if you can send me or tom brymer a rough draft by friday then. it can go to tom/charlie burris for review
prior to formal submittal (so they can make sure they are happy with it). formal submittal of 16 copies
~ must be made by Wednesday, september 24th at noon to Shirley or natalie. if you want to bring the draft
~ tome, i will forward to tom and he will take care of routing/reviewing with his guys. it will be routed down
here for review once it is submitted on the 24th along with the formal site plan.....

' tom -you just need to make sure that what is submitted on the 24th is what ya'll are committed to
construct. i realize that some things might change but they should be small or at least be additions over
'; and above the ordinance requirements. what is submitted on the 24th with comments that may came out
of the review is what the commission and the public will hear that you will construct.

Veronica is attempting to schedule some type of meeting to discuss some of development reviewu staffs
comments made during the review of then conceptual site plans submitted by Charlie Burris. 'She asked
if Nafalie Ruiz or I' wanted to attend the.meeting. My reply was that if one of us is going to be the
coordinator involved with this building, one of us will attend the meeting,. but it rather seems #o mv; that
Veronica has been coordinating this project between the architect and the review staff so far, and it be
redundant for Nat & J to attend. We will abide by your wish, but would ask for everyone involved with the
project to use the same "guardian angel" from development services all the time from here on out to help
reduce confusion.

I think I need a meeting where f can point & talk. I'm suprised that l didn't get to meet with Tom, Linda
and Charlie Burris before the site plan was submitted. Anyway, can you help to facilitate the meeting?
Do I need to meet with Veronica?
For the record, the following comments will try to convey my concerns:
- DumpsterJocation is OK (assume no gates)
- Any access onto King Gole across from the PSC is going to create major confusion & conflict with
heavy truck traffiic and municipal court congestion. We have lots of frontage on K Tap which is designed
for higher traffic volume. why don't. we make more use of it. We need to be looking for ways to reduce
congestion in this area rather than increasing it.
-Drainage is proposed to sheet. flow over the curb onto King Cole.. That is dramaticlly different from the
current'situaton. Now if all goes west, to the creek.
-..The culvert on King Cole at the creek currently goes under about 12 times a year. With the addition of
this development .(without detention) I expect that to increase to about 20. The development either
needs detention or the culvert & roadway need to be improved to increase capacity. I'd prefer tha culvert
improvement.
- With all the access onto King Cale to the east of the development, that road ought to be curbbed and
improved.

Veronica has given me 3 copies each of 2 possible site plans for the proposed customer service building.
I will be sending you copies soon (I don't have enough sets yet), and would ask that you. review them for
phase lines, streetscape, landscape, bikepath location + easement width/ drainage. & access, the access
pointson Wm King Cole drive and possible conflicts with PSC traffic, drive locations noting which
arrangement and number you prefer, median islands on Krenek Tap Road -preferences, dumpster
locations, etc. All things you can think of to review in .your area of expertise. I'm sending this a-mail
ahead of time so you will. know the plans will be arriving soon. I'll send a copy of the mail with the site
plan to refresh your memory. If you would review the site plans and get comments back to Veronica
and/or me within 5 days, I would appreciate it. Thanks.:

I've been having trouble figuring out just how the tracts fit together from
the description, too. My recollection also is that King Cole Drive is simply
just that- a drive., and never a "public street". (I could be wrong. about
this, but I can pull old records. if need be.) As to why it wasn't platted
when the additions were made - well, I guess nobody thought of it, probably
because there were already buildings on the land. Anyway, this is probably a
good .time to clean up all of that with one big plat if that was the intent.
And if King Cole Drive that runs north & south was never. officially "platted",
then probably the whole 46+ acre tract should be included im the master
preliminary plat, along with the. tract the Public Works & PD buildings occupy,
with .final plats coming to cover. what the City owns.

The numbers just don't seem to add up. How can a 12 acre tract., part of a 46
acre tract be sandwiched betweena 5 acre tract and a 26 acre .tract without
there being some overlap between the tracts? Also,. I'm not certain, but I
think King Cole, at least the part in front of Public Works, was never really
anything but an internal site circulation road. It isn't really a city
street. I think that the section, connecting up to Krenek, which came before
the portion running east-west., is the same.
If you could construct a map showing the tracts you have described, it might
help.'. to clarify the situation. Also, might it be possible for the City staff
to',prepare the necessary plats with the assistance of McClure's surveying?

from my investigation of old property records, i have found the following:
it .appears that the freeman 5.79acre tract that fronts on texas ave. was sold
in its current configuration to '.the freemans in 1965
our subdivision regulations were passed in 1970..
it appears that the 20.24 acre tract which is the police/municipal
court/public works complex as we know it was subdivided out of a larger 28.5
acre Miller tract in 1976 - I believe the remainder 8 acres is on the south
side of bee creek.
it appears that. the 12.02 acre Barta tract (the UCS tract) which is
"sandwiched" in between the Freeman 5.79 acre tract, Krenek Tap Road and King
Cole Drive was part of an original 46.17 acre tract from. which a subdivision
for the extension of King Cole Drive to Krenek Tap Road occurred by metes and
bounds in 1977. ( which may mean we dont have to go back to the original 46.17
acre tract)
all this. to say:
from my research i believe that in order for us to abide by the subdivision
regulations, this project will need to plat. the 12.02 acre tract and the 20.24
acre tract back to their parent tract configuration as of 1970. what i cant
explain (and perhaps shrley or mark may remember) is when public works did
their building expansion. several years ago, why was. platting not an issue
then? perhaps it was an oversight at the time. of development review or
perhaps there is some other plat document out there that i missed. from one
of the ,last meetings we had on this subject, if i recall correctly, you told
burris you would be back in touch to start this platting process, if
warranted. if you need. any help from me, like me telling my history lesson to
mike so he doesnt have to redo what i have already done, i will be happy to.

May (dependent upon City Council approval and subsequent contract award
in the next two weeks).. Contract duration is 320 days.

Name of Project: City of College Station -Utility Customer Service Building
3. The use. at this location will consist of a municipal facility used to serve the public. The activity
centers located within the building will be, the Utility Billing, Communications, and MIS Departments.
Citizens of College Station will drop off utility payments at this location and apply for utility
connects/disconnects as well. The remaining departments will not be conducting business with the public.
It will house approximately 60 employees who will work primarily between 8:00 A.M. - 5:00 P.M. Based
on existing traffic volumes through our existing drive thru, peak traffic flow will occur between 8:00
A.M. and S:OO P.M. and be on the order of 400 vehicles per day.
4. Additional sign details will be provided. The sign will be similar in character, material and size
to the existing signs for the Police/Municipal Court complex and the Public Works site. The sign will be
a monument style sign, made of concrete with recessed letters. -The size is approximately 4' x 20'. It will
be lit from the base with the use of a flood light with plantings around it.
1. Parking:
Parking will be handled on site. There are 65 parking spaces required and 96 will be furnished. This
should be more than adequate to assure parking will remain onsite.
2. Screening:
Public visibility of this project will primarily be from Krenek Tap Road. The rear of the building will only
be visible from William King Cole Dr. and the Public Works facility.
The dumpster on the east side of the property will be screened with a brick enclosure.
The transformer pad/mechanical equipment and service entrance are not visible from Krenek Tap Road
and the mechanical equipment is enclosed.
The detention pond is at the southeast corner of the property .(not visible from Krenek Tap Road) and
although not screened, should not be offensive as designed.
3. Traffic Impacts:
Traffic flow for this site plan will primarily be from Krenek Tap Rod. Visitor parking. access is taken
from Krenek Tap Road and the drive thru window is from William. King Cole Dr. near the intersection
with Krenek Tap Road. The site has been designed specifically to preclude vehicular access to the east-
west portion of William King Cole Drive in an effort to concentrate traffic on the collector street, Krenek
Tap Road. The portion of William King Cole that will provide access on site to the drive thru will be
improved to curb and gutter standards. Given the hours of operation. of the facility, adverse traffic impacts
to the surrounding area should be minimal.
4. Protection of Neighborhoods:
The existing residential use to the west of this tract is buffered by a natural creek and associated
vegetation and is shown as commercial on the land use plan.. The use of the south is another municipal
use (Public Works, Municipal Court). To the north is an existing mobile home park zoned R-7. To the
east, the existing single family home is zoned R-1 but the land use plan. shows this area to be for public
use.

2. This meeting was convened to review the landscape plan proposed by Pete
Vanacek and discuss grading requirements for the site, specifically to
accommodate the landscaping beds at the building.
3. The overall site grading and drainage concept was presented by Mike
McClure. The requirements for the landscaped beds next to the building were then
discussed with the following goals being adopted. The top of the landscaping bed
should begin approximately 2-1/2" below the brick ledge/weep holes.
Approximately 8" below that. point will be provided for landscaping mulch bed.
Utilizing a 5-1 / 2" brick ledge, the finished grade will be 1b" below the finished
floor level:. A concrete curb will surround the landscaped areas next to the
building, with the top of curb being Iocated at an elevation determined by sloping
2% away from the top of the landscaping bed at the building. Weep holes .are to
be provided in this curb, and it will step down 6" to the grass level on the outside
of the curb.
3. The front corner (corner at interstection of Krenek Tap and .King Cnle} shall
be reserved for "roving sculpture" display. Linda requested electrical stub out
and paving be provided as an alternate bid item. Linda to look into size of pad

10. Site lightingneeds to be.determined as soon as possible. Both parking area
lighting and exterior building lighting are critical and may affect the landscaping
plan.
11. Ross stated that the City Council has. some reservations about their doing
.work on capital improvements projects, and therefore it would be best to-bid the
purchase and installation of landscaping as an alternate item in this project by the
contractor.
12. Landscaping curbs shall be included in work by the general contractor.
13. Ross expressed concern that the drainage from. the roof will not disturb
landscaping beds at building.. Pete S. stated the plan is to bring the roof drains
though the interior of the building .and out beneath the foundation, so the
landscaping beds should not be affected: The roof drainage will need to be carried
through a storm sewage drain ne to the surface water detention area in the comer
of .the site.
14. The method to abandon and rerout the existing sanitary sewer line needs to
be determined immediately. Mike stated that there is an easement associated with
the line which will need to be released by the City upon rerouting of the line. He
has spoken to Lawrence Carter @ the City Water & Waste Department who thinks
the existing line will. likely be able to support this building; however, since the
building will be located on top of the line, the line needs to be rerouted. Mike is
going to prepare a plan for relocating the line and the associated cost estimate. At
that ..time, .the City will need to decide how they want to .proceed with the
relocation.
15. Upon review of the landscaping and parking layout, Linda said she no
longer needs to plan for an additional row of parking at the rear of the site, so the
landscaping can proceed as planned...

i've checked the approved landscape plan and there are supposed to be 10 tree or tree equivalents along
the first 50' of frontage along krenek tap. the plan shows an extra tree along the frontage.
the points that are required for the total site (streetscape plus landscape) equals 8172 and the plan shows
that 8450 points were provided. if you remove one tree that was worth 300 points, it will leave the site
deficient in landscape points by 22 points (about the worth of 2 shrubs).
conclusion -one of the street trees may be removed as long as at least 2 shrubs are planted on the
remainder of the site.

Cole. The tree in question in in the center of the corner. Arts Council is wanting to move it so that ut is not
blocking the view of the sculpture. The artist is coming Jan 11 to install it and the dedication is Jan 12th. I
am hearing from Parks that there may be some issues regarding the landscaping for streetscape on this?

Charlie I have set up some time to visit with Skip on this. ,The soonest I could get on his calendar is
27th. At this point I do not see us being able to move forward into the house, I think Skip might be
willing to fund the $3500 with our sweat equity, but l am concerned that we will probably be looking at
some more costs for parking lot and walks when it goes to P&Z for conditional use. This would probably
make it a no go. Nat. sure since Skip was wanting to use this house to coordinate volunteers from too.
am not sure how this will play out. As you and I discussed and we both agree, I do .not want to violate
any city ordinances or requirements that any other entity would have to meet to convert this to

here's the list of improvements from i:he building dept..needed for the gis but to convert it for commercial
use. gus and i are willing to donate. our off duty hours to make these improvements if the city would be
willing to pay for the materials. estimated material costs for these improvements and the previous
discussed improvements is $3500. funds are available in he gis operating budget.
there are two caveats to this :proposal first is that we would have to use licensed professionals where
required by code, i.e. electrician., plumber, etc. the second is that there is a concern that p $ z may
require a better parking area. additiorta! funds would be required to make this improvement.

Charlie,. here is a .list of observations that 1 made. at the house on Krenek Tap. These items would need
to be addressed if the building is going to be converted to commercial use, Let me know if you have any
questions.
1. Provide an .accessible route. to the structure. This includes fiandicapped parking, sidewalks and ramps
as needed_
2. Provide an :accessible route inside the building. (IE 32" minimum opening width at all doors)
3. Provide an accessible restroom (I have the specifications available if you need them).
4. Provide vacuum breakers on aH outside hose bibs.
5. Provide G.F.C.I. protection for all 110 volt electrical receptacles in Kitchen and bathroom.
6. Provide a ZA10BC fire extinguisher mounted in a central location.
7. Provide exit signs for the exit doors.
8. Provide address for the structure (min. 5" letters visible from the street).
