Item: Public hearing and consideration of a Conditional Use Permit for the use and associated site
plan to allow the Utility Customer Services Building to be constructed on the SW corner of Krenek
Tap & William King Cole Drive. (Planning Case No. 97-716)
Item Summary: The proposed development is Phase One of a possible consolidation `of City of
College Station offices into a single complex. 'The proposed development willtake up the eastern
4.4 acres of the total 11.5 acres currently owned by the City. The office use is considered a
compatible transitional use between the existing residential and the more intense land uses of the
Public Works buildings and the commercial zoning located to the west and south.
The Commission has final authority over any signage that may exceed the underlying zoning of a
conditional use.. The City is proposing a monument type sign to be located on Krenek Tap at a
maximum height of 4' and length of 20'. The sign will have raised letters, will be externally lit,
and will coordinate with the building colors and materials.
Policy Issue Statement:.
Civic Pride -Citizens benefit -from well-planned, attractive residential and
commercial areas, and from preserving historic areas.
Item Background: The City has planned to consolidate and move its offices in the southern
portion of the City.
Budgetary & Financial Summary: 'The project is budgeted as a Capital Improvements Project
for Fiscal Year `97 -'98.
Staff Recommendations: .Section 14 of the Zoning Ordinance authorizes the existence of
conditional uses. The Commission may permit a conditional use subject to appropriate conditions
and safeguards, when after public notice and hearing the Commission finds that: (Staff comments
are in italics)
1. "The proposed use meets all the minimum standards established in the ordinance for the
type of use proposed." The Project Review Committee .reviewed the site plan on October 1 and
found compliance with most of the required development standards. Several minor revisions
were required.
2. "That the proposed use meets the purpose and intent of the ordinance and is in harmony
with the development policies and goals and objectives as embodied in the Comprehensive Plan for
Development of the. City." The use is compatible with the existing public uses to the south. The
area to the east is shown as future. public use.
3. "That the proposed .use. will not be detrimental to the health, welfare, and safety of the
surrounding neighborhood or its .occupants, nor be substantially or permanently injurious to
neighboring property." The public hearing is an opportunity for the Commission to measure the
potential impact on surrounding land uses.

ENGINEERING
Water: The existing. infrastructure is adequate .for the. proposed use. The property has
an eighteen and twenty four inch water line on its boundaries.
Sewer: The' existing infrastructure is adequate for the proposed use. A major sewer line
wily be re-routed. around this property to accommodate this site plan. It is being
administered as a separate Capital Improvement Project and it will provide adequate
sewer service to the tract.
Streets: This property has frontage along three streets, all of which have adequate
capacity. The City will improve the north-south leg of William King Cole to curb and
:gutter standards with: this. project. Access will not be taken to the east-west leg of
William King Cole due to concerns for potential conflicts, with Public Works vehicles.
Off-site Easements: Not applicable.
Sidewalks: There is an existing sidewalk located in the right-of--:way of Krenek Tap.
Sidewalks are not shown on William King Cole on the Sidewalk Master Plan.
Drainage: Will be required. to meet Drainage Ordinance and will be reviewed at time of
site plan submittal.
Flood Plain: According to FEMA .Flood Hazard Maps, this property is located within
the limits of the 100-year flood plain as determined by FEMA. The building pad site. and
finished floor elevations will conform to all applicable regulations.
Oversize request: Not applicable.
Parkland Dedication: Not applicable.
Impact Fees: Not applicable.

requirements, additional landscaping, and additional improvements such ascurbing, sidewalks and

Unless the public hearing brings to light any new information indicating potential negative
impacts, Staff recommends approval.
