirements of the Landscap~/Streetscape Ordinance in effect at the time of the revised landscapelstreetscape plan subnuttal. 11.7 COMPLETION AND EXTENSION The Zoning Official or his delegate shall review all landscaping for completion in compliance with this section and the approved landscapelstreetscape p-'fan. Landscaping/streetscaping shall be completed in complIance with the approved plan before a Certificate of Occupancy is issued. However, the applicant may receive an extension of four (4) months from the date of the Certificate of Occupancy upon the apj)roval of an application for extension with a bond .or ..letter of credit 10 the amount of Five ($5.00) Dollars times the number of landscape/streetscape points required for the project. Failure to complete the landscaping/streetscaping according to the approved landscapelstreetscape plan at the expiration of the bond or letter of credit shall constitute grounas for forfeit1Og the bond or cashing of the letter of credit by the Zoning Official or his delegate. Also, failure to complete the approved landscaping shall constitute a violation of this section. 11.8 REVIEW AND APPROVAL Ordinance No. 2317 Page 8 Landscape plans shall be reviewed by the appropriate staff or reviewing body as outlined in Section 10.1. 11.9 PARKING, STORAGE, OR DISPLAY Parkingj storage, or display of vehicles or merchandise on required landscape/streetscape areas or requireo islands shall be considered a violation of this ordinance. 11.10 ALTERNATIVE COMPLIANCE PERMITTED Variations to the requirements of Section 11 may be approved if the landscape plan is sealed by a registered landscape architect. Such plans must show reasonable evidence that the requirements as set forth in Section 11 were used as a guide. PERIPHERAL PARKING: At both ends of every parking row. (b) 7. For every fifteen (15) parking spaces on the interior, 180 square feet of landscaping must be provided somewhere in the parking lot. Island areas may be grouped and configured as desired provided that circulation aisles remain clear. Landscaped areas must be raised and contained within a curb. These areas must be planted or set with decorative pavers but may have sidewalks through them. The bottom areas of these islands must be contiguous with soil. 8. A raised island, not less than six (6) inches in height and encompassing not less than three hundred sixty (360) square feet in area with a bottom contiguous with existing soil, shall be located at both ends of . every double parking row regardless of the length of said row. 2. That the diagram shown at the top of Page 9-13 of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, depicting single and double parking rows, is hereby amended by removing the words "maximum of 20 spaces between islands on peripheral row"; and the diagram shown at the bottom of Page 9-13 depict- ing the separation of right-of-way and parking areas is hereby deleted from Ordinance No. 1638. 3. That the diagrams attached to this ordinance as Exhibits "A", "B" "C" and "D"are hereby added to the end of Section 9 of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, commencing at Page 9-14 of said ordinance. 4. That Section 10 of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, is hereby amended by amending Subsection 10.2, pertaining to addi- tional site plan requirements, to read as follows: ORDINANCE NO. 2097 PAGE 3 "10.2 ADDITIONAL REQUIREMENTS The Project Review Committee, or the Planning and Zoning Commission in the event of an appeal or discretionary review, may impose additional requirements beyond those imposed by city ordinance or regulation, when necessary to the protection or preserva- tion of the public health, safety, and general welfare, or to preserve the integrity of the City's comprehensive plan. Such requirements shall be limited to those reasonable and necessary to provide for: A. Safe and convenient traffic control and handling. B. Assured pedestrian safetywhich may include the provision of sidewalks along the perimeter of the property meeting the specifications for same as outlined in the Subdivision Regulations relative to width and placement. C. Efficient and economic public utility and sanitation access. D. Public road or street access. E. Satisfactory internal access; public, private or emergency. F. Adequate parking and maneuvering areas. G. Noise and emission control or dispersion. H. Visual screening trash receptacles or other areas offensive to the public or existing adjacent development. I. Runoff, drainage, and flood control. J. Sign location, as an incident to the above considerations and the express requirements of this ordinance. K. Location and density of buildings or dwellings where topography or characteris- tics of the site compel a lower density than would otherwise be allowed, or require location consistent with accepted engineering practices and principles. L. Visual screening from the right-of-way of parking lots for apartments. M. Compliance with standards, guidelines and policies of the City's adopted Street- scape Plan that are not already covered by Sections 9 or 11. N. It is the discretion of the Project Review Committee whether or not to require minor-arterial type street trees for collector streets." 5. That Section 11 of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, pertaining to Landscaping, is hereby amended by amending Subsec- tions 11.4 and 11.5 to read as follows: ORDINANCE NO. 2097 PAGE 4 "11.4 SITE PLAN REQUIREMENTS A. When site plan review by the Project Review Committee and/or the Planning and Zoning Commission is required, the site plan shall contain the information listed in the subsections below: 1. The location of existing boundary lines and dimensions of the tract. 2. The location of existing and proposed utility easements on or adjacent to the lot and the location of overhead power lines and any underground utilities. 3. The location, size and type of proposed landscaping in proposed land- scaped areas; and. the size of proposed landscaped area. Botanical nomenclature as well as common names must be listed. 4. All canopy trees must be labeled as containerized or balled and burlapped. 5. The location, species and diameter of existing trees having a trunk diame- ter two (2") inches or larger. Also include barricade sizes if points are to be awarded. 6. An indication of how the applicant plans to barricade the existing trees, which are proposed to receive points, from damage during construction. 7. An irrigation system plan. 8. Information necessary for verifying whether the minimum required land- scaping points have been met under subsections 11.5(a), 11.5(b), and Table L-1 (existing trees and barricades). 9. An indication of adjacent land uses, existing development and roadways. 10. Details on soil depth and composition. B. Landscaping requirements shall include a tree survey of existing trees within the landscape reserve. Special approval is required for the removal of trees of four inch (4") caliper or more." 6. Eroded or otherwise displaced soil must be removed from the right-of-way abut- ting the project." 7. That Section 11 of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, pertaining to Site Plan Requirements, is hereby amended .by adding two new subsections, Subsections 11.10 and 11.11, pertaining to Streetscape and plant lists, to read as follows: "11.10 STREETSCAPE The following requirements for streetscapes may be imposed either at the time of site plan or subdivision approval: A. Street trees as shown on the Streetscape map included in this section must be installed. These areas shall be considered special corridors. B. Along all major arterials except the special corridors, one shade tree for every twenty-five feet (25') of frontage shall be installed. Two (2) ornamental trees may be substituted for one (1) shade tree (Plant list A - grouped as desired within the landscape reserve). C. Along minor arterials except the special corridors, one (1) shade tree for every thirty-two feet (32') of frontage shall be installed. Two (2) ornamental trees may be substituted for one (1) shade tree (Plant list B - grouped as desired within the landscape reserve). D. Along University Drive and Texas Avenue, one (1) Water Oak (Quercus Nigra) every sixty feet (60') planted on center must be installed. On sites with ov.erhead utilities across the reserve, tree yaupons (lIex Vomitoria) every eighteen feet (18') on. center may be substituted as a temporary measure until utilities are underground. E. Parking areas adjacent to a ROW shall be provided for any development other than. si'1gle family if parking is in the front. Screening may be accomplished using pl~ntings, berms, or structural elements. F. Dumpsters, off-street loading areas, and utility connections must be adequately screened. G. Three hundred (300) additional points shall be provided for every fifty (50) lineal feet of frontage on a major or minor arterial or special corridor. Driveway open- ings may be subtracted from total frontage. '1. A ten percent (10%) point credit will be awarded if twenty-five percent (25%) or more of parking area consists of enhanced paving. 2. A ten percent (10%) point credit for every one percent (1%) of site area devoted to special facilities (water features, etc.). I. Planting guidelines: 1. For large shade trees and ornamental trees: (a) The pit should be dug two (2) feet greater in diameter than the size of the root ball. Backfill consisting of three (3) parts sandy loam topsoil and one (1) part pine bark mulch should be placed around the root ball of all new trees. 2. Soil preparation for shrubs and groundcover: (a) Bed areas should have a minimum of six inches (6") depth of prepared soil mix. The soil mix should consist of three (3) parts sandy loam top- soil and one (1) part pine bark mulch or compost.
