planted yet. That's basically what I mentioned earlier. It's a City project -the trees wilt be planted, so I'm
ready to say o.k. with the C.O. The parking lot is finished and striped and cleaned up, according to Opie.
Also, there is grass or erosion matting in the eroded places, and we know, also that grass will be
established, because again, it's a City project! I remember one other one where we were told bonding is
not required on City projects, so I'm reatly to treat this one like that (but I can't remember what it was!1!)

landscape plan. we did not require landscaping but did require streetscaping. i guess you need to check

O.K. We took a check for: Holleman. Arms in lieu of parkland dedication, which we can return if they
~ come across with the actual andl We held the check until last Friday and then sent it up to Accounting
late in the afternoon.. I tried to contact the DMC people on Friday to tell them I was depositing it but
couldn't reach anyone except by voice. mail. Had a calf this a.m. saying they would let me know this a.m.
about it, but haven't heard anything back.

We have faxed a suggested location to .Mike Wick of Holleman Arms for them to work with Edsel on
additional parkland aquisition.
I expect to have the revisedplans on the Wayne Smith project to you somtime next week. Rick
Robertson is responsable for the. final assembly. I do have plans that show the corrections expected by
Dev Serv. but I am still working on locating the orriginal marked up drawnings.

Subject: Wayne Smith. Park -Drainage Report
talked to Rick Robertson this evening. He told. me that at 5:30 PM CST
he received a call from the Development Services to establish a meeting
tomorrow at 1:00 PM at City Hall. The man who talked to Rick indicated
that the issue with the report was the fact the his data regarded the
flood data plain from the Walton Report rather than from FEMA..
The city ordinance for drainage and the subsequence policy for execution
and application of the ordinance were written by Dr. Robertson. The
ordinance statesthat in the secondary structures,.which our project is
in, the Walton Report data is to be used where FEMA has no criteria. This
is what Rick did. FEMA has no data or criteria extending up the creek
north of the bridge. at Southwest Parkway.
The man who talked to Rick indicated that. he should have extended the
FEMA study up the creek to our site to establish. a FEMA. datum point. This
is not what the ordinance requires and not what our responsibility for
the project required. The argumentthat the Walton .Data is not acceptable
to FEMA is not totally-correct. For the data to be accepted by FEMA all
the City is required to do into submit the report to FEMA and state that
this data will be used where FEMA data does not exist.
With regard Steve Hoemeyer's review of the report, he did. totally. review
the report. There were only a couple of values that were out. of line in
the 25 year and 50 form calculations, but these values. had no affect. on
the required report data. In fact the report for the. 25 year and 50 year
storm were not required by ordinance and did not need to be submitted
since-only the 5 year and 100 year storm flows were required. Steve
Homeyer agreed when Rick talked to him and`concurred that the balance of
the report was complete and acceptable.
The drainage report is a beneficial and appropriate report for this
project. and :addresses .and resolves allthe issues required by the.
ordinance. Additionally if he City is now requiring that prior to
approval a FEMA Data point is to be usedthus requiring the extension of
the FEMA report into a secondary structure, this action is not endorsed
by the ordinance or required by the ordinance or policy and well beyond
the scope of work for the project as required by ordinance. A .FEMA data
point would. not change the report and would mostlikely be the same point
in the Walton Report.
f told Dr. Robertson, pending the results of the meeting„that before he
agreed to do anything that :was note necessary, to ,discuss the matter with
you. You may also want to attend the 4:00 PM meeting.

bring them by and let us pick what sheets we want copies of. I also asked him to bring the redlines from
the architect so we can see the changes made.
think we only need 2 sets of plans here in engineering. One for us and one for Cathy Raney (update
utilities).. The inspection situation is still up in the air on this particularproject so, we'll copy our set if we
'; need to have an inspector's copy.

MEETING WITH CITY STAFF - JULY 22, 1996
MINUTES OF MEETING
A meeting held at the City of College Station Planning Conference Room at City Hall; beginning
at 2°:00 P~Ivi`. The meeting purpose was to discuss with City Staff Their comments and proposed
solutions resulting from review of the Preliminary Design Submittal made on July 16, 1996.

STORMWATER
Concern was raised .regarding the potential depth ofi the water-that would;collect at the
Holleman Dr. parking lot entrance close to the discharge headwall. Veronica indiated .that
currentordiances would notallow water to leave the site. Earl Havel indicated that the proposed
solution was: to provide openings in the curb allowing water: to flow into a grass swale and
overflow the head wall:
Veronca commented that the opening was limited- by ordiance .and that review of the
Stormwater Calculations would be necessary to' evaluate the concern. Earl.. stated that if
necessary, a drop inlet could be placed at the curb and the water could be carried by pipe to
the headwall.

Concern was raised as to the amount of soil cover that would be maintained over-the drainage
culvert: Earl stated that a .minimum of 18" would be maintained thus, with irrigation, the grass
over the culvert should: not die and be easily maintained. Mr. Hines stated that the pipe might
take an alternate route minimizing the amountof playing. surface it would be under.
Earl. Havel stated that the Stormwater and Drainage calculations would be deliverd to Veronica
by the end of the week. The plan. and solution was accepted.
UTILITIES
Veronica reviewed the layout and rasied no issues. Mr. Hines asked if the bore under Holleman
would be a problem and Veronica and Shirley Volk said it would be preferrable to an open cut
EMERGENCY ACCESS
Concern was raised as to loop the Fire Lane. designation around Field Two or to stop the lane
designation as shown. Mr. Hines stated the line was placed measuring 150 LF from the furtherst
point of the building at each location. The radius needed to allow proper passage of a police car
or ambulance to loop between Fields One & Two and Two & Three was determined.. when the
bleachers were located. at field Two. Mr. Hines stated .that the pavement would be 6" and
designed like the parking lots.
Veronica said that she would review the matter with the Fire Department and to leave the limits
as is for now. (On July 29, 1996 Earl Havel reviewed the matter with the College-Station Fire
Chief resulting in the limits remaining as indicated.)
TRAFFIC AND PARKING
Tom Hines stated that the solutions shown regarding entry to parking from F.M. 2514 and
Holleman Drive were follwing Ed Hard's comments on the concept plan. Concerns were raised
that people mighttry to make left hand turns from. F.M. 2514 into the Parking Lot ignoring the
Right-In and Right-Out islands. His suggestion was to have a right out island. allowing traffic
access from F.M. 2514. Mr. Hines indicated that there was nota center lane this far up from the
.Holleman intersection. Mr. Hard said thatwas a good reason. (Mr. Hines returnd to the site and
saw that a center turn lane does exist down F.M.. 2514 back to George. Bush Drive. A letter was
sent to Mr. Ploeger stating so and that left turns into the site from F.M. 2514 would be
acceptable). No other comments were raised.
ELECTRICAL SERVICE
The transformer would be placed on the building porch behind the PARD storage room. Primary
service would be run underground from Holleman ,and coordinated by the Swoboda
.Engineering. Mr. Hines asked about the existing power and poles that cross the property

servicing the houses along FM 2514. NIr. Michalsky said.. that when the time came to start
construction, the service would be cut and the .poles removed by the City and no cost to the
project
LANDSCAPING
Sabine asked aboutthe status of the :design and trees. Tom Hines said that all the trees had not
been inventoried in addition to the selection of what to keep. Sabine said that she would work
with Pete Venecek, Park Planner and landscape Architect with PARD, in developing the design.
Sabine asked about projectsgnage. Mr. Nines showed heron the plans where the main project
sign was located and that it'would be a ground sign and also shown was the sign along Holleman
Dr. which is also a ground sign. Mr. Hines stated thatthe sign would be approximately the same
size as~PARD standard signs.
SOLID WASTE
Concern was raiseds to the adequacy of the width of the bin that would hold .the dumpster. Mr.
Smith stated thatthere should be approximately 2 feetbetween the container and the bin walls.
12 foot minimum width is recommended. Mr. Hines showed on the drawings where a six foot
high fence is shown to screen the bin from Holleman Dr. Access to the dumpster container will
be from the interior of the park with a screen. walF at the back facing Holleman:
CONCLUSION
Shirley Volk stated. that work could progress and that the Preliminary Design: is acceptable and
she awaits the completed plans for the .Plan Review Committee (PRC}. Issues or concerns raised
by the PRG could be resolved with the individual raising the issues provided and agreed upon
solution was reflected in the minutes of the meeting.
The meeting ended at approximately 4:00 P.M.

1. Design `will proceed following the field alignment of Option Two.
2. The eastern field will be eliminated with he area to be utilized for storm
water detention and as a .practice field with no fencing. This will leave
three complete fields.
3. The complex will be moved eastward. to facilitate connection of ..the two
parking lots.
