This letter is to update you on the request by CSISD to make additions to Willow Branch School .and the City's widening of Anderson Street. On February, 5 the Planning and Zoning Commission heard for the second time the request from CSISD for a conditional use permit and site planapproval for additions to Willow Branch. Included in this request were the conditions agreed upon at our meeting. on January 16. The Commission approved the request with the following-conditions: 1) CSISD will provide a written statement allowing residents of Wolf Pen Creek to use the school's parking lot for overflow resident and :guest parking. 2) The existing driveway on Anderson closest to George Bush will prohibit left turns exiting the parking lot. 3) Any future lighting installed for the football field will be placed to minimize impact on Wolf Pen Creek properties. I have enclosed a copy o£the minutes from this meeting. for your records. The other concerns that you have expressed, the pedestrian cross walk at Park Place and Anderson and the street lighting on Anderson, have: been forwarded to city staff that are working on the Anderson Street widening project. They will take these items into consideration when. designing this project. I hope that the concerns of your neighborhood with regard to these projects ha~ebeen adequately addressed. First, we are aware that the City's Comprehensive Plan calls for the widening of Anderson Street and have contacted Mr. Paul Leventis of your engineering staff, who has been most helpful in "describing the. project to us, .and establishing a communication channel as the project design proceeds. Second, and. more troubling,. especially in conjunction with the Anderson Street :project, is the proposal-for a substantial expansion by the .College Station. Independent School District adjacent to Willow Branch and Oakwood Schools. Several owners in Wolf Pen are .within. the 200 foot zone,. and have been advised of the Planning and Zoning meeting on Thursday 18 December at 6:00.p.m... They, and members of the Board plan on attending. this meeting to express our concerns: Generally these focus on the dramatic increase in traffic that is likely. to be engendered by substantial new classroom space, a football facility, .gymnasium, and sports field, supported by additional parking. for 94 cars. .Wolf Pcn Creek is now an "older'' neighborhood, with street `widths that cannot accommodate on-street parking. In the interests of safety we` have painted the .curbs and actively control curbside parking. Visitors to the complex have, so far, been. able to' park on Anderson or at the school outside class hours. We are concerned that these privileges will be lost in the new work, leaving no space fore visitor parking. On the issue of school-generated .traffic, and increased evening activity, we have considerable difficulty even now in turning out of the neighborhood from 7:30 am to 8:15' am, and face: numbers of cars. and vans parking on the private street inside the complex as parents wait to pick up their... children after school. Aside from the difficulty of access for residents, there is the hazard of vehicles blocking emergency .access. Noe / 16 December 1997 / page 2 The combination of these two projects could be detrimental. to the quality of life in our neighborhood, .and we will ask that the two: design teams work together to minimize the impact. At the time of our call to Mr. Leventis he was unaware of the CSISD proposal, so we are anxious for your assurance that the City and the .school district work together in this matter. A 6" raised curb is required around .all edges of all parts of all paved areas without exception.. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by City Engineer. No exceptions will be made for areas designated as "reserved for future .parking" 8. Wheelstops maybe required on interior rows longer than 10 spaces or in special situations. 9. Sidewalks are required at .time of development if property has frontage on a street shown on the sidewalk Master Plan or if the Project Review Committee determines the necessity. Gates are discouraged and visual screening from R.O.W. is required. 11. Healthy, native trees over 6" in caliper should be retained whenever possible. ^ 12. Fire lanes of a minimum of 20 feet in width with a minimum height clearance of 14 feet must be established if any structure of any type is more than 150 feet. from a public street or highway. ^ 13. Any structure in :any zoning. district other than R-1, B lA, or R-2 must be within 300 feet of a fire hydrant as measured along a public street or along an approved fire lane as the hose is laid off the truck. ^ 14. Fire hydrants must be located on the same side of a major street as a project, and shall be in a location approved by the City Engineer. ^ 15. Fire hydrants .must be operable and accepted by the City .and drives must have an all weather surface before combustibles can be brought on any site. ^ 16. A twenty four foot setback from R.U.W. to curb of parking lot is required. Parking may be allowed in this area up to a maximum of 7 contiguous spaces. JLl 17.-All plans must include irrigation systems for landscaping. Irrigation meters are separate from the regular water systems for buildings and must be sized accordingly and includebackflow prevention protection. Tom Parker and I appreciated the constructive tone of the meeting and your careful leadership of the group. As i told you the .Association's Annual Meeting was scheduled for Saturday 17 January; so the timing of the City Hall meeting could not have been better. On the basis of our understanding of the meetings' conclusions, I included the fallowing statement in my Annual Report,. which received unanimous support for these conclusions. Extract from President's report for 199:7: Anderson Street Widening and the Additions to Willow Branch Schc-ol The Association. was represented at a meeting of the City Planning and Zoning Commission in November which. reviewed expansion of the Willow Branch School, which will become a Junior High School in 1999, and the widening of Anderson Street. Bath issues could have a significant impact on Wolf Fen Creek properties. A meeting yesterday (16 January 198) with representatives of .city staff and CSISD .staff resulted in the following general agreements: l Anderson Street will have a center turn lane anal bicycle lanes on both sides. The Association accepted no parking on Anderson in return for a written statement from the CSISD School Board allowing residents and guests overflow parking privileges in the CSISD parking Lots. This will be made a condition of accepting the site plan by F-~Z. The Association voiced concern that a sidewalk on the Wolf Fen Creek side of .the street would be tao close to the street. No agreement was reached on this. matter, but it was pointed out that the .center line of Anderson could be moved toward the CSISD property and that a sidewalk on our side of the street could therefore be added to existing easement. The only other controlled crossing: will. be at the: lights at Anderson and George Bush. (existing) 3 The City will request, as a condition of P+Z approval, the prohibition of a left turn out of the existing CSISD parking lot entry closest to George Bush.:.. 4 Future .lighting for the track and sports facility (none of which is budgeted i'n the present building. program) will be sited to minimize impact on Wolf Pen Creek property. 5 The street lighting Qn Anderson Street will remain on the CSISD side, although a widening program may require that the poles- be set back from their present position. The sections shown in BOLTS type are assumed to be conditions for approval of the site plan by P+Z, and it is also assumed .that these will be recommended by staff. First Woodcock. I let him know that the condition of the letter placed on use permit was not enforceable. He didn't really react too negatively to this. I think he must have been expecting it. He said he wished both the City and CSISD had. done there homework a little better...ie our saying that it was a valid condition and Mr. Savage saying it would be "no problem" to provide the letter. He said his meeting with North went well and apparently he likes the schematic design they showed him. I think he likes the bike lanes and would really prefer not to come out in opposition to them in order for them to have the overflow parking they need. Wcock and I also discussed the school's willingness to allow them. to park in their lot,. yet reluctance to provide WPC something in writing for it. I don't think that will satisfy him.. We'll see....perhaps Dr. Scales can give him the verbal assurance he needs. I also spoke with Savage and informed him that the condition of the letterwas not enforceable. I asked him to let Neal and Scales know the implications of this issue...that if a parking arrangement is not worked out then it could mean that we may not be able to install. the bike. lanes. He said he planned to talk to Neal about this tomorrow AM.
