To: Smccully Dater 6/18/97 5:05pm Subject: Manufactured Home Park Ordinance Here's a partial answer to your questions: 1. Appendix C and Appendix H cannot be adopted under this draft ordinance. These would be amendments to the original ordinance adopting the building and plumbing codes. While P&Z does have authority to amend any zoning ordinances, it is not authorized to amend the building and plumbing codes. Only City Council has. the. authority to do that. 2. Since adoption of the standard technical codes is not mandated by law, I think the City has the discretion to amend or revise them, even if the City's change is less. restrictive. Since we don't need to know this for P&Z, let me check to be sure. 3. Since Ordinance 627, or Chapter 3, section 2, is not a zoning ordinance, P&Z does not have the authority to repeal it. Therefore, it should not be included. City. Council would have authority to repeal that ordinance. I know this is a cursory response, but hopefully it's enough to get a revised zoning ordinance to P&Z tomorrow. No. 627 Mobile Home Parks. Last year, we amended the Zoning Ordinance to bring the restrictions in line with the Texas State Housing Act, which requires cities to permit HUD-code manufactured homes within city limits (our previous ordinance had addressed only,mobile homes). This year, we are updating our mobile home park restrictions to address manufactured homes .and to ensure that minimum requirements are met. The ordinance amendment is intended to effect several changes, including requiring Zoning Ordinance site plan requirements of Sections 9, 10, .and 11 for manufactured home parks; requiring location permits for manufactured homes in the districts where the uses are permitted; and requiring plumbing and tie down standards when such structures are brought into the City. Please review the draft and. let me know if,you .think that any of it may not be enforceable. Specifically, I have the following questions regarding the Standard Plumbing Code .and the Standard Building Code portions of the amendment: 1. Section 101.4.8 of the 1994 Standard Building Code states that appendices must be specifically included in "the adopting ordinance" (see attached). Can we adopt Appendix C. and Appendix H. in this amendment, or do we need'to go back to the ordinance that adopted the building and plumbing codes? 2. We do not see any reason to include Section C110 Service Buildings of Appendix C. Are we required to adopt this appendix in its entirety if we adopt it at all? Nance has checked with SBCCI, and ttcy are not sure. He is wondering if maybe we are prevented by statute from being less restrictive? 3: Ordinance No. 627 was incorporated into the Code of Ordinances in Chapter 3, Section 2. Any amendments (if there were any) would have been included as well, Is the first statement ®f the draft ordinance enough to repeal all of 627 and its amendments, or do I need to repeal Chapter 3, Section. 2 as well? The provisions of the Standard Building Code shall -- _ apply to the construction, .alteration, repair, equipment, use and occupancy, location, maintenance, removal and demolition, of every building or r ~~ structure or any .appurtenances connected or attached to such .buildings or ~~ _ structures.. 101.4.3 Electrical. The provisions. of the National. Electrical Code shall apply to the installafion of electrical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings and appurtenances thereto. 101.4.4 Gas. The provisions of the Standard Gas Code shall apply. to the installation of .consumers' gas piping, gas appliances and related accessories as covered in this :code. These requirements apply to gas piping systems extending; from the point of delivery to the inlet connections of appliances, and the installation and operation of residential. and commercial gas appliances and related accessories. .101.4.5. Mechanical. The provisions of .the Standard Mechanical Code shall apply to the installation of mechanical systems, including alterations, repairs, replacement, equipment, appliances, fixtures; fittings and/or appurtenances, including ventilating,. heating, cooling, air conditioning and refrigeration'systems, incinerators; and other energy-related systems. 101.4.6 Plumbing. The provisions of the Standard Plumbing Code shall apply to every plumbing installation, including alterations, repairs,. replacement, equipment, appliances, fixtures, .fittings and appurtenances, and when connected to a water or sewerage system. 101.4.7 Federal and' State Authority. The provisions of his code shallnot beheld to deprive any Federal or State agency, or any applicable governing authority having jurisdiction, of any power or authority which it had on,the effective date of the adoption' of this code or of any remedy then existing for the enforcement of its orders, nor shall it deprive any individual or corporation of its legal rights, as provided by law, .101.4.8 Appendices. To be enforceable, the appendices included in the technical codes must be referenced in the code text or specifically included in the adopting ordinance. 101.4.9 Referenced Standards.. Standards referenced... in the technical codes shall be considered an integral part of the codes without separate adoption. If specific portions of a standard are denoted by code text, .only those portions of the standard shall be enforced. Where code provisions conflict with a standard, the code provisions shall be enforced. 'The ordinance amendment is intended. to effect several changes, including requiring Zoning Ordinance site plan requirements of Sections 9 (parking), 10 (site plan), and 11 (landscaping) for manufactured home parks (R=Z district); requiring. location permits for manufactured homes in the districts where the uses are permitted (R-7, A-O, and A-OX); and requiring plumbing and tie down standards when such structures are brought into the City (R-7, Z-O, and A-OX). The draft specificallyaccomplishes the following: 1). Requires all mobile homes .and manufactured homes to secure a location permit to ensure compliance with setbacks and land use restrictions. 2). Restricts delivery routes to major roadways unless movement down a residential street is unavoidable. 3) RequirE~ new mobile home and manufactured home parks to meet minimum site standards comparable to apartment and commercial development. 4) Adds accessory park uses. such as laundry facilities, recreation areas, etc. to the list of permitted uses in R-7. 5) Sets minimum area and separation standards to ensure adequate light and air, to avoid overcrowding, .and to facilitate public safety. o:\group\deve_ser\bine\mohos3.doc 6) Requires all mobile .homes and manufactured homes in a park to provide skirting. and to remove trailer hitches (the draft does not extend this provision to the. A-O or A-OX districts). 7) Repeals the 1969 ordinance governing mobile home parks in its entirety. 8) Adopts Appendix C. of the Standard Plumbing Code and Appendix H, of the Standard Building Code. The Construction Board of Adjustments will make recommendation to the Council regarding. these two provisions. The Commission has discretion to change a variety of provisions of the. proposed draft. The Texas Manufactured Housing Act sets forth the following limitations and provisions for local authority over manufactured homes:. 1) A city can completely ban any additional mobile homes in the city. Preexisting mobile homes are grandfathered. Last year, the. Commission recommended, .and Council approved, that mobile homes be a continued permitted use. in the same districts as manufactured homes. 2. A city must allow HUD-code manufactured homes in a city. Last year's amendment satisfies this provision. 3. A city can regulate the location of HUD-code manufactured housing. The new amendment will ensure proper placement of these units. 4. A city may require a .permit for the use and occupancy of a HUD-code manufactured home, which is automatically approved within 45 days unless .the city denies the_permit in writing.. The draft amendment provides for a standard form for such permits. 5. A city may not require any permit, fee, bond, or insurance for the. transportation or installation of a HUD-code manufactured home if that installation is performed by a registered retailer or installer. 6. A city can designate through TXDOT the routes to be used in transporting the units.. Staff is not proposing that routes be designated, only that residential streets are not disturbed during delivery. APPENDIX H MANUFACTURED HOMES TtE 4 ;, DOWN STANDARDS. H2O1 SCOPE ..The requirements set forth in this appendix shall apply. to all new and used manufactured homes. Manufactured homes, manufactured before June. I5, 1976, shall comply with the minimum standards for occupancy as established by the Standard Housing Code. H103 DEFINITIONS ~~ MANUFACTURED HOME-a structure, transportable in one or more sections, which is 8 body feet (2.4 m) or more in width and is 32 body feet (g.75 m) or more in length, and which is built on a permanent chassis, and designed to be used as a dwelling with or without ~,i permanent foundation, when connected to the required utilities, and includes plumbing, heating, air conditioning, and electrical systems contained therein. H104 IDENTIFICATION H104.1 A manufactured home unit may bear the label or sear of compliance with the Federal Manufactured Home Construction and Safety Standards i`ssued' by an agency approved by the Secretary of the . Department of Housing and .Urban Development. Such label or seal shall be deemed to be in full compliance with the standards for manufactured homes prescribed bythe Southern Building Code Congress International H104.2 All manufactured home' units bearing such label or seal shall be acceptable within such city, countyor state jurisdiction. ~-~= ~~ - '~""" H104.3 Any manufactured home unit manufactured after June I5, 1976,: not bearing. such seal or label' shall be reported to the State Administrative Agency (SAA) having jurisdiction and shalt not be granted.. a certificate of occupancy.. H105 MANUFACTURED HOME TIE DOWN STANDARDS H105.1 Required Piers And Anchorage H105.1.1 All manufactured homes require diagonal ties to restrict the unit from being pushed. from its piers: These diagonal ties also restrict overturning. Additional. over-the-top tiedowns to restrict overturninb are. required by some manufactured horne`nstallation instructions. Piers shall be securely attached to the frame of the manufactured home or shall extend at least 6 itches (152 mm) from the center line of the frame member. Manufactured loadbeanng supports or devices shall be listed or approved for the use intended, or piers shall be constructed as follows: 1. Except for corner piers, piers less than 40 inches (1016 mm) high . - shall be constructed of masonry units, placed with cores or cells vertically. Piers shall be installed with their long dimensions perpendicular to the main (I-beam) frame member it supports and shall have a minimum cross-sectional. area of 119 sq in (0.077 m2). Piers shall be capped with a minimum 2-inch (51 mm} solid masonry unit or concrete cap, or equivalent. 2. Piers between. 40 and 80 inches (lOl6 and 2032 mm) high and all corner piers over 24 inches (610 mm) shall be at least 16x16 inches (406x406 mm) consisting of interlocking masonry units and shall be fully capped with a minimum 4-inch (102 mm) solid masonry unit or equivalent. 3. Piers over 80 inches (2032 mm) high shall be constructed in accordance with the provisions of paragraph 2 above, provided the piers shall be filled solid with grout and reinforced with four .continuous No. 5 bars. One bar shall be placed in each corner cell of hollow masonry unit piers, or in each. corner of the grouted space of piers constructed of solid masonry units. 4. Cast-in-place concrete piers meeting the same size and height limitations of paragraphs 1, 2 and 3 above may be substituted for piers constructed of masonry units. 5. All piers shall be constructed on footings of solid concrete. not less than 16x16x4 inches (406x406x102 mm). H105.1.3 Piers shall be located in accordance with the manufactured home installation instructions. If the manufactured home installation instructions are not available. for a used home, piers for single section homes are to be placed under each longitudinal .main frame member not to exceed 8 ft (2438 mm) on-center spacing for homes that are 14 ft (4267 mm) wide or less and 6 ft (1829 mm) on center for homes that are not over 14 ft (4267 mm) wide. Piers for multi-section homes are to be placed under each longitudinal. main frame member not to exceed 6 ft (1829 mm) on-center spacing. For used multi-section homes, piers are to be placed under the center marriage line .within one foot at each end, under ridge beam support columns, and under both sides of openings at the mamage line greater than 12 ft (3657. mm). For all homes, exterior doors shall have piers directly ender. both sides of the door openings. Where practical for all homes, end piers shall be placed within 1 ft (305 mm) of the ends of the main frame. No over-the-roof ties shall be required. ' H105.3.1.3 Alternate systems.. These specifications are minimum standards. Other anchor systems may be approved by the building official provided that such designs are prepared by a registered professional engineer or architect based on the criteria set forth in Federal Manufactured ' Home Construction & Safery Standards, Section 3280.306. H105.4 Tie Down Spacing And Sizes H105.4.1 Over-the-top tiedowns shall be positioned at stud and rafter locations near each end of the manufactured home. Others, if needed, may be positioned between them. H105.4.2 Wherever feasible, over-the-top tiedowns and frame ties directly beneath them may use. the same anchors. H105.4.3 Cable or strapping or other approved methods or materials shall be used for ties. All ties shall be fastened to ground anchors and drawn tight with turnbuckles, yoke-type fasteners or other such tensioning devices listed with the ground anchor. 732- " Standard Building Code©1994 • H105.4.4 Cabte shall be either 7/32 inch (J.t) mm) a~ameter or greaser (7x7J steel cable or 1/4 inch (6.4 mm) diameter or greater (7x19) aircraf+ , cable. Tiedowns exposed. to weathering shall be resistant to weathering deterioration at least equivalent to that provided by a coating of zinc. on steel of not less than 0.30. oz per square foot (92 g/m2) of surface coated. Type I, Class B, Grade 1, steel strapping 1 1/4 inches (32 mm) wide and OA35 inch (0.89 mm) thick, conforming with Federal Specifications QQ-S-781-F, is judged to conform '' with this. section.. H105.4.6 Materials used for ties must ;terminate with D-rings bolts, or other fastening devices which will not cause distortion of the band or reduce its breaking strength of 4,725 lb (21.0 kN). H105.4.7 Connection of the-cable frame tie to the I-beam (or other shape) main structural frame member should be by a 5/8-inch (15.9 mm) drop- forged closed eye bolted through whole drilled in the center of the I-beam web. A washer, or equivalent, shall be used so that the beam is sufficiently reinforced around the hole. If steel-strap ties are used, care should be exercised to insure that minimum bending radius is adhered to so that the breaking strength of the strap is not reduced. H105.4.8 Frame ties shall connect the anchor and the steel I-beam (or other shape) main structural frame member which. runs lengthwise under the manufactured home. Frame ties shall never be connected to any of the steel outrigget• beams which fasten to and. intersect the main I-beam at right angles. H105.4.9 Ground anchors should be aligned with center of piers. Also, they should be situated immediately below the outer wall to accommodate over- the-top ties as well. as frame ties. .. ' requirements: H105.5.1 Design and Drawings. - HIOSS.1.1 For custom designed anchors for use in specific locations such as a particular manufactured. home park, individual manufactured home. or manufactured home subdivision, a drawing. shall be filed with the building official showir-g the anchor in sufficient detail to allow the reader to properly construct and instalt the anchor (such as shop or construction drawings). It shall bear the seal: and signature. of the registered engineer who designed the anchors, tiedown system and blocking. The drawing shall show the designworking load and design ultimate load of the anchor and the number required for various sizes of manufactured homes. Anchors to reinforce concrete slabs shall be of strength as requiredby H105.5.2. ~ S H105.5.1.2 Manufactured anchors intended for general use shall be listed in accordance with H106. The listing report shall be filed with the agency having jurisdiction over manufactured homes. The agency may approve the anchor for use if the listing report shows that the device conforms with the test criteria of H105.5.2.2. H105.5.2 Testing Anchors H105.5.2.1 Testing shall be done by a registered professional engineer or recognized independent engineering testing laboratory. Test approvals shall be filed with-the buildinb official H105.5.2.2 Each type. (custom design) or model (manufactured) of anchor shall be tested as follows: 1. The connection devices (with strap, cable, rope, chain, etc., properly assembled) shall be tested in axial tension to failure when assembled exactly as it will be installed. The purpose of this test is to determine the ultimate strength of the connection. at the manufactured home and at the anchor head as well as the connector (strap, cable, rope, chain, etc.). Testing shall be in accordance with ASTM A 370. Failure shall not occur at a load of less than 4,725 Ib (21:0 kN) for manufactured anchors or less than the design: ultimate load set forth on the construction drawings for custom designed types. 2. The anchor shall be tested to structural failure in accordance with the "Standard Method of Test for Manufactured Home Anchors, Part B:' Failure shall not occur. at a load of less than 7,125 Ib (31.7 kN) for manufactured anchors or less than the design: ultimate load as set forth on the drawings for custom designed types. The anchors shall be tested in accordance with the "Standard Method of Test for Manufactured Home Anchors, Part A."Three pull-oui tests shali be conducted for each model of manufactured anchor and one pull-out test for each custom designed type in each class of soil or rock for which they are intended. to be used. The recognized soil classes are - given in Table H 105.5. 3. Soil. classifications shall be in accordance with ASTM D 2487 and the above classes refer to the stratum. in which the helix or plate is located for manufactured anchors. Penetration resistance is defined and to be determined in accordance with ASTM D' 1586 and pertains to the soil stratum in which the helix or plate. is located for manufactured anchors. The .test load shall be applied at an angle of 45° {0.79 rad) from a true vertical. In addition, the'45° (0.79 rad) angle of load application shall be oriented to the anchor in the same manner as the connecting strap, cable, etc., will be connected to the manufactured home during installation. H106 LISTING REQUIREMENTS H106.1 Standard ANSI 234.1 shall be the guideline for recognized independent testing laboratories and registered engineers to follow when listing or certifying stabilizing devices. The evidence of listing or certification for a device or system shall be a certificate of conformity, in accordance with ANSI 234.1, if marking is not possible. A certification report for a stabilizing device or system shall contain, at the minimum, the following: L The name, address, and phone number of the person or agency issuing the certification report, including the name and signature of the person authorized to sign the report, shall be provided. 2. The listing agency or person shall provide a statement that the agency or person is acting in accordance with ANSI 234.1 or other nationally recognized standards. 3. The name, address, and phone number of the producer of the device or system is provided. 4. The report shall have complete drawings and specifications of the device or system. 5. A description of the producer's method for identifying the device or system must be provided. 6. The certification mark issued by the person or agency certifying the device or system must be described or the certificate of conformity must be provided. 7. The certification report must have a unique number or other identification. 8. The initial qualifying test report, or information about how the report can be obtained, must be provided. 9. A description of the continuing validation system and the time period of the listing or certification must be provided. I0. Complete installation instructions must be provided. 11. The working load capacity of the device or system must be provided. 12. All recommended conditions for use of the device or system (soil type; weather exposure; type of environment; and characteristics of other devices which are connected, associated, or in contact) must be described. 13. 'k '~ 'y I'~~ `, APPENDIX C MANUFACTURED HOMES AND _ MANUFACTURED HOME PARKS C101 PURPOSE, APPLICATION AND SCOPE The requirements set forth in this appendix shall apply specifically to all new manufactured home parks,.. and to additions to existing parks as herein defined, and are to provide minimum standards for sanitation and plumbing installation within. these parks, .for the accommodation, use and parking of manufactured homes. Plumbing .installations in manufactured homes shall be installed in accordance with ANSI A119.2, Part IL C102 DEFINITIONS Definitions contained in Chapter 2 and in Section B 102 of Appendix B shall also apply to this appendix, except where the following special definition shall. apply: MANUFACTURED HOME-a vehicular, portable structure built on a chassis and designed to be used as a dwelling without a permanent foundation when connected to indicated utilities per ANSI A l 19.2. C103 GENERAL REGULATIONS C103.1 The-general provisions of the Standard Plumbing Code shall govern the installation of plumbing systems in manufactured home parks, except where special conditions or construction are specifically defined in this appendix. C103.2 Manufactured homes shall not hereafter be parked in any manufactured home park. unless, plumbing and sanitation facilities have been installed and maintained inconformity with. these regulations.. Every manufactured home shall provide a gastight. and watertight connection for ;:. ..__. The issuance of a permit shall not constitute approval of this appendix or violation of any city or county ordinance or regulation. 10. An approved set of plans and a copy of the permit shall be kept on the park premises until the final inspection has been made. C105 MATERIALS Unless otherwise provided for in this agppendix, all pipe Y yixtures or devices used in the installation of drama e and water su 1 s stems for manufactured home parks, or parts thereof, shall conform to the quality and weights of materials required by the Standard Plumbing Code. C106 GENERAL REGULATIONS Unless otherwise provided for in this appendix, all plumbing fixtures, piping, drains, appurtenances and appliances designed and used in a park drainage, water supply system and service .connections shall be installed in conformance with the Standard Plumbing Code. C107 PARK DRAINAGE SYSTEM C107.1 Minimum System C107.1.1 The main sewer and sewer laterals shall be installed in a separate trench not less than 5 ft (1524 mm) from the park water service or distribution system (See 608.3.) C107.1.2 The minimum size of pipe in any manufactured home park _ ___ drainage system shall be 4 inches. C107.13 Each manufactured home shall be considered as 15 fixture units in determining discharge requirements in the. design of park drainage and sewage disposal systems. C107.1.4 Minimum grade for sewers shall be so designed that the flow will have a mean velocity of 2 ft per second (0.6096 m/s) when the pipe is flowing half full. C107.2 Discharge The discharge. of a park drainage system shall be connected to a public sewer. Where a public. sewer is not available, an individual sewage disposal system shall be installed, of a-type that is acceptable and approved by the plumbing official or other law enforcement agency having }urisdiction over this regulation. ~ xdgq 208 Standard Plumbing Code©1994 r C107.3 Manholes and Cteanouts Manholes and cteanouts shall. be provided as required in .Chapter 7. Manholes and cleanouts shall. be accessible and brought to grade. C 107.4 Inlets Sewer inlets shall be 4-inch diameter and extend above grade 3 to 6 inches (76 to 152 mm). Each inlet shall be provided with a gastight seal when connected. to a manufactured home and have a .gastight seat plug for use when not in service. C107.5 Unit: Site Requirements C1075.2 Each manufactured home site shall be provided with a house trap. Sewer laterals over 30 ft (9144 mm) from the main park drainage sewer shall: be properly vented and provided with a cleanout brought to grade. CI07S.2 To provide the- shortest possible drain connection between the manufactured home outlet and drain inlet, all drain. inlets shall terminate in the rear one-third of the manufactured home as placed on the site. C107.5.3 Drain connections shall .slope.continuously .downward .and form no traps. AIi pipe joints and .connections shall be installed and maintained gastight. and watertight. C107S.4 No sewage, waste water, or any other effluent shall be allowed to be deposited on the surface: of the ground: C107.6 Testing The System Upon completion. and.. before covering, the park drainage system shall be subjected to a static water test and inspected by the plumbing .inspection. department. The water test shall be applied to the drainage system either in its entirety or in sections. If applied to the entire system, alt openings in the piping shah be tightly closed, except the highest opening, and the system shall. be-filled with water to point. of overflow. If the system is tested in sections; each opening'shall be tightly plugged except the highest opening. of the section under test, and each section shall be filled with water, but no - section shall be tested: with Iess than a 10 ft head of water (30 kPa}. In testing successive sections, ar least the upper 10 ft (3048 nun) of the next preceding section shall be tested so that no joint or pipe in the system. shalt have been submitted to a test of Iess than a 10 ft head of water (30 kPa}. The water shall be kept in the system, or in the portion under test, for at Least 15 minutes before- inspection starts; the system shall then be tight at all points. C108 WATER SUPPLY SYSTEM C108.1 Every manufactured home site shall be provided with an individual branch service line delivering safe, pure: and potable water.. The outlet of the branch service line shall terminate on the left side of the site ofi the manufactured home. Standard Plumbing Code©1994 209 C108.2 Water service lines to each manufactured home site shall be sized to provide a minimum of l7 gpm (l.l LJs} at the point of connection with the manufactured home distribution system. The minimum size of branch service line to each site shall be 3/4 inch. C1083 A backpressure backflow preventer or reduced pressure principle backflow preventer shall be installed on the branch service line to each independent manufactured home at, or near, the manufactured home service connection. Backflow preventive devices shall be of an approved type certified by a recognized testing agency as to compliance and performance outlined herein. Valves shall be designed. and maintained to close driptight at a reduced pressure of not less than 1 nor more than 5 psi (7 to 34.5. kPa}. Valves shall be identified with the manufacturer's name and modelnumber. C108.4 A separate service shutoff valve shall be installed in each branch line on the supply side of the backflow protective device. C108.5 The service connection shall be not less than 1/2-inch diameter, no rigid pipe may be used. Flexible metal tubing is permitted. Fittings. at either end shall be of a quick disconnect type not requiring any special tools or knowledge to install or remove. C108.6 The water supply system shall be designed to provide a minimum of 150 gallons (568 L) .per day for each manufactured home, plus such additional volume as may be required for fire. protection of the park, service buildings and other community facilities. C109 MANUFACTURED HOME CONNECTIONS C109.1 When it is evident that -there exists, or may exist, a violation of these rules, the owner, operator, lessee, person in chazge of the park, or any ----------~----- -- other person causing a violation shall cause it to be connected immediately or disconnect the service connections and manufactured home drain connection from. the respective park branch service line and sewer lateral. C109.2 Manufactured home drain connections shall be of .approved semi- rigid pipe having smooth .interior surfaces of not less than 3-inch inside diameter. Drain connections shall be equipped with a standard quick disconnect screw, clamp type fitting, or solvent welder, not less in size than .the outlet. Drain connections shall be gastight and no longer than necessary to make the connection between the manufactured home outlet and the inlet on the site. `~ 210 Standard Plumbing Code©1994 C110 SERVICE BUILDINGS. C110.1 Each manufactured home park shall. have at least one service building to provide necessary. sanitation and laundry facilities. Those parks serving independent travel trailers need provide only minimum facilities. However, a service building with adequate Laundry facilities and storage locker rooms is .most desirable. C110.2 The service building shall be of permanent construction with an ,5' interior finish of moisture resistant material which will stand frequent ~ washing and cleaning and. the building shall be well Iighted and ventilated at ail time. C110.3 The service buildings of only independent manufactured home parks shall have a minimum of one Iaundry trap, one water closet,, one lavatory, one shower or bathtub for women.. and one water closet, one lavatory and one shower or bathtub for men.
