_ Assistant City Engineer I~riorgan.,introduced Mr. Charlie Burris, architect for the project. Mr. Burris
~~ , ~ explained that due to budget constraints and difficulties encountered in the bidding process, there were

~, ~ ~ ".> some changes made to the original. project. He explained the specific changes to the Site Development
i .Plan as foltows:
• The building was relocated approximately thirty feet to the northeast. The relocation reduced
the'. total .amount of earthwork, reduced imgation requirements and shortened the two drives
connecting. to William King Cole Drive. Locations of curb cuts were not altered. Although
stacking apace at the drive-thru facility was reduced, the total capacity of sixteen cars is
considered to be adequate by the Owner's Representatives.
• The sidewalk adjacent to the front parking area was reduced from a eight foot width to the code
required six foot width.
The connecting drive from the front parking lot to the back parking lot was omitted. This drive,
.along with a driveway connection to William King Cole Drive can be added in the future if
desired.
• Landscaping was reduced while remaining in compliance with ordinance requirements.
• Monumental building signage was simplified to be consistent with building signage at the City
Police'Station. The signage, flagpoles, and associated site lighting were included as an alternate
bid item that was accepted by the' Owner (City) for inclusion in the Contract for Construction.
AGhaNDA ITEM NO. 10. Other Business.
Commissioner Silvia. thanked the Commission for all their efforts and said that he would miss the
Commission when he moves on to serve on the City Council. The Commissioners said there good-byes
and best wishes t® Mr. Silvia on his new ventures.

Commissioner..- Silvia moved to adjourn the meeting of the Planning and Zoning Commission.
Commissioner Parker seconded the motion which passed .unopposed (5-0).

SUBJECT: Conditional Use Permit -Phase One of the City of College Station Utility
.Customer Services Building; proposed public building to be located at 310 Krenek
Tap Road, 4.3 8 acres on the southwest corner of Krenek Tap and William King
Cole Drive. The proposed building is 16,300 square feet. (97-716)
A Project Review Committee meeting was held Wednesday, October 1, 1997 to discuss the above
mentioned conditional use permit. request. P&Z Representative Lightfoot moved to recommend
approval of the proposed. site plan with the following conditions. The following is n list of
ordinance requirements identified by the Project Review Committee. This list does not
relieve the applicant of total compliance with all current ordinance requirements.

Site Plan Related:
Dimension the throat length of the driveway entrance on Krenek Tap Road.
_ Provide a detail of the proposed dumpster screening wall.
The sign shown on the site plan is different from the sign shown on the landscape plan.
Provide sign details for review and approval by the Planning and Zoning Commission.
_ Delineate the proposed fire lanes throughout the site.
Provide a legend to include minimum, maximum and average sanitary sewer and water
(domestic and irrigation) demands.

-The parking row along Krenek Tap Road must be screened by a 3' tall berm, plantings,
wall or combination.

Comments/Concerns:
Staff is currently reviewing the drainage report.
_ Coordinate electrical service details with Electrical Operations Coordinator Tony
Michalsky at (409) 764-3660.
G.T.E. will serve this development from William King Cole Drive. The developer is
responsible for providing and placing two 4" conduits with pull string from the outside
building terminationto the right-of--way. of Wm. King Cole. The conduit shall ell up 4' at
the outside building location and ell up 6" at the right-of--way. Both ends of conduit shall
be capped. Outside building termination must be within 20' of power - if not, the
developer is responsible for providing and placing a 8' x 5/$" copper. ground rod at the
base of the termination. G.T.E.'s conduits can be in the same trench as electrical provided
G.T.E. has 18" separation from electrical and has 24" - 36" of cover. Coordinate
telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723.
