School. After review of your letter and the City's Drainage Ordinance we have the following information and conclusion. Your specific variance requests were to: 1. Eliminate the requirement to .construct concrete headwalls at 111e inlet and outlet of the 30" diameter reinforced concrete pipe outfall from the detention pond. In lieu of the concrete headwalls you propose to place stone riprap varying from 2 feet to 3 inches in size with larger stone near the bottom the pipe and smaller stone filler secured together with concrete. 2. Construct the outfall channel to a shorter distance than the plan shows to mirs;mi~e the construction cost and to minimize the changes to the topography that you anticipate will be filled and restored at a later date. 3 o Eliminate the requirement to construct concrete flumes within the channels at this time. (I am assuming you are talking about'both within the pond where there is a requirement to carry all low flows in a flume as well as. the outlet channel thatwill-take water away from the pond). After some discussion, we feel comfortable granting permission for this to occur, primarily due to the fact that it is not a permanent situation and perhaps should not be viewed as a variance case. We understand that the construction of the above mentioned items (1-3) will occur once the adjacent elementary school is constructed If plans change and the elementary school will not be located adjacent to Cypress Grove, it is our understanding from your letter that you will 'at that time bring this detention facility into full compliance with the City Drainage Ordinance.. We understand that some large-scale projects are more practical if phased and we consider this request as an allowance for phasing of these items over a period of time rather than a variance case. You will note on the plans being returned with this letter that there is a comment regarding the slope on the outlet channel.. Your current design has the. channel slope set at 0.03°/a Our comment is to increase the grade on this channel to that in our design guidelines. We do not believe that this comment is in conflict with your second variance request. Constructing the outfall channel to a shorter distance (i.e. not all the way to the creek) may be accomplished while increasing your channel slope by raising the outlet works of the pond A 0.03 % slope will not drain and we have concerns with a channel this flat. If you cannot achieve the minimum slope as stated in our ordinance please let us know and we will ttY to work with you and your engineer. College Station ISD intends to construct an elementary school on this site within the next three years. The City of College Station has requested and the school district concurs to jointly plan the development of this tract to include park facilities with matching funding as an option. fihe planning for this site has not started. As a result we are unable to locate and size the detention pond facilities that would serve the full 49 acre tract at this time. The third variance requested is to eliminate the requirement to construct concrete flumes within the channels at this time. We understand that our engineer has designed these channels at non eroding velocities: The absence of concrete flumes may present problems with mowing these areas during long duration of wet weather. -Other. than this we understand that these channels wi l serve the same function. as concrete flumes. We have attempted to meet-all functional requirements of the drainage policy. In preparing the request we feel we have met all prerequisites of the requirements for variance as follows: This variance request does-not compromise flood hazard. or potential flood damage. 2. This variance request does not result in detriment conditions to public health, safety, welfare or injuries to property., 3. This variance request will not adversely alter the existing water surface elevations, flow velocities or alter drainage, pathways. or existing public streams which could result-in threat to public safety, additional public expense, nuisance flooding beyond the .potential conditions that existed prior to this development. 4. Then I had a call from Bryan Tucker with Cheatham to find out what is missing in the drainage report because he hadn'theard anything about it. I couldn't find anyone to answer his question, so had to make arrangements to call him back. 1 found Paul who explained that the report came from Morrison and he imagined V had direct contact with him about it. As I was heading back to my phone I met V who explained that the drainage report from Morrison was labeled. "preliminary" and was incomplete and. she was waiting #or the rest of the report but that she had not made contact with anyone about it. I passed this informationon to Bryan because V is out of pocket forthe rest oftoday. and would likely not be able to get back to Bryan about this before he leaves to come here for the P&Z meeting tonight (I think.).
