Bike lanes in the City of College Station must be developed as one-way facilities and carry traffic in the same direction as adjacent motor vehicle traffic. Two-way bike lanes are not permitted because: (1) They require unconventional turns at intersections. (2) They are conducive for bicyclists having to go the "wrong way" and to weave across traffic to bike in the proper lane. (3) They require that bicyclists travel in a direction opposite the adjacent auto lane. Typical bike lane design and layout is illustrated. in Figure 2. A one-way bike lane against the curb requires a minimum of 5 feet measured .from. the edge of pavement, not including the gutter.- or a minimum of 6 7 feet ..measured from the hack of curb: The bike lane shall be delineated by a continuous painted stripe. The diamond .preferential lane symbol {as designated in MUTCD) shall be located immediately after each intersection to inform motorists turning of the .restricted nature of the lane. At intersections, bicyclists.proceeding straight and motorists turning right must cross paths. Striping and signing configurations .which encourage these crossings in advance of the intersection, in a merging fashion, shall be .preferred to those that force the crossing in the immediate vicinity of the intersection:. Typical treatment of bike lanes at intersections is illustrated in Figures 3 and 4. Adequate pavement surface, bicycles safe grate inlets, safe railroad crossings, and traffic signals responsive to the bicyclist shall be provided on roadways where bike lanes are designated, Raised pavement markings -and raised barriers can cause steering difficulties for bicyclists. and should not be used to delineate bike lanes. The design for the minor collector street .includes two lanes and allows either parking or bike lanes on the sides. The two layouts for a major collector street will allow for either a four lane section or two lane section with a center turn lane and bike lanes. Three different designs are provided for a minor arterial street. Two of these layouts include 4 lanes with a raised center median .while a third includes 4 lanes with a center turn lane. Functional classifications of streets provides for the circulation of traffic in a hierarchy of movement from one classification to the next. From eaclz classification,. there is a recommended set o!' operatioaia3. design criteria. Figure 1 illustrates the relative roles of each classification to achieve its intended function. It is important to note chat the street classification, according to movement and access, is a continuLUZi from restricted access to complete access control and there are no specific boundaries separating the functional classes. Table 1 describes the general characteristics of the functional classification system. Communities in which College Station design criteria was compared to include: Addison, Plano, Carrollton, McKinney, Dallas and San Angelo, Texas. Other publications by the Institute of Transportation of L• ngineers atzd the Urban Land Institute were also reviewed. The City's current subdivision regulations has five street classes. These include residential, collector, arterial, parkway, and commercial streets. The new street classes adopted as part of the .Comprehensive Plan include residential, minor collector, major collector, minor arterial, and major arterial. This system. of street classification is the same or similar to many other communities around the State comparable in size to College Station. The amendments to Chapter 3 are primarily changes in definitions to reflect new the street classes. The amendments to the Subdivision Regulations are changes to Chapter 9, Sections 3, 8, and 12 of the City's Code. The amendments in Sectiom 3 are again changes in definitions to reflect the new street t<,~nes. The amendment to the street design criteria in Section 8 are the most important. This~amendment replaces the table for the design criteria of the current street types with a revised table of new design criteria for the new street types. The revised table,: Table l in the attached Ordinance, incorporates rural street design standards from Section 12 in .order to form a consolidated table containing both rural. and urban street design standards. This amendment also incorporates-illustrations of standard street cross-sections for all street types into the Subdivision Regulations.
