Attn: Mike Davis 4002 Aspen Bryan, Texas 77802 RE: Carter Creek Relocation Project Dear Mr. Davis: We have completed the review of your "Carter Creek Relocation" concept dated June 1997. In concert ,with the City of Bryan development engineering staff: we discussed the concept and details of your design. There are maintenance and design issues that need to be addressed prior to approval of the relocation concept The following is a list of concerns currently identified by the joint Bryan and College Station review: 1. As previously discussed there are ooncemswith the maintenance of the proposed facilitf'" a. If the City can not maintain the proposed improvements, a plan te> ensure the design Un" values and other assumptions will be requIred. b. The City has some concern with regard to the "flapper" gates being installed as part of the detention basins at the lower end of the project. This design has the potential of not functiooingpropedy due to debris getting caught within the opening and not allowing them to close). You haVe stated that the gates provide for added protection. but that if in the event they did not operate properly there would be no impact to the downstream properties. If this is in fact 1he ~ it \\'Quid be belttel' to remove the gates and portions of the bemted areas in order to utilize the additional capacity for 1he entire channel. ' 2. As part of the maintenance concerns for this project, the City will require the channel bottom to be concrete lined. This lining will provide a solid \\'Qdcing surface to perform maintenance activities. 4. The developer will be responsible for submitting a financial guarantee that is equal to a sealed engineer's estimate for all costs associated with the construction of this project Please submit this information at your earliest convenience. The approval of this conceptual plan is contingent upon receiving this information and full compliance with the City of College Station Drainage Policy and Design Standards manual. The long-term maintenance of the channel will need to be provided by the City, and therefore concrete lining along with access for maintenance equipment wm be required. The developers will need to provide short- term maintenance by way of a bond or cash equivalent to the cost of the initial 1 0 to 15 years. . Additional easement for bikelhike type paths willneed to :be provided along both sides of the (~hannel. '. . I:. - An' analysis will need to be performed to better predict th~:amountof siltatiop, which can br e:q>ected. . We.have concerns.with the proposed alignment~t.the Upstream end hi relation'to the existing creek. The propose4.alignment begins just beyond an area mthe creek where a,900 bend',occurs. We believe that the creek will eventually tlypass the channel at this90o\p:nd. In additioP, the weir ~d drop structure on the north end of the project are of concern. especially with, ~ to siltatioIlPCCurring upstream and outside th,.e property owned by this group. ; '" .. . . Finally, we require that the City of College Station approve this proposal and that the City Limit relocations be performed prior to any submittals. Gustavo Roman, Staff PlannerT"~S- Zoning Ordinance amendments modifying the composition of ZBA to include an engineer for drainage variance hearings and removal of the certified mail requirement from the notification section of the Ordinance. At the joint P&ZlCouncil meeting of October 2, 1997, modifications to the drainage ordinance were discussed. One of those amendments, requiring notice of approval or disapproval of a development permit sixty (60) working days after receipt of the developer's proposal was heard by Council on November 13, 1997. Additionally, at the October 23, 1997 City Council.. meeting, staff was directed to modify the existing ordinance to require the presence of at least on licensed engineer on the Zoning Board of Adjustments. This will achieve the goal of having one member with an engineering background present to hear drain~ge variance requests without the necessity of creating and managing a Drainage Variance Board. The first ordinance amendment would require that at .Ieast one member of the Zoning Board of Adjustments have an engiQeering background whenever appeal variances to the drainage ordinance are presented to the Board and to having two of the four alterhate members of the Board be liicensed engineers in the State of Texas. The remaining ordinance amendments are related to changing the current requirement of "notification by certified mail' to! "notification by depositing the notification in the municipality, properly addressed. wifh postage paid, in the United States Mail'. This change is recommended to reduce the cost related to the notification process, as well as giving City Staff the option of notifying by certified, registered or regular mail those property owners within 200' of the! property for which notification is required. This amendment will bring the City of ~ollege. Station Zoning Ordinance in line with the Texas Local Government Code requirements for notification.
